Entente Allies have re-established their restrictions on Greek commerce.; OTHER FRONTS QUIET.There have been no important developments on the Russian, Italian, or French fronts, although the Italians claim some minor successes in their campaign against the Austrians.MUCH PEACE TALK.Naturally, much interest is display-j ed in the peace talk emanating from! neutral countries and the proposed debate in the Reichstag next week, when the Imperial Chancellor is to be asked whether he Is prepared to state the terms on which Germany would suggest placing the question of the future of Europe in the hands of diplomats.From neither the press nor the public does the talk of ending the war find any encouragement.The daily newspapers and the weekly reviews, in discussing the matter, reiterate that the war must continue until Germany is defeated.ECONOMIC MEASURES WHICH WERE USED WTITH EFFECT TWO WEEKS AGO AGAIN APPLIED.Paris, Dec.4.\u2014 (Special) \u2014The Entente Powers consider that Greece is taking too long to reflect upon the answer to their demands, and have decided to apply again the economic measures which were used with such effect a fortnight ago, says the Figaro.The newspaper declares that orders have been given prohibiting the departure from Allied ports of all ships with cargoes consigned to Greece, and stopping immediately the loading of Greek vessels.PUBLIC OPINION VEERING TOWARDS ALLIES.Athens, Dec.4.\u2014 (Special) \u2014Public opinion is veering towards the fullest acceptance of the demands of the Entente Powers.While the Government is hesitating in framing its reply, thousands of refugees are arriving at Fiorina after tramping through deep snow from Monastir.All buildings are crowded and hundreds are without shelter.Children are dying from hunger and exposure.The municipal treasury has been emptied and appeals for aid have been made to Athens.Princess Demidoff is expected to head the relief work at Saloniki.BERLëN SAYS ALLIES GET GRECIAN MACEDONIA FOR WAR BASE.London, Dec.4.\u2014 (Special) \u2014\u201cVirtually the whole of Grecian Macedonia has been handed over to the Allies as a war base,\u201d says the Berlin Tageblatt, as quoted in a Copenhagen despatch to the Exchange Telegraph Company.\u201cGreece has agreed to give the Allies free use of the railway in this territory, as well as of the Aegean harbors, including Kavala.Greece declines, however, to disarm troops of the Central Powers is they pursue Allied troops on Grecian territory.\u201d The Tageblatt also is credited with the statement that the Central Powers have offered Greece southern Albania and islands in the Aegean on condition that she decline to grant certain demands of the Allies and remain neutral.For Civic Improvement Platform ARREST MADE CARE FOUND AT\t\u201cNOT GUILTY (ARTICLE I.)\tI On October 29th the Civic Improvement Committee of the Sherbrooke Board of Trade announced their platform.The chairman and members of the committee were con-1 gratulated when the report was presented\u2014it is safe to assume that not.; one single citizen with the right use ! of his senses denied the necessity ofl the few essential improvements demanded.Perhaps the greater major-; Ity felt that there were not half en ; ough improvements asked for, per- ! haps a few thought that instead of limiting the request for paving to Wellington street from the Court House to King street, they should | have asked for it right to the G.T.R.station.Perhaps those interested in the industrial district felt that the most disgraceful condition of Drummond street should have received attention, perhaps parties whose cellars have been flooded would have liked strong demands regarding the, sewage system.All these additional improvements DO need attention, but the object of the committee was to ! ask for so little that it could not i possibly be refused,\u2014to ask for im-j provements whose realization was' imperative,\u2014to make their demands so reasonable that to overlook them i would be to raise the indignation of every clear thinking citizen.So much for the platform as it was adopted and heartily endorsed.What we shall now discuss, and what is far more important, is ITS REALIZATION.It is now about a month since the platform was announced.How many citizens who read it, 'and who perhaps said it was a good idea, remember what was asked for ?What has been done since on the part of the citizens individually to help in its realization ?When you say repeatedly as you pass through Wellington street, \u201cisn\u2019t this shameful ?\u201d Will that help ?When you cross the street and sink your shoes in mud, will those thoughts (?) that you THINK, will they change the situation ?No, neither words nor thoughts will avail anything.Nothing but ACTION will realize the civic improvement platform.How can you act ?You can convince yourself and your friends that the only way to get these improvements is to force your representatives.You can turn out to the meetings where these improvements are discussed, and support the movement by your presence.Finally, you can VOTE.In January, four new aldermen will he elected.Be sure they are men who will ACT in the desired direction.Let us get a start along right lines and we will soon make big strides.The platform makes a start in practically all branches of civic improvement.A few feet of paving on Wellington street will make it easy to get more elsewhere.Doing away with those unwholesome sewers near the East Sherbrooke and Wolfe street bridges will be a start in looking after public health.The slides for winter will be a start in the playground movement, and so on.Let\u2019s get started\u2014it\u2019s up to you to start\u2014to act\u2014you are just as responsible as your early this morning by Detectives Laurin and Aiken of the Provincial Detective Bu reau, on the charge of having murdered Mrs.Frank Dipper In her house sometime between Wednesday night and Thursday morning.Shortly after his arrest Whitehead made a confession to the detectives and to Mr.F.Fyles, Collector of Customs.He was later taken to Sweetsburg jail, and will be remanded for preliminary hearing within the next few days.HAS A BAD RECORD.Whitehead, the accused man, has a bad record.He came from South Stukely about two years ago, and previous to that had served a term of jail for an assault committed on a W\u2019aterloo woman, and only last October he was up before the Court on a similar offence.The accused also confessed to Chief of Police Guertin that he was the person who had entered the home of Mrs.Dipper about six weeks ago.He is a man about 33 years of age and has a wife and two children.When searched Whitehead had about $17 on his person, and $2 or $3 were found in the house.The accused was addicted to liquor, and at the time of the murder had been drinking somewhat heavy.REMANDED FOR PRELIMINARY HEARING.Sweetsburg, Dec.4.\u2014 (Special) \u2014 Warren Whitehead, charged with the murder of Mrs.Dipper at Abercorn, on Wednesday, arrived here in custody of two detectives this morning.He was taken before Mr.Wells, Justice of the Peace, and was remanded for preliminary hearing before Judge Mulvena.Mr.G.H.Boivin, M.P., will conduct the case for the Crown.The complaint was sworn to by Mr.Fyles of Abercorn.High Constable Boisvert went to the scene as soon as informed of the murder, but owing to an attack of illness he was compelled to give up the work on Thursday, and the Provincial detectives took it up and succeeded in canturing the guilty party.THE CONFESSION.Later in the day Whitehead made the following confession in the presence of High Constable Boisvert, Mr.F.Fyles, Collector ot Customs, and the keeper of the jail ; \u201cAbout six weeks ago I went into the house occupied by Mrs.Dipper.I went in by the back window.I toppled the table over, and the dishes made such a noise that I came out.On Tuesday night I went in again.It was then about nine o\u2019clock.There was a lamp on the bureau and the victim was in bed.When she saw me she said : \"Oh, my God.\u201d I then attacked her .and choked her until she became unconscious.She was breathing heavily when _ I left.I came out through the door which I unlocked.I did not take any money because I did not see any.\u201d Accused further stated that he could not remember all that took
