Hon.J.D.Reid, Railways; Sir George F-oster, Minister of Trade and Commerce; Hon.R.W.Wigmore, Minister of Cuetoms and Excise; Hon- J.A.Calder, Minister of Immigration, and Hon.P.E.Blondin, Postmaster-General, have retired.There are nine new ministers with portfolio and two without portfolio.The new men are: J.A.Stewart, Lanark, Minister of Railways and Canals.H.H.Stevens, Vancouver.Minister of Trade and Commerce.R.B.Bennett, K.C., Calgary, Minister of Justice.R.J.Manion, Fort William, Minister of Soldiers\u2019 Civil Re-establishment.Dr.L.P.Normand, Three Rivers, President of the Privy Council.J.B.M.Baxter, St.John, N.B., Minister of Customs and Excise.L.G.Belley, K.C., Quebec, Postmaster-General.Dr.W.Edwards, Frontenac, Minister of Health, Immigration and Colonization.Rodolphe Monty, Montreal, Secretary of State.Edmund Bristol, K.C., Toronto, and James Wilson, Saskatoon, without portfolio.PORTFOLIOS IN WHICH THERE IS NO CHANGE The portfolios in which there is no change are: Prime Minister and Minister of External Affairs\u2014Right Hon.Arthur Meighen.Finance\u2014Sir Henry Drayton.Militia\u2014Hon.Hugh Guthrie.Marine and Naval\u2014Hon.C.C.Ballantyne.Public Work»\u2014Hon.F.B.McCurdy.Interior\u2014'Sir James Lougheed.Agriculture\u2014Hon.S.F.Tolmie.Labor\u2014Hon.G.D.Robertson.SKr Edward Kemp and Hon.E.K.Spinney (Yarmouth and Clare), remain as ministers without portfolio.The post of Solicitor-General remains to be filled and an announcement as to this portfolio is expected in a day or so.Right Hon.C.J.Doherty is to be appointed to another office, hut as yet the Premier has not indicated what that office will be.Of the old ministers who are.retired, Hon.J.A.Calder, Hon.J.D.Reid and Sir George Foster are understood to be slated for the Senate, and Hon.R.W.Wigmore for another appointment outside.Hon.P.E.Blondin, Postmaster-General, is already a member of the Senate.Prices Down and People Buying \u2014Merchants Whose Advertisements Appear in Today\u2019s Record Tell of Conditions.Lower prices and readjustment of trade form the basis of \u201cthe talk of the hour\u201d in business sections of this, as well as other cities.With prices down business is active and the outlook for fall trade is good.In conversation, yesterday, with some of Sherbrooke\u2019s leading mer.chants, a representative of the Record found that they, regardless of whatever line of goods handled, and with few exceptions, had taken for their maxim, \u201cWe will keep our lamps trimmed and burning.\u201d A careful survey of their stock-in-trade gave proof of their statements that they were ready for a good fall and winter trade, which they fully expected, and which has already begun.Replies to the question, \u201cWhat is your opinion regarding the present trade condition and the prospects for the coming winter?\u201d won from the merchants such statements as \u201cWe are already beginning to see an increase.\u201d \u201cWe are not worrying.\u201d \u201cPeople are beginning to buy more freely.\u201d \u201cWe are keeping our stocks full in all lines.\u201d All statements contaied then assuraee that prices are now down to rock bottom, and that it is folly for people to hold back from buying In the hopes of still lower prices maintaining.This very act, the merchants state, is clogging the wheels of readjustment.Conditions have become such that each must do his part to loosen up trade, and set the machinery of manufacturing plants a-going.The statements of the merchants, whose advertisements appear in today\u2019s issue of the Record contain much of interest to the public at large.THE CLOTHING TRADE Mr.Jos.Rosenbloom, of the Star Clothing emporium says, \u201cIn my opinion readjustment will be slow;
