then adjourned to; Monday, March 29th inst., at two i o’clock p.m., when municipal tax.summer and winter road taxes will I be levied. i Mr.C.W.Date, K.C., presided at the public meeting held in Wesley Hall last night ii£ connection with the twenty-seventh session of the Grand Council of Quebec Royal Templars of Temperance. The chairman, in his opening remarks, said the Methodists of Sherbrooke felt it an honor to have the meetings take place in their buildings and he alluded to the rapid strides the temperance cause has made during the last few years, and more especially since the outbreak of the w’ar.Rev.Mr.Kettlewell, of Toronto, representative of the Dominion Council and first councillor of the local order, was the principal speaker. After expressing his pleasure at being present, he recalled the fact that it was during his incumbency of the office of Dominion Councillor that the Grand Council of Quebec was organized in Sherbrooke. He described Sherbrooke as the Mecca of the R.T.of T.in Quebec Province, and he congratulated the local council upon its prolonged existence and prosperity, and upon being one of the best in the Province.Since I'-SS, when the Grand Council was organized, great changes had been made in the Order, and a wonderful advance had taken place in temperance sentiment. The order had originated about eight years previously in Buffalo, N.Y.through a number of men and women who had.belonged to the Good Templars feeling there was a missing link. The matter of temperance and lodge organization was a matter of affihation. The first society to adopt the lodge system was the Sons of Temperance, but as they would not admit the sisters into the division rooms, a few of the younger men became indignant and withdrew from the Sons and started the Good Templars, and that was really the origin of the Order of Good Templars that spread all over the world.Since then some of the old members had repented and were admitted, but the lodges found that members drifted out as fast as new members drifted in, and so they decided to provide sick and insurance benefits to give an element of permanency and an interest on the part of the members to retain their membership. After recounting some of the early difficnlties in respect to gradation, the speaker said that since an actuarial basis was reached about ten years ago, things had run very smoothly, and they felt confident that they could give the friends of temperance a cheaper insurance than anyone else in the Dominion—because they were total abstainers, Mr.Kettlewell claimed that the H.T.of T.was a very aggressive temperance organization and wjis very independent in the matter of political affiliations and had in fact had a large influence in forming public opinion. He proceeded by charts and statistics to show that the death rate among total abstainers was much lower in middle life and much higher between 80 and 90 years of age, as compared with moderate or heavy drinkers.Asked “Why should temperance men associate themselves In life insurance with men who drank, and add to the cost by refusing to go in their own class ?” They had better risks than the others end should take advantage of them.In conclusion Mr.Kettlewell made Sweetsburg, March 10—(Special)— Mr.0*Brown, oTthe “s^d Department ThG chal'ge aBainst George Ha6tinSs Trade
