will this new generation be fit for war should war befall ?Amidst all the triumphs of Peace, and the desire for its continuance\u2014during the construction of Crystal Palaces; the fraternization of foreign with British troops ; the vast increase in luxury ; and the apparently utter resignation of the national mind to those courses by which luxury could be maintained, there would occasionally arise the bitter reflection that perhaps all this wealth and beauty of life, was but stored up by a nation degenerated from its warlike character, to become the spoil of some less ingenious and less refined, but more hardy people.If strong faith in the abiding pluck of English, Irish and Scotch blood, was not always successful in quieting these forebodings, Alma, Balaklava, and Inkermann have ended them forever.We have seen the most delicately nurtured of our countrymen, enter the most frightful encounters with a spirit and a hardihood superioi even to that brutal ferocity which was opposed to them by their cruel enemy.And while it has been shown that on the part of the officers, the pursuits of peace have not diminished their capacity for war, it has been manifested on tbi1 part of the soldier that he is as ready to sacrifice his life, now that it is esteemed valuable, and that he is treated like a man, as he was, when subjected to a brutalizing discipline and held to be of no further worth than as his life or death advanced the fortunes of a campaign.\u2014 The battles before Sebastopol have vindicated humanity ; and have for ever condemned the idea, once so prevalent, that without the use of the lash there could be no good soldiers.Certainly there was no time, during the period that the bam.ok-square was constantly degraded by scenes worthy of the shambles, when British troops advanced with less hesitation against the hail of shot, or showed more aciivity in the destruction of the enemies of their country.We read with a sentiment akin to his own, of the poor wounded soldier at Scutari, who burst into tears of joy at the sight of the nurses who bad volunteered their gentle services to assuage his sufferings ; and when we feel how weli he and his brave comrades deserve ail the tender attention which the zeal, and love, and money of their countrymen and countrywomen can afford them, the conviction grows\u2014and as it grows the heart beats more strongly\u2014that troops who are respected as well as applauded are more invincible than ever.From the lowest ranks of that gallant army, we have letters, some of which for style, will compare with our best writers, while their spirit is that of combined chivalrous adventure and patriotic devotion.They are the productions of men, who know the greatness of the sacrifices they make and willingly make them\u2014of men as different as light from darkness from that mere reckless set of blackguards, which was once the popular idea of a brave army, as the notion was embodied in the famous saying of Dnndas, that the worst men make the best soldiers.And being thus different, they prove that all the change has been a gain to the public service,\u2014that while the traditional personal bravery of the army has lost nothing, its moral sentiment has gained much, and its command upon the affections of the nation still more.That fervent spirit, which confiding in the justice of its cause, could dare to ask the blessing of the God of battles on the battle field, and thus add the last touch of sublime enthusiasm to ihe courage of the soldiers of Gustavus Adolphus and Oliver Cromwell\u2014that same spirit has shone out again in the Crimea.We cannot estimate the amount or the enlightenment of the piety of each man who formed in square round the regimental chaplains, assisted at the prayers pnt up in the solemn moment before the roar of the contest of Balaclava ; but who shall doubt its sincerity ?\u2014who fail to appreciate the intensity of that supreme act of worship and supplication?We may be justly proud then of our army.It is in the best and highest sense an army of volunteers; and, moved by the freest and most manly spirit, instead of by the physical coercion of past generations, it is foitified no less by rational discipline than by a profound and intelligent sense of moral duty.The United States and the War.\u2014We observe, by our late U.S.exchanges, that memorials to Congress are being numerously signed throughout the Union in favor of the Federal Government offering its mediation, as a peacemaker, between Russia and the Allies.The New York Express, with several of its contemporaries, warmly supports the \u201c movement\u201d and urges in its favor the offer of the late Emperor Alexander of Russia to mediate between England and America, during the last war : which offer, with its acceptance by the United States, it republishes\u2014adding that, although the offer was declined by England, it had no slight weight in leading to the Treaty of Ghent, by which peace was restored.That under existing circumstances and with such men as now hold the reins of government at Washington\u2014the justifiera of the Greytown