of the House at 3.10 this morning, the row starting when a motion to report the bill was presented.As the Prime Minister rose to move that the committee report, Mr.Carroll, of Gape Breton, got up to present an amendment.At the time the chairman did not say whom be recognized.Mr.Carroll persisting, there were cries of \u201corder.\u201d Sir Wilfrid Laurier precipitated an argument as to whether the amendment of Mr.Carroll was in order.He contended that while the closure rule 'said the vote must lie taken at 2 a.m., there was nothing to prevent another amendment being moved af-tci words.The Prime Minister answered that the amendment might as well have linen moved in the afternoon.titer considerable discussion the Premier offered to withdraw his motion fr the committee to report, providing the amendment were voted on at once.\u201cWe ask for our rights, not for any courtesy,\u201d said Sir Wilfrid Laurier.\u201cChairman Blondin stated that he had seen Prime Minister first and that, he was entitled to floor.Mr.F.B.Carvell railed Chairman and said that he had accepted suggestion of private member as to who shall he given floor.The Chairman ordered him to withdraw this.\u201cI repeat,\u201d said Mr.Carvell, \u201cthat you accepted suggestion of private member in giving your ruling.\u201d After more harangue vote was called and Ministerialists rose and voted for motion to report bill.The Opposition with cries of \u201cshame\u201d and \u201cgag\u201d refused to vote.When Speaker Sproule took Chair to receive report his voice was drowned in Opposition jeers.\u201cI ask honorable members to remember,\u201d he said, when semblance of order had been restored, \u201cthat when the Speaker is on his feet it is the duty of honorable members k\u201c-p order.I ,.s!: them to join with me in preserving the dignity of the House.\u201d There was renewed tumult.\u201cThe chairman has made a false report,\u201d asserted Mr.Fugsley, amid ministerial jeers.Shouting and yelling kept up and the Premier moved adjournment of the House.\u201cI ask you to sustain rights of minority,\u201d said Mr.Fugsley.\"The way to do it is to maintain the rules of the House,\u201d replied the Speaker, who proceeded, amid rampant disorder, to put the motion, and declared the House adjourned.As he left the chair the Conservatives burst forth with rousing cheers, while the Liberals replied similarly.Then the Government supporters snug Rule Britannia, the Liberals \u201c0 Canada,\u201d and in the grey dawn the members filed out.DEBATE ON POINT OF ORDER.Ottawa, May 10.\u2014The leng-drawn debate on the Navy Bill has ended, but the House at 3 o\u2019clock this morning is plunged into a long debate on a point of order, amidst stormy scenes.It seems that the bill will pass out of committee in a short time, however, as Premier Borden has risen and asked leave to report progress, and the point of order will be disposed of.The main, participants in the fight on the point of order are Premier Borden, Laurier, Pugsley and Arthur Meigiien.¦-*- ORLEANS COUNTY VILLAGE SWEPT BY FIRE.Newport, Vt\u201e, May .10\u2014Fire destroyed more than half the village of South Albany, sweeping away is different buildings and causing a loss estinfated at from $26,000 to §30,000 on Tuesday.Probably $12,000 insurance was carried.The fire started about 2 o\u2019clock on the A.A.Webster barn, taking from a bush fire built nearby by Nelson Rash, and in two hours the entire village east of the river and north of where the fire started was in ruins except one house.There was a strong south wind and everything was very dry and burned like tinder.The fire literally leaped from one building to another and scarcely anything in the line of personal and household eilccts was saved.In some instances people escaped with only the clothes they wore.The loss is as follows: A.A.Webster, store and stock of goods, barn and automobile; E.J.Douglas, house, bain and blacksmith Office was completely destroyed by fire between 9 and 12 o\u2019clock last night.\\lex Mc-liougal, foreman of composing room, and Robert Birch, linotype operator, have not keen seen since the fire.There is little doubt that they were burned to death.Charles Hicklin and H.Promo, pressmen, and Arthur Cartier, linotype operator, had narrow escapes, but managed to get out of the building.The 10.