press is taking sides in the controversy over the capture of Pettigoe from the Sinn Feiners by British troops.Some think it Will be a valuable lesson to the Republican extremists, while others condemn it sharply as an invasion of Free State territory.The Westminster Gazette, referring to the claim advanced by the general headquarters of the Irish Republican Army that \u201conly part of one street in Pettigoe\u201d is in Ulster and the remainder in County Donegal, says that if the British troops have invaded the Free State, Griffith and Collins will be able to claim that the British, and not aviation experimenters for decades, has been devised by Louis Brennan, noted inventor, with the aid of the British Government, according to the Pall Mall Gazette, which declares a new era in aviation has begun.Mr.Brennan is the inventor of the Brennan torpedo and the gyroscopic monorail.It is claimed that the new helicopter can rise from and land on a small roof, hover stationary in the air, rise to a height of 2,000 feet and fly fifty miles an hour.All these requirements were said to have been fixed by the British Air Ministry, which was preparing to offer for their fulfilment a prize of £50,000.The newspaper states that they have all been met by Brennan\u2019s machine, which, with the greatest possible safeguards for secrecy, was built in a huge airship shed at the Royal Aircraft establishment in South Farnborough.\u201cIt is the most important and far-reaching accomplishment yet attained in the history of flying,\u201d declared the Gazette.\u201cIt is revolutionary and destined to change, not only the whole aspect of warfare, but also that of transport in general and commercial aeronautics in particular.\u201d Construction of the machine was begun more than a year ago behind heavily barred doors, and each of the limited number of assistants was sworn to utmost secrecy.The newspaper predicts that the helicopter will bring flying into everyday business and social stage appearance was in the chorus of Rice\u2019s \u201cH.M.S.Pinaforb\u201d in 1879.She later took the name of Lillian Russell, her grace and charm soon winning for her the sobriquet of \u201cairy, fairy Lillian.\u201d She became a Casino Theatre star and remained at that New York playhouse until 1899, when she became a member of Weber and Field\u2019s stock company, singing with the famous comedians for several years.Later she was engaged as a prima donna by the McCaull Opera Company, continuing therein until her own company was organized.She then toured the United States and England, and at the end of several successful seasons entered vaudeville.She was married to Mr.Moore in 1912.In addition to her husband, there were present, at her bedside during her last moments, her Wage Cut For Railway Mechanics And Freight Carmen Ordered By Board Today Latest Wage Reduction Announced by U.S.Railway Board Will Bring an Estimated Saving of $59,669,347 Annually to the Railroads\u2014Labor Members Lodge a Strong Protest Over Decision.(Associated Press Despatch) CHICAGO, June 6.\u2014Over the.strong protest of the three labor representatives on the United States Railroad Labor Board, a new wage cut of seven cents an hour for railway shop mechanics and nine cents for freight carmen, cutting four hundred thousand shopmen approximately sixty million dollars a year, was ordered by the Board today.The new wage reduction brought on estimated added saving of $59,-669,347 annually to the railroads, following on the heels of a $50,000,-000 cut in the wages of maintenance no consideration of human needs,\u201d and charges that it failis to carry out.the function of the Board to set a \u201cjust and reasonable wage.\u201d The Board's latest decision, which is to he followed shortly by reductions for railway clerks, telegraphers and all other classes of railway employees except, the train service men, was brief and offered no explanation of how the new rates were arrived at This omission brought more fire from the dissenters, who declared the majority decision did not clear \u201call questions.\u201d \u201cThe savings to the railroads far exceed bearing interest at 5 pc.was received quite favorably although a somewhat better price was anticipated in view of the figure paid for the city\u2019s previous issue of short term bonds.The joint tender of Messrs.Wood Gundy & Company and Rene T.Leclerc was accepted at 92.38 for the entire issue, while the second highest bidder was only a minute fraction behind with an offer of $92.36.These bonds cover an issue of thirty and forty years.As anticipated, the gravel situation again came up for discussion and Aid.Fortier advised the road department that superior gravel could be obtained cheaper on the Lennoxville road, and a comparison of figures showed that the city could save $17 a day instead of purchasing the material from the Breault property.The contracts for paving provided considerable discussion and Aider-man Fortier referred to same as the biggest bluff ever pulled off in the city of Sherbrooke.