Nov.29.\u2014(Special) \u2014 The Constantinople correspondent of the Daily Mail claims on highest official authority for the following statement as to the position of peace negotiations : The delegates met twice and will meet again to-morrow.So far only the question of an armistice has heen discussed.There has hitherto been no mention of frontier deliminations and other conditions of peace.These will only be discussed when delegates of other Balkan states arrive.The Greek delegate will- come today (Friday).The first Bulgarian proposal of terms for an armistice had to be rejected.Beyond this despatch news as to negotiations of envoys at the village of Baghtcbe, near line Tchatal;a, and temporary lull on battlefields is very scanty.Outside of the fact that the plenipotentiaries hold sittings in a parlor car between two armies, and are expected to get to close quarters to-day, nothing has reached the outer world as to the actual proposals made by Jhe allied Balkan nations which wauld enable an estimate to be made of the result.Dr.S.Daneff, speaker of Bulgarian Parliament, has been chosen to preside over negotiations.SERVIANS CAPTURE DIBRA.Belgrade, Nov.29.\u2014(Special)\u2014Servian troops captured the town of Dibra in Albania only after a desperate encounter with Turkish troops, who had rallied there after their retreat from Monastir, and had been joined by contingents of Maliscori and Arnaut tribesmen.With the capture of Dibra the whole of Macedonia has been subdued.Two of the Turkish regiments which had been routed at Monastir surrendered yesterday to the Servians.RESERVISTS CALLED AUSTRIA.OUI BY St.Petersburg, Nov.-JS.\u2014(Special)\u2014Austro-Hungarian reservists residing in Baltic provinces have been summoned to return to their homes in Austria and Plumgaria, according to a despatch from Riga.German reservists living in those provinces number S,000, and those also have been warned to hold themselves in readiness to be called up to join their regiments at any moment.TURKISH TROOPS SURRENDER.Sofia, Bulgaria, Nov.29.\u2014(Special)\u2014Two entire divisions of Turkish reserves surrendered to-day to Bulgarian troops near village of Mar-hamli, between Port of Dedeaghatch and Demotica, according to an announcement made by official news agency here.LINES AROUND ADRIANOPLE TIGHTENED.Sofia, Bulgaria, Nov.'28.\u2014(Special)\u2014The lines of investment drawn by Bulgarian troops around beleag-ured Turkish stronghold of Adrian-ople are being tightened day b~ day.Attackers trenches have now approached within 1,100 yards of city itself and foreign consuls have hoisted flags over their offices so as to prevent the Bulgarians firing shells in their direction.According to one report from Adrianople original Turkish garrison has been reduced by losses during desperate sorties and by deaths from disease to less than half its strength at beginning of siege.GERMANY READY FOR WAR.Berlin, Nov.29.\u2014(Special)\u2014 German Minister 0f W'ar, General Josias Vonjuon Heringen, declared to-dav in Imperial Parliament: I can give itive assurance that everything necessary for eventuality of war has been done.He made this statement in answering an inquiry as to whether Ilf new machine gun companies provided for in law of 1912 could be organized without delay.GREY\u2019S PROPOSAL OF SIX GREAT POWERS\u2019 CONFERENCE FAVORABLY RECEIVED.London, Nov.llmber 29.\u2014Sir Edward Grey's proposal that the amljassadors of the six great powers, Great Britain, France, Germany, Russia, Austria-Hungary and Italy, should assemble in one of the capitals with the view of emphasizing the points arising out of the Balkan war on which the nations are already in agreement, is understood to have the support of Germany, France and Russia.The idea is to endeavor to avert the disposition to drift into au a'i-nmc t of the two groups of powers forming the Triple Alliance and the ¦\u2022bipip.Entente in opposite camps over isolated questions such as caused the tension which existed early bisvetk.BULGARIA DETERMINED.London, November 29.\u2014The peace plenipotentiaries have delayed the ser- [ ious discussion for the ?nival of Osman Nizami Pasha, who has had long interviews with the Austrian Foreign Minister, King Charles and the Roumanian ministers, soys a Sofia despatch to the Times.A Bulgarian statesman jsauthenty for saying that the Government is in no hurry to press the negotiations, because it is employed meantime in improving the railway communication for the transport of troops and war materials to Tchatalja.With the divisions of Generals Theodoroff and Kovatchoff, totalling about 50,000 men the rescuits of 1912, the reservists and the volunteers from America, the army before Tchatalja will be soon augmented by 90,000 men.\u201cWhen these forces are assembled,\u2019\u2019 said the Bulgarian statesman, \u201cIf our terms are refused, we shall march with the allied armies into Constantinople at all costs.\u201d The correspondent adds that if the Bulgarians go into Constantinople, the inevitable result will be the occupation of Constantinople and The Dardanelles by Russia.The recruits of 1913 and 1914, numbering about 50,000, have been summoned to the colors.SERVIA IGNORES AUSTRIA.London, Nov.29.\u2014The Servians, ignoring the proclamation of Albanian independence, have occupied the port of Durazzo without resistance.This information1 comes in a direct despatch from that town last night.Thus the conflict is now raised in acute form between Austria and Servia, and it remains to be seen whether the Austrian Government will take any direct action or will be content to leave the question for the af-ter-the-war settlement.\u201cThe Servian action, coupled with the eminently warlike feeling prevailing at Vienna is likely to keep Europe in a continued state of anxiety.On the other hand the fact that there is no sign of the resumption oi operations on the Tchatalja lines, while the great powers are exchanging proposals for the assembling of a European conference, all make for a peaceful settlement.Should the proposed conference materialize\u2014for apparently Austria has not yet consented to participate\u2014it would be considered as preparatory to a later full conference, which would include the Balkan states and Turkey for a final settlement of all ques-sions.Nothing has been decided as to where the conference will be held or precisely what questions will be discussed.The project appears to have arisen out of a general sense of irritation at the inevitable delays necessitated by the constant telegraphic interchanges of views.Great secrecy is preserved regarding the conference at Baghtche, and it is not known Whether the plenipotentiaries are discussing the terms of an armistice or bases for the conclusion of peace.It is reported from Rome that a provisional Albanian government has been constituted at Valona (Avlona) by eighty Albanian delegates.AUSTRIA PREPARES.Vienna, Nov.29.\u2014Much excitement hâs been occasioned by the action of the government in arranging for the mobilization of the Austrian army, which proves the ministers\u2019 determination to be fully prepared for any development in the Balkan crisis.The parliamentary leaders met last night and decided to allow the premier\u2019s three Trade.In a brief address Mr.Harwell asked the farmers so co-operate with the Immigration Agent in securing positions for new settlers.He pointed out the wisdom of giving these strangers a warm welcome on their arrival and making conditions as pleasant for them as possible.If the newcomers were well received they would write back and ask their friends to come.Rev.A.H.Robertson, of Gookshire, followed Mr.Harwell.Mr.Robertson recently organized a club at Cook-shire, which is proving a great success.He referred to the work being carried on by the club, and pointed out the good results that