\u2014(Special)\u2014 The regular monthly session of the Municipal Council of the Township of Dunham was held In the Town Hall in the Village of Dunham, at which session there were present, Mayor E.E.Hall and Councillors, George A.Doherty, George.M.Beach, Henry Jones, T.Noieeux and James E.Miller.A resolution was passed approving of the Secretary\u2019s report of the macadam work for 1912.This report is required by the Road Department at Quebec, and by this report the Government grant is based for macadam work.Mr.Kollmyer came before the Council and asked for tile, and for assistance in repairing the road near his place.The request was granted.The Council engaged Mr.J.Scott to do the necessary work on the abutments to the Fuller and Gibson bridges, under the supervision of Councillors Lee and Miller.The Secretary was instructed to purchase the.necessary large tile for culverts from Beauchàrr.in and Fils, Sorel.The Secretary was instructed to have the Rural Inspector look into the complaint of Mr.lulius asking to have the Archambault claim lowered.The Council ordered the necessary work to be done on Beranger water course, it not having been dug sufficiently deep to take the water from Mr.William Cook\u2019s land.Councillors Doherty was named a committee to look over the water course crossing the road leading to Mr.R.P.Small\u2019s farm with Dr.A.D.Stevens, and report at the next meeting of the Council.Several bills were accepted and ordered paid.The Council received the information from the Road Department at Quebec that the by-law 216 asking for a loan of $15,000 under the Good Roads Act of 1912, had been accepted and approved by the Lieutenant Governor in Council.The macadam work will he commenced in a few days und a great effort, will ho made to false pretences, was continued before Messrs.J.Bruce Payne and W.A.Mitchell, J.P.s, this forenoon.Mr.Dutras, attorney, was allowed permission to examine another witness in the person of Jos.Aubin.His evidence was along the same lines as that given by the previous witnesses in connection with the alleged false representations set up to ' the plaintiff in regard to the purchase of real estate in^ Montreal.At the conclusion of the evidence the attorney for the defence agreed to forego the right to have the evidence read over.The defendants were then committed to stand their trial at the next term of the Court of King\u2019s Bench.The application for bail was refused.It is understood that an application for bail will be made before Mr.Justice Lynch at Sv/eetsburg this afternoon.THE CHARGE OF CONSPIRACY.The case of Hector Pare, Hector Roy, Dubuque, Jos.Ohoquette and Jos.Roy, charged with conspiracy in connection with the charge.It was agreed between the parties that the evidence already taken in the false pretence charge be used in this case.Mr.Dutras, for the prosecution, asked that the four accused be committed to stand their trial.Mr.N, K.Lafiamme, for the de-\u2019ence, addressed FROM TURKISH WATERS.New York, May 10.\u2014A Washington special to the New York American lays: The armored cruisers Tennessee and Washington have been ordered home at once from Turkish waters.The Navy Department learns that Japan will receive from the English shipbuilders in the next few weeks the \u2019uige battle-cruiser Kongo.The Navy Department is apprehensive that in case of war both the Tennessee and Washington would be caught by superior force, and captured or destroyed.The Kongo Is a battleship cruiser of 27,500 tons.She has a battery of dght 13-inch guns.Her speed is twentv-seven and is survived by three sons.GERMAN BALLOON IS MISSING.Koenlgsburg, Germany, May 10.\u2014A German military spherical balloon, the Oassioperja, which ascended from this city on Wednesday, is missing with its passengers.It was last seen in the neighborhood of Pillau, about 25 miles from here, traversing the Frischen Ehruiig peninsula in a storm.It was under the command of Captain Von Woheser, of Found To-Day ONE WAS FOUND IN WAITING ROOM AT LIME STREET STATION, LIVERPOOL, AND OTHER AT READING.London, May 10.\u2014(Special)\u2014 Two more of the now familiar bambs with which the militant suffragettes are making an attempt to scare the British Parliament into giving parliamentary franchise to women, were discovered this mornjng.One of them was found in Hasting waiting room at the busy Lime St.Railroad Station in Liverpool, and the other in the sorting room of the post office at Reading.The fuse of the Liverpool bomb had been lighted by perpetrator of the outrage, but had died out before it reached gunpowder.The instrument of intended destruction consisted of a tin tobacco box filled with gunpowder and iron nuts and a long fuse was laid in the centre.The Reading machine was wrapped in a bulky parcel to which the attention of the post office employees was attracted by the sound of ticking.The police were called in and on examination found that it contained an electric 10.