up\u2014Confident of Success.Cologne, Germany, Nov.8.\u2014(Special)\u2014It is reported in Sofia, Bulgaria, that the Porte has proposed to Belgrade to begin peace negotiations without mediation of powers, according to a despatch to the Cologne Gazette.TURKS MASSACRE CITIZENS.¦ Constantinople, Nov.8.\u2014(Special) \u2014Fugitive Turkish soldiers are reported to have massacred many of the inhabitants of the village of Si-livri, on the coast of the sea of Marmora, to southwest of Tchatalja fort.Fleeing soldiers, who were in a state of semi-starvation and utterly demoralized, are said to have set fire to all the houses in the village.A disease, resembling cholera, has broken out among wounded Turkish soldiers in Constantinople.KURDS TO AID TURKS.London, Nov.8.\u2014(Special)\u2014 The situation in Constantinople is growing in desperation every day.News was received to-day that 25,000 Kurds are marching through Asia on their way to Constantinople.Their purpose is to aid in fighting against the Balkan Allies, hut it is improbable that they will arrive at the front in time to do anything in organized battles.ARE RELIGIOUS FANATICS Thèse Kurds are religious fanatics and are barbarians in religion.In riots in the past they have proved their viciousness and will stop at nothing to wreak vengeance upon Christians.If they arrive at Constantinople they will add to general confusion and unless authorities are able to keep them strongly under hand slaughter of Christians in capital is probable.Small armed bands of routed soldiers, who have drifted into Constantinople are fleeing from hunger and any day they, augmented by Kurds and ruffians of town, may break 0ut.BRITISH CRUISER CARES FOR AMERICANS.The British cruiser Weymouth which arrived at Scutari, a town just outside of Constantinople, not the town of same name which the Montenegrins are attacking, took off a number of American and Bulgarian scholars from the High School.CHRISTIANS ARE LEAVING Every Christian who can do so is leaving the capital.There are 600,-000 Christians in town normally and in event of massacre these will inevitably be wiped out.The feeling against them is caused not only by the fact that it was the coalition.of Christian nations who are winning victories against them, but also because Mohammedan Turks say that the loss of many battles was due to the fact that Christian soldiers in Turkish army were first to break under heavy fire.If massacre starts warships in harbor will be able to do little to save Christians.MORE TURKISH LOSSES.The loss of .Tchataldja lines of defence became known in Constantinople just after war department got news of probable surrender of Salonica and news of other Turkish losses throughout European Turkey.CALL ON TURKS TO SURRENDER.Athens, Greece, Nov.8.\u2014(Special) \u2014Crown Prince Constantine of Greece haa called upon Turkish stronghold of Saloniki to surrender.The army under his command has crossed the Vardar River and is now before Saloniki.The Turkish garrison, which is believed to be composed of 1,500 men, has made preparations to resist Greeu attack, but it is not believed that any serious opposition will be met with by Greek army, which will probably enter fortress to-day.NO AUTHENTIC NEWS.London, Nov.8.\u2014The past twenty-four hours have brought little news of importance from the seat of war.The report that Saloniki has been evacuated is premature and a similar report concerning Monastir is still unconfirmed.There has been no authentic news of the alleged defeat of the Turks before Tchatalja.On the contrary, a Constantinople despatch sets forth the Turkish claim ] that there are no Bulgarians before ] Tchatalja and that.both armies are , resting.The Turkish reports regard-! ing the progress of the war, however, have been so consistently misleading as to have little value.The present lull in news may mean that some important action is proceeding.In the meantime diplomatic efforts to end the war are making no progress and the European progress is busy discussing all the aspects of the settlement of difficult questions.Everything tends to show that almost irreconcilable antagonisms will arise over the allocation of Turkish territory.Servia claims as her share a large part of Albania, including the Adriatic ports or Durazzo, Alessio and San Giovanni di Medua.According to the Servian premier\u2019s statement to the Paris Temps the allies desire the partition of European Turkey, leaving the fate of Constantinople to the decision of the powers.According to reports current in Berlin, the intention of the allies is to divide Albania between Servia and Greece, but an agreement already exists between Austria and Italy, which would be supported by Germany, guaranteeing the integrity and independence of Albania, and the Triple Alliance is determined to prevent Ser-.via at all costs from reaching the Adriatie.It is even asserted that the Triple Alliance has agreed to make Albania independent with the Duke of the Abruzzi as king.Another important meeting occurred at Bucharest yesterday between the Roumanian premier and the Russian and Austrian ministers.It is reported that the powers will to-day communicate to the Balkan state's Turkey\u2019s request'for mediation.CONFIDENT OF SUCCESS.Constantinople, November 8.\u2014Public opinion in Constantinople is strongly opposed to the idea of seeking mediation or peace.Nazim Pasha, the Turkish commander-in-chief, has reported to the Government that the army is determined to fight until victorious or absolutely defeated.He regards the reverses sustained as unfortunate, but says that the brave Ottoman army is confident of ultimate success and that the whole corps of officers are unanimously in favor of continuing the war.The principal officers in Constantinople have handed the great vizier, Kiamil Pasha, a signed declaration in the same spirit, and the party of Union and Progress promises t0 support the Government in the policy of prosecuting the war with energy.These considerations are having weight with the Government.HAS ADRIANOPLE FALLEN?London, November 8.\u2014The corre^ spondent of the Daily Mail sends the following trom Bucharest: \u201cI have just arrived from Sofia and have good grounds for believing that Adrianople has fallen, but Bulgaria is concealing the fact lest the powers should intervene before the capture of Constantinople.