Leave Arrangements Completed For Next Week\u2019s Meetings.SHOULD BE LARGE ATTENDANCE AT FIVE MEETINGS IN EASTERN TOWNSHIPS.All arrangements have been completed for the educational campaign of next week, and posters and circulars have been pretty generally dis tributed throughout the English portion of the province.The correspondence appearing in these columns indicates that school matters are increasing in interest in many localities, and it Is therefore probable that the meetings will be well attended.The management of the schools is a matter which not only should interest every intelligent man and woman, but it is also one in which all have 'a voice.It is one of the most important forms of local self-government.If the school law and regulations deal largely with the matters necessary to ensure uniformity of organization, without which a system would not be possible, they leave at the same time many details to the initiative of the local school boards.That there should be differences of opinion on school questions is not at all regrettable.It is really a healthy sign.Professor Robertson said the other day before the Conservation Commission, that in Scotland, where they have about the best schools in the world, people were always complaining.He added that he wished there was more discontent in Canada along the same lines, as it would probably lead to more effort to improve the rural schools of our country.It is well, indeed, that those who are responsible for the school law and regulations, or for their administration should, from time to time, come into direct contact with the school boards and the ratepayers, in order that the knowledge and experience of both may be intelligently exchanged.On the one side the special difficulties may be more intimately appreciated, and on the other the means of progress may be more adequately learned.It is certain that the Protestant Committee and the Department of Public Instruction are anxious for progress and efficiency.The poster says : \"The schools of the people are of vital importance.Upon their efficiency largely depend the welfare and progress of the country.\u2019\u2019 The circular also adds : \u201cThe progress, welfare and efficiency of our rural schools is a matter of the- highest public concern, affecting as they do the character and standing of our Protestant population.Among the qualities which serve to make minorities respected and influential, moral worth and cultivated intelligence are the most important.It is, therefore, a.s a social duty and responsibility that the ENSUE\u2014COMPANY PROTESTED.The city attorney has everything in readiness for the action about to be taken against the Sherbrooke Railway and Power Company by the Corporation of the City of Sherbrooke.The action will he entered on or before September 6th.The council will endeavor, by means of this action, to compel the company to fulfil the provisions of their contract with the city.A prolonged legal fight will, no doubt, follow, as it is understood the Sherbrooke Railway and Power Company will not run up King street unless they are compelled to by the Public Utilities Commission.In addition to the King street matter the action covers a number of other cases in which, it is claimed, the company has not complied with the provisions of the by-law.On July 24th a protest was served on the company for not having repaired the streets which they had torn up while laying their tracks.At the next meeting of the council it is likely that a resolution will be passed this view?In a city like Sherbrooke U)°, police are not responsible to the citizens.They are not elective, not even the Chief.They are appointed T)y the City Council and placed under the direction of a committee of the Council.What deep, this committee expect of its police officers?Does it hold them responsible for the enforcement of civic and other ordinances laying down rules of conduct within the communityV If so does it give to its servants, the police, the active and moral support necessary to this end?All these are interesting matters of consideration.There arc laws against sliding on the streets, against fast driving, against gambling, against selling liquor out of houift, against setting off explosives on a national holiiday, etc, etc.A private citizen will not make complaint and naturally so.He may go to the newspaper and talk of his grievance thinking that the cure may be found through publicity.He will not take the initiative.He does not regard it as his duty to do so.Is he