\u2014The Protestant Committee of the Council of Public Instruction hel its second quarterly meeting of tin year in the Private Bills Committ' in the Parliament Buildings yestei my morning, Principal Peterson p ;ding.Those present were Biri unn, Rev.Dr.Love, Hon.P.S.G.Mackenzie, Ur.Robins, Mr.John Whyte, Dr.Shurtleff, Prof.Dale, Mr.Howard Murray, Dr.Knee-land, Dr.Rowat, Hon.Mr.Walker, Hon.Mr.Bryson, Mr.H.J.Walker, Rev.Principal Parrock, Principal Mc-Burney and Miss Lawless, together with Dr.G.W.Parmelee, the secretary of the committee.A number of reports were received from various sub-committees, including one from that on text-hooks and course of studies.This report showed that active steps were being taken to secure a uniform set at satisfactory rates.The Committee voted a sum in the vicinity of $16,000 to he distributed among poor municipalities.The report of the special committee on the superior education fund, set forth the fact that certain fixed charges on the funds of the Committee could be assumed by the Government, thus leaving more money for the aid of superior schools.It was decided to hold educational meetings in many more centres this year than last, the idea being to have fewer speakers and more meetings.The Committee also decided to have a summer school at Lachute for the training of teachers not now qualified.The Committee further decided to employ a physical culture teacher for purposes of special teaching.The question of the remuneration of assistant examiners was discussed and it was decided that hereafter they would be paid $5 per STANDSTILL.Canton, Mass., May 10.\u2014(Special) \u2014Physicians here are at a loss to explain an epidemic of tonsilitis which has caused the death of nine persons within the last two weeks.Four hundred of three thousand inhabitants are ill.All stores and public buildings have been closed and business is practically at a standstill.Members of the State Board of Health who have made an investiga tion, discredit reports that milk from farm near Canton contained germs, and was responsible for the disease.-f- EMPIRE DAY IS MAY 24 MOVE TO HAVE HOLIDAY CHANGED TO MONDAY NOT RECOGNIZED.Ottawa, May 10.\u2014Though Victoria (Empire Day) May 24, falls on Saturday this year and the sentiment has been expressed in some cities that the holiday should be changed to Monday owing to the fact that Saturday afternoon is usually observed as a holiday and the change would afford a longer week end.No such action will be taken officially.May 26 (Monday) is the birthday of Queen Mary, but it is not officially recognized as a holiday in Canada.In official, state, backing and legal circles, therefore, Saturday is the day which will be observed as the holiday.WILL SHOOT what his salary was before.« BOUGHT ANOTHER STOCK OF GOODS.Sutton, May 10.\u2014(Special)\u2014 Mr.R.G.Crowell, who recently bought out the C.O.Smith store with its entire stock of goods, has new bought out the entire stock of groceries in the H.W.Call store and has rented the store as well, also engaging Mr.William Johnson to take charge of the Call store.It is Mr.Crowell\u2019s intention to remove most of the grocery line from the Smith to the Call store, keeping his stock of clothing and heavy goods at the old Smith or Solomon Sweet stand.Mr.Crowell opens his second store on repairs.SAVINGS BANKS IN QUEBEC DEVELOPMENT OF POWER ON ST FRANCIS RIVER.Richmond, May 10.\u2014Considerable development work is contemplated on the St.Francis River below Richmond.John R.Hall has sold his power on the St.Francis River to the Can-;i(Ja Paper Co., and Messrs.Tobin, McCrea and Begin have also closed a deal with the same company for their immense power known as the Kingsey Falls site on the St.Francis River.These two sites are estimated to furnish over 1,400 horse power, night and day.The power will be generated into electricity and transmitted to Windsor Mills to he used by the Canadian Paper Company in their paper mills there and the plant of the Canadian Explosives Ltd.The building of the dam on the Hall site will raise the river as far up as the Mackenzie Bridge the centre of the Town of Richmond, and the immediate result to Richmond will give splendid boating on the St.Francis during the lowest water in summer.The expenditure in com-pition with this will amount