\u201d It was finally decided that Engineer Tremblay should be called upon to give a report as to why specifications had not been sent to certain Montreal contractors when asked for.#-# I Creditors to Operate Goupil\u2019s Limited.*-* Mr.C.C.Cabana, representing the creditors of the Goupil Limited, made application to -he Council to have water turned on at the plant.He observed that the creditors had decided to operate the plant for the profit and benefit of the creditors and he added that the application for water had been turned down by the Finance committee.He drew attention, however, to the fact that the application was not made by the Goupil Limited, but by the trustee representing the creditors who were going to operate the plant themselves.It wras also remarked that the city itself is a privileged creditor.Mr.Cabana stated that In view of the hesitation on the part of the city, the creditors were disposed to deposit a sum of about $200 to cover the use of water and as soon as this amount was exhausted an additional deposit would be forthcoming.Aid.Edwards:\u2014\u201cWhat about the light and power?\u201d Mr.Cabana: \u2014 \"We will do the same.\u201d Aid.Tetreault:\u2014\u201cHow long will they operate?\u201d Mr.Cabana:\u2014\u201cThey may operate forever.They have to pay the creditors if they wish to operate and it is intended to give it a trial for three months.If any dividends can be shown at the end of that period they will naturally apply on the creditors\u2019 account.\u201d Aid.Tetreault!\u2014\u201cI would suggest that this aplication be made in writing and the respective committees Will take it up with power to act.\u201d It was finally decided to give the matter immediate attention upon receipt of a written guarantee along the lines indicated in Mr.Cabana\u2019s remarks.#\u2014\u2014-# their resolutions reached him before he left for the West on June 7th, he would give immediate orders for the government engineers to get to work and there would be no delay.It is understood that under the plan adopted the road will be built by the municipalities under government supervision and that when built the whole road from Norton to Lennoxville will be declared a provincial road, the government paying one-half the cost of maintenance.There w'as some difference of opinion in both the Barford and Dixville Councils wdth regard to the best plan to adopt.Some favored the scheme by which the municipality ford on division, the Mayor, Mr.J.B.Parker, giving the casting vote.All councillors, however, were in accord with regard to the building of tha road and there is no doubt that tha action taken will meet with general approval.This is brought to a decision s question that has been long pending and probably by the end of the year another important highway will ba completed and OTTAWA.June 6.\u2014 The final week of budget debate opened with a tangle in procedure yesterday, cutting sharply across a parliamentary practice established for years.Hon.T.A.Crerar, leader of the National Progressives, moved an amendment to the Drayton budget amendment.It was on expre.ssion of the third party\u2019s point of viewy In its recital of Liberal pledges of 1919 on the tariff, it follows the Erayton amendment textuailv, then it declares that the budget proposals, \u201cBased as they are mainly on the principle of protection in respect to the tariff\u201d are wholly inadequate to implement Liberal pledges by legislation.And it concludes that:\t\u201cWhile recognizing that changes in the fiscal policy should be made in such a way as to give industries affected a reasonable opportunity for readjustment, this House is of the opinion that the principle of protection as a basis for fiscal policy is unsound and not in the best interests of the Dominion.\u201d SUB-AMENDMENT BROUGHT PROTESTS.Submission of the sub-amendment\u2014as was to be expected\u2014 brought immediate protests that it was not in order.Speaker Lemieux, not desirous of giving an off-hand opinion, invited the opinon of experienced members of the House.Hon.W.S.Fielding, Minister of Finance, argued that it was a well-understood principle that there could not be two amendments on such a motion as the one before the House.Hon.Chas.Marcil, a former speaker, upheld Mr.Fielding\u2019s view\u2019.Hon.Sir.Crerar admitted that such W\u2019as the Canadian practice of recent years, but claimed that it was based on a misunderstanding of British practice.In 1858, in the parliament of United Canada, Speaker Smith had declined to accept a second amendment;