outrage and political associates of the Soûlés, Borlands, Belmonts and Sickles\u2014any such offer would be accepted by England or France, we confess, appears to us more than doubtful; but why our ministerial organs, the Toronto Leader and Hamilton Spectator, should Sneer at the sentiment by which it is dictated and insult our neighbours by doubting their sincerity and misrepresenting their leanings towards the belligerents, we are at a loss to conjecture.The former journal thus, on Saturday last, comments upon the offer :\u2014 England is aware that the United States have openly taken the side of the Czar.We therefore conclude, that she would never degrade herself to accept their pacific interference in the present state of the conflict.There is at this moment, but one journal [Genl.Webb\u2019s] of any influence in the Union, which avows a favorable disposition to the Western Powers\u2014a fact ofitself indicative, that almost the entire public opinion of the American people are with the Russian despot.For the Government of snch a nation to attempt to step into the breach would be nothing short of an insult to G eat Britain and France.-r We may depend on it, the Western Powers will spit upon any such mediation.And right that they should.We shall not oritioise the gross and insulting language, which the organic Leader thinks proper to indulge in\u2014we only trust our neighbours will not, following his example with reference to the anti-British New York press, judge of the people of Canada by our contemporary\u2019s rhetorical explosions,\u2014but we must be permitted to correct his facts.Our opportunities of judging of the state of public opinion in the United States, and of the character of their press are, at least, as good as those of the Toronto Leader; and, while ready to admit that such papers as the New York Herald and Times, and, to a certain extent, the Tribune, have shown a strong leaning towards Russia, it is worse than ridiculous to adduce their editorials as evidence that - the Czar.\u2019\u2019 These papers, however\u2014partly in consequence of their cheapness\u2014extensive their circulation, it is notorious do not speak the sentiments of the enlightened and educated among our neighbours, nor even of the most pclitically influential; and it is a gross misrepresentation in the Leader to say that the Courier and Enquirer is the only journal of any influence in the Union, which avows a favorable disposition to the Western Powers.On the contrary, the New York Journal of Commerce, the Commercial Advertiser, the Boston Allas and, in fact, almost every respectable organ of the educated classes, equally with the Courier ami-Enquirer, manifest the most decided friendship ior England and France in the present struggle, and the most absolute approval of their cause.We have frequently furnished our readers with conclusive evidence of this, from their columns; and, as it happens, by the same post which brought us the number of the Leader, in which the above offensive paragraphs appear, we received the Boston Atlas of Monday last, from a \u201c Christmas article\u201d in which we make the following extract :\u2014 The war which is now shaking the earth, is a contest between the right and wrong, between civilization and barbarism, between moral power and animal force.It is a war waged for freedom, for personal liberty, for the right to think, for the home, the church, and the college, against slavery, superstition, ignorance and the knout.That which our fathers anticipated, has come in our day, and our eyes witness the long expected struggle.Let us be thankful that the cause of man has found worthy champions\u2014statesmen who did not flinch when all the money-brokers in Europe cried for peace ; soldiers who have not basely thrown away their shields, and who have lost fields only to win them again.Better by far that men perish by millions; better that the old empire of Great Britain tumble into ruin; better siege, and battle, and sack, and storm,than that the Northern Autocrat should have one single inch of ground which is not his by light, without a protest.And do not these brave troops doing their work so well, teach us a lesson even now\u2014a lesson of fidelity, of cheerful courage, aud of devotion to duty.The table phiiauthropists may sneer at the soldier, but he has his rough, unconscious virtues, and a rude veracity, if only in his swordplay.He does not shriuk, as we do, from unpleasant, painful, disagreeable things.The Ninety-third Highlanders have volunteered to lead the forlorn hope at the storming of Sebastopol.