[" GOVERNMENT NOTICE.SEALED TENDERS, in duplicate, marked on the envelope 11 Tender for -\u2014as the cage may be, Trill be received at_ the CommiBsa-riat Office, Montreal, until NOON On Friday* 22nd August, 1866, From persons desirous of furnishing such of the undermentioned articles as may be required for the use of the Troops Sc.stationed at Montreal, St.Helens, and dependencies, for the year ending 30th September, 1857, viz : \u2014 Montreal and Island of St.Helens, 2,400 Barrels of inspected superfine Flour, of the best quality, to be delivered into the Commis-sariat Magazines, Montreal, free of charge, in four deliveries of 600 barrels each.The said Flour to be subject to the approval of the senior Commissariat Officer at Montreal for the time being, and to be warranted to keep sweet and sound for sis months from the day of delivery also to be subject in the Commissariat Stores to the inspection of the Government Inspector at Montreal, upon delivery, and again subject to the inspection of the same officer immediately previous to the expiration of warranty, all under the Act regulating the inspection of Flour and Meal coming into force on the 1st day of August, BAKING BREAD._ The Flour will bo supplied by the Commissariat ; and to insure a plentiful supply of water at all seasons, a dam is estimated at 770,000 rupees, and that of the canals at 2,730,000 rupees, making the total coat 35 laces of rupees, or £350,000.During tho past fortnight there has existed very considérable excitement among the Parsees owing to four lads of that community, students of the Elpbinstone Institution, applying to the missionaries of the Free Church of Scotland for Christian instruction and baptism.One only out of the four still remains with the missionaries, the three others having returned to their friends, after much hesitation.Various motives were assigned for the abandonment of their intention, and the assertion that they had been \u201c persuaded and bribed\u201d called forth letters of indignant denial.Under these circumstances the missionaries have wisely decided on putting forth a plain statement of the facts of the case, bearing the signatures of Dr.Wilson and Mr.Adam White ; There lus been lately an unusually large number of Circassians going about the; streets of Constantinople.Many of them no doubt belonged to the deputation which came to petition the Porto that their country might be taken under the sovereignty of the Saltan.A considerable portion, however, of the Circassians now in the capital have quite another mission than a AN INTERESTING CHAPTER ON DOGS IN NEW YORK.Toward the last of May the fiat of tbe Mayor concerning the canine species went forth, and on the 25th June ultimo, this noted and somewhat remarkable institution yclept Dog Pound was opened and has since been doing a thriving business.The institution is situated at the corner of Thirty-first street and First avenue, and covers a large lot of ground.No costly edifice erected after the superanuated plans for a \u201c Now City Hall,\u201d got up by professional arohiteots aud draftsmen, adorns the site: but a rough board fence over twelve fest high, around the lot, witb a one story office and gate at one corner, is all that presents itself to view externally.Inside the inclosme is a continnous range of sheds, beneath which to a long line of stakes, dogs of all sizes, shapes, colors and breeds are tied with strong ropes.The keepers of this institution are türee policemen detained for the purpose by the Mayor, and one or two colored men, who are employed to receive and tie up the dogs, and to dispose of them at the expiration of a specified time.At an early hour in the morning the Pound is opened when the business of the day commences in good earnest, and the officers have enough to do to keep them busy till sunset, when the gates are closed till next day.Most of the dogs received are brought to the Pound by boys, varying in ages from eight to fifteen years.The scene outside is sometimes quite amusing.\u2014 Twenty-five or thirty juveniles in ragged clothes, without shoes or stockings, each one with a dog secured by a bit of string or rope, are ranged in lines as they arrive\u2014First com®, first served.\u2014 As each receive s hia bounty money, off he runs in search of more g ima.\u2014Occasionally gangs of three or four appear, with one or two dogs that they have caught running abroad without muzzles.Inside the inciosnre, the dogs are securely tied, where they make both day and nigh hideous with their yells, each seemingly vieing with the other as to which can yelp the loudest.Here ate all sorts of conditions, from the stately hound and noble Newfoundland to the lowest plebeian cur.The best dogs are put aside for redemption by their owners, at $2 for a full grown animal and $1 for a pup.Toward dogs o! a noble race great lenity is shown.If the owners do not appear, these animals are purchased by fanciers and dealers, and dogs sometimes Worth from $25 to $100 are thus disposed of for the sum above stated.\u2014The present system of killing now pursued, is a great improvement on the old methods.Some years ago the sum of 50 cents was paid for every dog killed, upon the delivery of his carcass at a specified place.At that time several negroes of herculean proportions, each armed with an iron loaded club, scoured the streets from one end of the city to the other, and every unfortunate dog caught abroad unmuzzled was knocked on the head until dead.The body was then thrown into a cart that followed these killers.\u2014 Dogs of every grade were thus mauled to death, not unfrequently before the eyes of their owners This system being deemed too cruel, and calculated to engender wicked thoughts in the minds of the boys who might witness such slaughtering of dumb animals, was finally abolished, and the dog pound established.At first ail dogs received at the pound, unless redeemed by their owners within a given time were killed, the plan being to knock them upon the head.This was done by a negro employed for the purpose.At every sunset he made a tour through the sheds when one by one the unfortunate animals fell beneath the well directed blow from an iron tipped club in his hands.This was also deemed crnel, when the present system was adopted, which is as follows : The condemned dogs are put in a tank about ten feet square, and as soon as the tank is foil water is put iu.A rock fastened down about one foot from tho top of the vessel keeps them beneath the surface until they are suffocated.Any dog exhibiting signs of bydropbobia is knocked on the head at once.The carcasses are then taken to tho foot of Forty Fifth street, East River, and conveyed away in the offal boats.Between forty and fifty persons make a regular business of catching dogs and conveying them to the Pound.One man named Daniel Sullivan, as appears by the books kept at the office, is largely engaged in the trade, and has a large number of boys in his employment.These boys scour the streets, and taka every dog they aro fortunate enough to get hold of to Sullivan\u2019s Depot, and thence tbe animals are taken in carts to the Pound.It is said that Sullivan averages from $10 to $15 a day, aud in one week has drawn as high as $85 bounty.Only a few of the boys engaged in the trade receive their money at City Hall, as some half dozen streets brokers hold \u201cchange\u201d in the vicinity and cash the fifty cent order, deducting one shilling for tho accommodation of the juvenile dog trappers, most of whom live in the upper part of the city.The ordinance renders every unmuzzled dog running at large to be seized upon, bat many complaints have|been made that dogs with muzzles on have been seized and impounded.Indeed, the muzzle affords very little security against being stolen.The young rascals who scour the city have no conscience in the matter, and will soon seize and carry off a dog whether muzzled or not.The fifty cents bounty is all they think of.The muzzle being made of leather and wire, is easily cut off and thrown away.People owning good dogs have no other seenrity, therefore, against having them stolen than to keep them chained up at home and to always have them in sight when out of doors.The present system of disposing of the animals at the pound is well enough, bat the offering a premium to every one who shall take a dog there is exceedingly prejudicial to the morals of the juveniles among the poorer classes.It is but a licence to these boys for thieving, as every dog taken to the pound is stolen.Two men, or half a dozen men if necessary, should be employed by the corporation to take up the dogs found abroad unmuzzled, ami impound them.Let these men be paie, good wagss, or a premium, it necessary, so that the city may be rid of dogs during tbo summer solstice, as thoroughly as it is now.Since the pound went into operation over three thousand dogs have been caught for which $1,500
