hi?son William.Had it not been for the timely arrival of Henry E.Perkins and Alton Moore who hearing cries of distress rushed to the rescue, there is but little doubt of what the result would have been.Harrigan was beaten on the head and in the face.He was immediately taken to the office of Dr.E.H.Henderson where liis wounds were treat ed, and from thence to Botterell\u2019s Hotel, where he now SUCH.Columbus, O., April 12.\u2014The,Greenland bill, providing for pensions for indigent mothers, an administration measure, was passed in the House yesterday and now goes to Governor Cox, whose approval is assured.The vote in the House was : Yeas, 92; nays, 4.The bill makes provision for an annual tax levy of one-tenth of a mill, which is expected to create a fund each year of not less than $700,-000 for the carrying out of the mothers1\u2019 pension plan.Destitute widows, women whose husbands are completely disabled, have deserted them, or are serving prison sentences, are to be cared for under the provisions of the measure.Juvenile courts are to he authorized to pay such women $15 a month for a child under fourteen years of age, and $7 a month for each additional child under that age.The bill makes drastic changes in the juvenile code.Under the latter- as amended hoys under fourteen are prohibited from selling newspapers or chewing gum on the streets.DUCHESS IS IMPROVING NO case she committs any misdemeanor she is liable to immediate arrest without a warrant and must then serve further full term of conviction.It is understood that the intention of the authorities' is to their everyday business without violating some of the thousand and one municipal laws and regulations, but this difficulty is likely to be imreased several fold by the batch of new police regulations As ft part of their administration of a growing city, the civic authorities of Sherbrooke should inaugurate an investigation into housing conditions in Sherbrooke and insist that every tenent family shall be provided with at least sanitary surroundings and that every householder shall provide for his own property at least these requisites.The park committee should employ a compel it landscape engineer, not only ay out present parks and squat but to present a comprehensive plan to be put into execution in connection with the city's growth.The hea'thfulness and attractiveness of the greater Sherbrooke of the future may he ensured by proper planning and execution now or may he seriously marred by present day neglect and lack of fbresight.Cause and Effect.Is the greater Sherbrooke movement prejudicial to the interests of the working man?This was the contention of \u201cJ.E.L.\u201d in his letter published in the Record on Wednesday.The writer of this column has always considered the opposite to he decidedly the case.\u201cJ.K.L.:\u2019 points out that rents 'x have advanced 20 p.c., that wood has advanced from $4 to 86 per cord, etc., and that $12.will not go farther than $10.would three or four years ago.This is true.It is, however, not a condition peculiar- to Sherbrooke hut applies to the whole continent.The Greater Sherbrooke Movement cannot he blamed so far as the condition is general.There is no doubt that the establishment of new industries, the growth of civic pride and confidence in the city\u2019s future, has had effect of advancing land values and increased values, in the case of tenements, naturally tend towards high er rentals.This is, fiowever, not the only cause and not the chief cause of advance in the price of rent.The cost of building operations has gone up 30 p.c.during the past few years.If the Greater Sherbrooke movement is to he charged with rais ing the rent, it must he credited with raising the price of all labor employed in connection with building operations.From the mason and the carpenter to the laborer there has been an advance close to 30 p.c.Labor is the principle single item of expense in building.It is unfortunate that building operations have not quite kept pace with the growth in population, the increased cost of construction being doubtless' the chief cause.Then take the advance in the price of wood which is cited by \u201cJ.E.L.\u201d The increased cost of labor employed in cutting and hauling this wood will, we believe, be found to be the principal cause of advance in price.If the Greater Sherbrooke movement is responsible for one, may it not, also, he credited with the other.But it may be asked, where does the man who is neither a wood cutter, nor a mason, nor a carpenter come in?Where does the machinist and the working man who pays rent and buys wood figure?This may perhaps he determined better by looking at the reverse side of the case and considering his situation if, in this city, instead of a spirit of civic pride and optimism, discontent and an air of pessimism; distinct improvement here and there in the salaries of the teachers, as a result of the increased Government grants, the general average has not increased as it should have done.The extra grants are not intended to relieve the boards from their responsibility.They are intended to be supplemented by increased local taxation, to the end that such salaries may be paid as will ensure a supply of qualified teachers.With a general increase in the cost and standard of living, and in view of the many opportunities now open for the educated young women of to-day (to say nothing of the attractive salaries offered to our qualified teachers by the western Canadian provinces), it is plain that no salary should now be less than $30 a month for the first year of teaching, with increases for each year of experience.To expect to otitain good teachers for less is to ignore the present economic conditions.Further, it is very probable that the grants for minimum salary will be soon made on the basis of the payment of at least 8125 a year to each teacher instead of $100; $150 instead of 8125, and -8175 instead of \u20228150, it is advisable that no board, wishing to participate in these at 5,000,000 catties Adding to this 1,500,000 catties representing the production in Shikoku and Kyushu, the total rises to 5,-000,000 catties.Thus Japan supplies 55 per cent, of the world\u2019s consump-sion which is given at 9,000,000 cat-ties.Though the Japanese camphor controls the market at present, if the Government fails to keep in view the situation of the market in framing its monopoly programme, the result will be the sure revival of the artificial camphor industry and the con-sequent severe damage to the industry in Japan as was experienced a few years ago.In the circumstances, it is reported, the Government will, in framing its camphor policy maintain the production of the coming fiscal year at about the same as the present year, while maintaining the current price, while maintain ng the current price, which is 150 shillings a hundred catties for B class coarse camphor and 147 shillings a hundred catties for new B class coarse camphor, the increase is made in case of necessity, being limited to 160 shillings for the above-mentioned article.The camphor industry in China is still in its infancy, the output at present failing of \u2019one million catties.There exist many camphor forests in a promising condition in the interior of Fukien province, and if these he properly developed it is not difficult to increase the production.But as China lacks means for forest preservation, the new resources, if utilized, would prove only a temporary benefit and soon dwindle away as the result of reckless disafforestation.Moreover as these forests are located in remote regions, with very inconvenient communication, and their development involves much expenditure and danger, they are, after all, no formidable rival to the Japanese industry.But what is feared to become a formidable rival to the Japanese camphor interests is the gradual development of the camphor industry in Borneo and Sumatra, where camphor afforestation is being done on an extensive scale by Europeans.But it will bo over twenty years before the camphor trees in these places will be ready for the establishment of the camphor manufacture.If the Government authorities take care to adopt their measures of camphor administration to the situation, there need be no fears as to the future of the camphor industry, because, besides the many magnificent camphor forests found in the undeveloped and remote interior of -Formosa, which offer very promising prospects for the domestic industry, along with the progress of the subjugation of the aboriginal districts, the decrease of