\u201d \u201cExtraordinary endeavors have been made since Monday to prevent news leaking, the censorship being even extended to letters.\u201cI understand that the whole garrison \u2019surrendered Tuesday unconditionally.Meanwhile, with the utmost energy that they have, the Bulgarians are concentrating an overwhelming force wdth a view to the occupation of Constantinople, so that intervention by the powers will follow the accomplished fact.\u201d MONTENEGRIN KING DISLIKES PROTRACTED SIEGE OF SCUTARI.London, November 8\u2014Below Adrianople, says a Sofia despatch to the Standard, the Bulgarians have daro med up the river Maritza so that the water has been forced back and flooded the town.It is expected that this will compel an early surrender.A Cettinje despatch to the Standard, says that King Nicholas is annoyed at the protracted siege of Scutari as Montenegrin has occupied much less Turkish territory than any other allies, and it is feared that this will have an unfavorable effect when the partition of Turkey is made.The King, therefore, has ordered the commanders of the other Montenegrin columns to push forward and occupy as many places as possible before the Servians penetrate further west.Another Cettinje despatch says that the whole country is in the grip of winter, that the snow there is two feet deep, and that the roads are impassable.ANOTHER VICTORY.London, November S.\u2014The Times prints the following despatch, dated Sofia, November 7, 11.20 p.m.: \u2018\u2018It is reported, but without official confirmation, that the Bulgarian troops have occupied the Tchatalja lines.\u201d NO SIGN OF ADVANCE.London, November 8.\u2014The Constantinople correspondent of the Daily Mail reports that he was in Tchorlu on Tuesday last, at which time there was no sign of the Bulgarian advance.ROYAL GEORGE STILL FAST ON ROCKS Passengers Could Not be Taken Off Owing to Bad Weather.EXPECTED THAT THEY WILL BE CONVEYED TO QUEBEC TO-DAY.Quebec, November 8.\u2014The Canadian Northern steamer Royal George still rests firmly on the rocks one mile east of Point St.Lawrence, on the north side of the south channel, with five hundred steerage passengers and the members of the crew on board.The company\u2019s officials were firmly convinced that the passengers would have been all removed from the steamer yesterday and conveyed by tender to Quebec, but the elements interfered with their plans.Consequently the people had to remain with the ship, at least until to-day, when they may he m ought to Quebec.The condition of the steamer is practically the same as when she got off her course, and was carried at full speed on the rocks, head on, and though her position is serious, experts have every confidence that she can be hauled off, but not before sbe is.lightened and with the aid of the highest spring tide, which will occur Saturday next.Her No.2 hold is full of water, but so far as can be learned No.1 hold is intact, likewise No.3 and 4, stokehole and engine room.The steamer is caught on the rocks between her two funnels, and so firmly that unless lightened of her cargo at least in No.1 hold it would not be prudent in the interest of saving the ship to attempt to haul her off.INMATURE Montreal School Commissioners Present Petition afternoon the number and the character of the petitions submitted were important.The Protestant School Commission of Montreal is asking for authority to borrow 8500,000 for new school buildings and the purchase of school sites.In addition to this the commission is requesting a change in the collection of the neutral panel school tax in certain sections oi Montreal.VOTE IN RECENT ELECTIONS.The printed report on the result of the recent provincial elections was distributed yesterday.It shows that the total vote polled was 294,544 out of 474,446 inscribed on the list, and that the grand total for the province, including Gaspe, is 479,000 electors.The number of valid votes polled was 291,168, and the number of rejected ballots was 3,378.CHAIRMEN CHOSEN.The following chairmen of standing expense incurred by keeping Mrs.Parker at the home in Montreal at $6 per month be paid by the Council.A resolution was passed exempting the property of Mr.J.B.Payne used for manufacturing cigars, from municipal taxes for a period of ten years.WAR fOOTII Time Expired Soldiers Must Remain Witii Regiments Until Spring.STATED GOVERNMENT HAS TAKEN THIS AS BEST MEANS OF PREVENTING.WAR.St.Petersburg, Nov.8.\u2014(Special) \u2014The Russian Government has decided to retain all time-expired soldiers of Russian army on active service with their regiments until next spring.This places the army practically on war footing, as the order affects several hundred thousand men whose places would in ordinary course have been taken by the same number oi recruits who have just been called up.It is announced that the Government has taken this step as the best means of preventing war, and it is thought that this can only mean that Government fears possibility of com plications arising out of the Balkan situation.The detention of time-expired men will entail a cost of many millions.LAM ACCIDENT Farmer Used gun to Strike Horse and was Shot In Breast.WAS ON A HUNTING TRIP, ACCOMPANIED BY TWELVE-YEAR-OLD SON.Edmonton, Alta., November 8.\u2014 One of the most extraordinary accidents in the mortality records of Alberta was reported to Coroner Dr.Frankum, of Steitler, when the 12-year-old son of Raphael Engles, a farmer living near Stettlcr, brought the body of his father home after an interrupted huntiiK: trip, during which the father was killed accidentally by his own hand.Father and son had started out with a horse and buggy on a hunting trip.They had gone only a short distance when Mr.Engle tried to make his horse travel faster.Failing to coax the animal into a trot the farmer picked up a loaded shotgun, which was lying in the bottom of the rig, and struck the horse sharply over the back with the stock of the weapon, breaking the butt end below the trigger guard.By some unknown agency the trigger caught and the right barrel of the gun exploded, the charge entering Engle\u2019s left breast, killing him instantly.The son placed his father\u2019s body jn the bottom of
