:\t\u2018\u2018Mr.Mayor, I meats of last night\u2019s meeting of the | want this investigation held.I- Council.Not since the walls of the old Council Chamber re-echoed the torrents of abuse burled by one al- Mayor Hebert : \u2018\u2018Just one moment, gentlemen.The question was simply asked whether or not the pipes were derman on another, in connection | bought without tenders having been with the formation of the first Board of Control, has the dignity of the Council been reduced to the level of last night\u2019s harangue.Aid.Simoneau played the part of the match and Aid.Thompson that of the explosive.When the business of the evening was nearing completion and the aldermen were preparing to adjourn, Aid.Simoneau rose in his scat and asked permission o£ the Council to ask certain questions of the secretary.The privilege being granted, he proceeded as follows : Aid.Simoneau : \"Were you asked by the Electric Department to call | for any tenders for pipes?\u201d Mr.Griffith : \u2018\u2018No, sir.\u201d asked for.Aid.Simoneau has been censured for buying asphalt without calling for tenders, and be is trying to show, in the words of the old song, \u201cEverybody\u2019s Doing It.\u201d For the sake of the dignity of this Council I would ask you to withdraw the motion.\u201d Aid.McManamy : \u201cI contradict you, sir.Aid.Simoneau has lied about Aid.Thompson and myself in connection with the ice.I insist on having the investigation.\u201d Aid.Jenckes : \u201cI move we adjourn.\u201d Aid.Brault :\t'T second Aid.Jenckrs\u2019 motion.\u2019\u2019 Aid.McManamy : \"That is DOMINION PARLIAMENT OPENED AHSIRIA IS DÏ ROYAL GOVERNOR-GENERAL PRLPARINO BALKAN ALLIES WANT THE CESSION OF IlIRHLY IN ECRuPt not ,\t| fair.We should have this investiga- Ald.Simoneau : \u2022'Were any tenders \u2018tion.\u201d \u2018No, not that I know if called for ?\u201d Mr.Griffith : oC\u201d Aid.Simoneau : \u201cDo you know any pipes were bought ?\u201d Mr.Griffith : \u201cI am not sure.\u2019* Aid.Simoneau :\t\u201cPerhaps Aid.Thompson can answer.\u201d Aid.Thompson : \u201cYes.pipes were bought.\u201d Aid.Simoneau : \u201cHow many ?\u2019\u2019 Aid.Thompson : \u201cWhy do you ask ?You already know.\u201d Aid.Simoneau : \u201cYes, you are right, I do know.\u201d He then proceeded to enumerate the quantities of pipes he alleged that Aid.Thompson had bought without calling fn,- ter-\tm pa.: \u201cThe law on this point is quite plain.If I am guilty of acting irregularly in purchasing the asphalt, Aid.Thompson is equally guilty.He is always ready to throw stones at other departments.A man who does this, however, should be without fault in the management of his own department.Aid.Thompson is also the man who wants controllers or commissioners appointed to supervise the work in all departments except the one over which he is chairman, and the Water Department.If I have a seconder I am going to move that an investigation be held fn Aid.Thompson\u2019s department.I had a lesson taught me by Aid.McManamy and Aid.Thompson when I was on the Parks and Real Estate Committee.The Sherbrooke Ice Company was then furnishing ice for the fountain at fifty dollars per year.Another ice company then began business and offered the ice to us at forty-five dollars.1 immediately bought from them, as they quoted the lowest price.Aid.McManamy and Aid.Thompson both criticized my action, claiming that I should not have bought until I had called for tenders.I suppose they complained because they were both shareholders in the Sherbrooke Ice Co.\u201d Aid.McManamy : \u201cThat is n \u2014- lie.I never said anything to you about the ice.You have been lying here right along.I only wish I could get you on some of your statements and I would make you sweat.\u201d After expressing the pleasure it would give him to knock h- out of Aid.Simoneau, Aid.McManamy resumed his seat.Aid.Thompson : \u201cMr.Mayor, I am going to second Aid.Simoneau\u2019s motion.I am going to move that a committee be appointed to make a thorough examination in my department.On this committee I will name Aid.Jenckes, Aid.Ewing, Aid.Le-doux and Aid.L.H.Olivier.T want this committee to have the right to examine witnesses under oath.I also want them to examine my record in every department with which I have been connected.I want the committee to .examine Aid.Simoneau\u2019s record in all the departments with which he has been connected.I want the committee to examine his connection with the building of the sawmill bridge.Aid.Simoneau does not stand up like a man and accuse me of anything, but keeps on insinuating.He would give people an idea that 1 am boodling.Why is he not man enough to come out straight ?Why did he single out my department rather than others ?He has told about the city that he intended making the statements against me that he has made to-night.\u201d Aid.Ledoux : \u2018\u2018All that Aid.Sim-oneau wants to know is whether or not Aid.Thompson has acted irregularly in purchasing pipes.He, Aid.Thompson, admits himself that he did not call for tenders.This is all Aid.Simoneau wants.\u201d Aid.McManamy, pointing to Aid.Aid.Thompson : \u201cNo adjournment.We want this matter settled.\u201d Mayor Hebert : \u201cA motion to adjourn is always in order.\u201d Aid.McManamy : \u201cThis is no way to do.Ciiarges have been made and we want the matter looked into.\u201d Aid.Simoneau : \u201cI want it clearly understood that I made no charges of boodling or bad intentions.All 1 said was that the pipes were bought irregularly.\u201d Aid.Thompson : \u201cHave the jnvesti-i gation.\u201d Aid.Brault; \u201cLet us adjourn until we cool down.\u201d Aid.?,\u2019hompson : \u201cI am cool now.\u201d Aid.Ewing : \u201cIt is time to go home.\u201d\t,\t.Aid.McManamy : \u201cGive us fair play.Let us have a full investigation.\u201d An Alderman \u201cQuestion.\u201d Mayor Hebert : \u201cAll those in favor of Aid.Jenckes\u2019 motion to adjourn please signify-\u201d Aid.Thompson : \u201cNo.