\u2014 Which one of us in these piping times, will do as much for the sake of any cause?Which one of us will surrender one email appetite, one little moment of ease, one selfish gratification, for the cause of right or love of our country?Yet, if, happily, any reader of these lines is ready for the trial\u2014if any man upon this blessed morning, sacred through all the ages to sublime self-immolation, is eager to enter upon a struggle with wrong, to seek it in the squalid places of this world amidst misery, and pestilence, and famine, and in the face of death\u2014if the day, with all its beautiful associations, awakens any slumbering soul to a valorous struggle with the problem of its destiny\u2014there are teachings in the bloody drama now enacting, worthy of patient thought and of conscientious study.If the Editor of the Toronto Leader knows anything of the relative standing and influence of the journals of the Union, he must know that few among them can take precedence of the Boston Atlas; and, we trust at least, he will blush at the contrast, which its high-minded and eloquent eulogium upon British honor and British valour affords to the narrow-minded prejudice and ignorance displayed by himself.Promotion in the Army by merit.\u2014General Markham has, doubtless, still many friends in Canada, whose gratification in perusing the following article, from the London Globe, will be increased from the just tribute it contains to the merits of an old friend :\u2014 The new rules which have just come into operation, declaring that promotion in the higher ranks of the army shall no longer depend upon seniority alone, will, we are sure, bring about results, the advantage of which will be immediately and sensibly felt When so much attention is directed to the quality and efficiency of our engines of warfare of every description, it will be seen with satisfaction that the Government has paid not less attention to the improvement of, perhaps, the mostimpuriant of the pieces composing the great machine of an army\u2014the general officer.A man is not in future to be placed at the head of an armed force whose operations his age renders him mentally incapable of directing, and with whose hardships and privations be is physically unable to struggle.Tbe present war, to be sure, furnishes us with some rare and nappy instances to the contrary.The cool and daring decision of a Raglan, the fiery gallantly of a Brown, the Roman valour and devotion which brought De Lacy Evans from his bed of sickness into the midst of the carnage of Inkermann, rhe fine soldier-like qualities of him who led and animated the chivalry of Scotland at the Alma and at Balaklava, all prove that six decades and something more do sometimes fail to subdue the spirit and vigour ofyoutb.But these are rare exceptions, and if by any fatality those to whom are intrusted the fortunes and the best blood of England should be lost to us, we fear that under the old system of promotion our stock of Raglan\u2019s Browns, Evans\u2019s, and Campbells would be soon exhausted.We, therefore, feel every satisfaction that we have greatly changed all that.Heuceforth an officer of abili-y may enter into the ranks which supply us with commanders before decrepitude has overtaken him, and while he is yet in full possession of that vigour of mind and body which is the great essential for command.One of tbe first results of the new warrant is the rare spectacle of a British general who is some years on the right side of 50.This is Colonel Frederick Markham, C.B., of the 32nd Regiment, and Adjutant-General in the East Indies, who was on Tuesday promoted to the rank of Major-General in the army.Itis provided by the Queen\u2019s warrant, that until tbe present list of general officers from tbe Guards and line shall be reduced to 234 in all, one promotion to the rank of Major-General shall take place on the occurrence ot every three vacancies by death.These promotions are to go by senioritv, and by merit, alternately; the salutary provision being added, that where promotion is made on account of merit, it is to be accompanied tiy a public official statement of the grounds upon which the officer has been thus placed over the heads of his seniors.General Markham\u2019s promotion, the first under the new regulation, takes place on the ground of seniority ; but had the old system of periodical brevets prevailed, that officer would probably for some five or six years longer be prevented from serving his country in the way in which bis services would be most valuable to her.In his person the claims of seniority and merit are remarkably combined, in fact, his seniority is the result of distinguished service, for his rank of colonel was granted for his gallantry in our last Indian war.He served in Canada during rhe rebellion of 183Î, and in the Punjaub in 1848-9, where he commanded first a brigade and subsequently a division of the army, leading the Bengal column at the storming of Mool-tan, with a spirit and success that obtained for him high praise and the Companionship of the Bath, When the British expedition to the Black sea was resolved upon, Colonel Markham had just left England for India on his return from leave.A message was despatched after him with the offer of a brigade, but it failed to reach him.We trust that in tbe new and wider sphere opened to him by his promotion he will amply fulfil the promise held out by his past services.Tbe first promotion under these new rules\u2014 that of Lord Raglan to the rank of Feld Marshal \u2014has been received by the Country with the warmest satisfaction ;
