WASHINGTON, Jan.27.—Strong opposition to the four power pact in the United States Senate is giving administration leaders in that body much concern.Failure to reach a solution of the Siberian and Far Eastern questions in the Conference on Armaments is tending to strengthen opposition.A prominent administration leader in the Senate said yesterday the situation was such that while the naval agreement would be ratified, he doubted whether it would be possible to force the four power treaty through.WOÜLDABÔLBH ALL LOTTERIES FOR CHARITY lean Tucker Was Re-elecied President of Social Service Council of Canada.(Associated Press Despatch) WINNIPEG, Jan.27.—The three 'ay annual meeting of the Social rvice Council of Canada was .'light to a close yesterday after-n, Dean L.Norman Tucker and , .J.G.Shearer being re-elected esident and general secretary, re-pectively.The Council deprecated the grow-ng tendency to increase grounds for divorce in Canada, but felt unable to adopt the stand that divorced persons should not re-marry.Resolutions respecting the moth ers’ allowance, prohibition and gam bling were passed. All Provincial governments should collaborate on * # * SUBSTITUTE MOTOR TRAC- # * TORS FOR HORSES IN « * ROYAL ARTILLERY.# * -; .s.& (Associated Press Despatch.) # * TORONTO, Jaij.27.—A * & special cable to the Mail and # * Empire from London says: ki-& The London Djiily News # Yi understands that thfe War Of- # Afe fice is substituting motor # & tractors for horsesj in every YY » branch of the Royal! VIENNA Jan.27.,—Efforts were going forward today to form a ministry to succeed that of Johann Schober, which resigned yesterday. The resignation followed breaking by the pan-Germans of the working agreement by which Chancellor Schober had maintained a majority in parliament. The split came on the treaties with Czecho-Slovakia, which were passed last night in modified form, the provisions in regard to pre-war debts and other financial obligations being changed.US.AMBASSADOR MUCH DEPENDS ON ATTITUDE OF PLANS MEEITNC FOREIGN CARDINALS IN REGARD WITH POINCARE TO SRECHON OF NEW PONTIFF Conference at Genoa.iiuen^o to iüa.e Gear American ^ Canvas* of Opinion in the Vatican Shows that the Peace Viewpoint Regarding Proposed Party, or Those Advocating Closer Relations with the Italian Government, Are Virtually Deadlocked with the Irreconciiabies, or Those Opposing a Rapprochement, in the Number of Votes Each Faction Can Muster—General Opinion Is that Unless a Compromise is Reached, Never Has There Been Such an Opportunity for a Foreign Cardinal to Be Elected Pope.Important Moves Under Way Behind Scenes In Peking, Tokio And Washington To Bring About An Agreement On Shantung Question (Associated Press Despatch.)