\u201d Aid.McManamy : \u201cThis is not fair.\u201d Tlie secretary was asked to record the vote on the adjournment, which he did as follows : For\u2014Aid.Ledoux, L.H.Olivier, Simoneau, Ewing, Jenckes, Brault and Rousseau.Against\u2014Aid.McManamy, C.F.Olivier and Thompson.The meeting then broke up in disorder.In the dressing room Aid.Thompson denounced Aid.Simoneau in a most scathing manner, and stated that he would insist on an investigation and put witnesses, in the box to give testimony under oath.ALD.SIMONEAU\u2019S RESIGNATION.An important question before the meeting was the resignation of Aid.Simoneau.It was read by the Mayor.Aid.Ledoux immediately moved that it be accepted, seconded by Aid.White.In moving that the resignation be accepted, Aid.Ledoux said in part ; \u201cIt would be strange if I moved this resolution without making some explanation.I was not here when the famous report of the investigating committee was submitted.When I read of it in the paper I said to myself that the people outside might think that Aid.Simoneau had done something irregular, or even worse.A man who is head of a committee and does not share the same views as his colleagues has the right to resign, if such a chairman does something wrong he may be asked to resign.To prevent the impression going anroad that Aid.Simoneau has been asked to resign, I take this opportunity to make an explanation.I was present at all the meetings of the committee and Council when the question of paving was discussed, and I also remember that a delegation was sent to Montreal to look over different kinds of paving and report, so as to expedite matters.I also remember that the chairman made a report which was passed by this Council, naming Pioneer Asphalt as the material to be used.I am not here to justify the manner in which Aid.Simoneau placed the order.The charter says clearly that tenders must be called for.With the possible exception of Aid.McManamy, I think every other member of this Council was asked about the matter.I did much the same thing as Aid.Simoneau when I seconded Aid.McManamy\u2019s | motion to have the City Engineer go j to Quebec and examine sewer pipes and buy them if he thought they were all right.What right did we have to do this, according to our charter ?We had none.Now, why should Aid.Simoneau be blamed when he had the Council behind him, as well as the When this famous report of Occasion was Marked With the Usual Ceremonial.There was an Unusually Large Attendance of Visitors had tried to obstruct the paving.Aid.McManamy immediately rose in his place and denied this.He was in favor of paving, and having it done by experts.Aid.Ledoux again addressed the Council, and made the proposit on that every alderman who had acted irregularly should resign, as did Aid.Simoneau.Aid.McManamy : \u201cI don't know what you said.\u2019\u2019 Aid.Ledoux : \u201cYou only n*der-stand when it suits you.\u201d Aid.White followed Aid.Ledoux and stated that Aid.Simoneau had in no way lost his confidence.The whole Council decided that Pioneer Asphalt was what was needed, and no further action bad been taken to change this opinion.He wanted the citizens to know tbat the Council had in no way lost confidence in Aid.Simoneau.Aid.Ewing stated that the only question he could see was whether Aid.Simoneau had purchased the asphalt at the lowest price at which it could be held.He did not think it was wise to censure Aid.Simoneau wben he had acted in good faith.He regretted to see Aid.Simoneau resign.Aid.Brault did not think the resignation should be accepted, and felt that the Council should buy the asphalt as recommended.Aid.Jenckes also regretted that Aid.Simoneau had sent in his resignation.He felt that there was not as competent a man for the Road Department in the Council.ALD.SIMONEAU.The chairman of the Road Committee gava a little inside history as to the working of his committee.When the committees were struck at the beginning of the year each chairman was given the right to choose the other members.This Pad been refused him, and the only man he got tbat he asked for was Aid.Jenckes.Aid.McManamy was forced on him, and he made the statement at the time that he did not think he could do anything with his committee- The Road Overseer was taking orders from other members of the Council, namely Aid.McManamy and Thompson.He had no control over his committee.He admitted that be had acted irregularly in the purchase of the asphalt.It was now stored on City property, however, and the City would have to pay for it.The Council had refused to pass a resolution asking the company to remove it.Referring to Aid.Thompson\u2019s change of opinion on the question of asphalt, Aid.Simoneau said that it was well known that Aid.Thompson danced to every tune Aid.McManamy played.Aid.McManamy: \u2018\u2018What about the j work on Murray street ?\u201d Aid.Simoneau : seconded by Aid.Brault.THE WELLINGTON STREET SEWER.Another question which occupied considerable time, last evening, was the question of sewers on Wellington street.Aid.McManamy asked for permission to speak on a question of privilege.He took exception to a statement made by a local paper to the effect that he had ordered the sewer pipes.He proved that this was not the case, and that the pipes had been purchased through the Secretary after he had obtained the approval of the majority of the Council.Tenders had also been called for.Referring to Aid.Simoneau\u2019s statements at the last meeting that the old sewer on Wellington street was sufficient, that the city had wasted money in building the new one, Aid.McManamy quoted statements to show that even Aid.Simoneau himself condemned the old system.The City Engineer, in his report of Sept.9th, stated that the old sewer had been in existence on Wellington street for thirty years, and that it was time to make a change.When the above
