but that, nevertheless, the whole population was unanimous in desiring a separation.The South had suffered much, but was resolved to suffer still qiore to reach that gaol.\u201cWe do uot dissemble from ourselves,\u201d added Mr.Benjamin, \u201cthat the federalists are possessed of resources much more considerable than ours, and that they may in the end gaia possession of all our ports; but if they take our cities they will only find therein women, children, and old men.In the Wap of Independence the English were at one time in possession of all the cities situate on the seaboard ; but for all that they did not sue-ceed in carrying the day.The situation is precisely the same.The North combats, as England did formerly, to preserve her supremacy, aud we to conquer our independence,\" Àc.After having related the above conversation in extenso, Baton Merrier adds that everybody held the same language.Nobody hesitated to declare that the ré-establishment of the Union was impossible, napoleon\u2019s Plans\u201dagainst mesioo AND THE UNITED STATES AS EXPLAIN-ED BY HIMSELF.The Moniteur of January 10 publishes the following letter respecting the French expedition to Mexico, addressed by the Emperor Napoleon to General Forey, under date of Fontainebleau, July 3, 1862; My dear General, \u2014At the moment when yon are on the point of setting out for Mexico, charged with political and military powers, I think it useful to let you know my sentiments.This is the line of conduct you will have to follow ;\u2014 1.\t\u2014To issue on your arrivai a proclamation, the principal heads of which will be indicated to you.2.\t\u2014To welcome with the utmost cordiality all Mexicans who offer themselves to you.3.\t\u2014To sidq with the quarrels of no party, declare that everything is provisional until the Mexican nation has pronounced itself, and to show great deference for religion, but to reassure at the same time the holders of national property.'4\u2014To feed, pay and arm according to your means the auxiliary Mexican troops, and make them play a principal part in the Battles.5\u2014To maintain among our troops and among the auxiliaries the severest discipline, to rigorously repel every act and every lemark that may wound tije Mexicans, for you must not forget their proud natme ; and to ensure the success of the undertaking, the disposition of the people must ha coucilliated above all things.When yqu haye reached Mexico it would be desirable for the princical persons of ail parties who have embraced oriF cause to coqie to an understanding with you, with the view\u201cof organizing a provisional government.That government will submit to the Mexican people the question of the poiitipa! system to be definitely established.An assembly will afterwards be elected according to the Mexican laws.Tou will assist the new power in introducing into the adminisjration, and especially into the finances, that regularity of which France affords the best example.With this view peisons capable of assisting its new organization will be sent out.The object to be attained is not foimpose upon the Mexicans a form of Government which they dislike, but to aicj them in their endeavors to establish, according to their inclinations, a government which might have some chance of stability, and which would insure to France the redress of grievances of which she had to complain.It is obvious that if they prefer a monarchy it is the interest of France to support them in that view.There will not be wanting people who will ask you why w,8 go to lavish mep and money for tne estabiistm.st of a regular government in Mexico.In the present state of civilization^of the world, TBADE AND GOMMEROE Montreal, February 4, 1863.Last night was about the coldest we have had this season, the thermometer in the higher parts of the city ranging as low as 30 degrees below zero.This will give us excellent country roads and render the river everywhere safe.We give to-day's receipts per Railroad : \u2014 Ashes, brls\t\t Flour, do\t\t Do bags\t\t Wheat, bush\t\t Butter, kegs\t\t Pork, brls\t\t Beef, brls\t Whiskey cks\t\t \t Business in the Corn Exchange was exceedingly flat.Some small lots of flour were sold.No transactions in wheat.Groceries are very flat.Financial.\u2014We notice by telegram from New York, that another sudden change has set in and Gold has advanced to 157 to 157j Sterling Exchange 174J to 175.Silver stationary at 150.There have been large transactions this morning in Bank drafts on New York, at prices ranging from 34 J to 35i, we have not heard of any transactions this afternoon.We h.ayo great pleasure on looking over onr back fyles, to notice the steady increase of the Grand Trunk Railroad, since the commencement of this year iu comparison with the same period last year : The increase in the traffic, the week last published, (January 24) was $10,840,01, an! the aggregate increase for the four weeks ending the 24th ult, also was $32,139,23.The traffic this year is exclusive of compauy\u2019s Freight, (which last year was included), amounting during the four weeks in January to $3,188,84 The actual total increase to January 24, is therefore $35,328,07.As the Grand Trunk Railroad is without any exception one of the most important, if not the most imp rtant Institution of the country, every person must feel an interest in its increasing prosperity.OL-,.aive to-day\u2019a receipts House, $11090,10.the Custom EXCISE DUTY OX TOBAOOO.To the Editer of the Montreal Herald.Sib,-I observe that certain journals of this city and elsewhere are opposed to Excise Duties in all shapes, as being inquisitorial and repugnant to the genius of a free country, and propose in lieu a Uruperty or Income Tax Now I should like very much to be shewn that a property tax ia less inquisitorial and repugnant to the genius of a free country than an Excise Duty.In the first place a property tax is a tax upon industry and thriftiness, as the idle and slothful seldom have any property to tax, while excise duties are generally upon luxurious and enervating habits, and the revenue derived therefrom is collected upon articles that add nothing to the general well being of the people.Are the Edit-o s of the journals referred to prepared to lay it down as a proposition that spirits and tobacco, and similar articles manufactured in the country are necessary to our social progress and well being ?If not their talk upon this subject, (for I will not call it reasoning,) goes for nothing.Now of all taxes the most repugnant to the feelings of a population of independent men is the inquisitorial income tax, a tax which is corrupting in its nature, so much so as to entitle it to the name of a tax upon honesty.It does not re- -___^\tquire much consideration to see how consonant Of the conversations which M, such a tax would be to the feelings of our farmers aud traders throughout the country.But amongst other ©bjectioos to excise duties these journals mentioned the difficulty of collec tion.Now it is found in all countries that excise duties are much easier and less expensive to collect than other descriptions of revenue ; for instance the excise on spirits in Canada is collected upon a statement furnished periodically by each distiller of the totals of his manufacture, the duty of the government officer being merely to see that such statement is correct, and it would be the same with tobacco or any other subject of excise.The remarks made upon the home growth of tobacco in Canada are pure nonsense.In the first place tobacco cannot be raised and manufactured by the farmers of Lower Canada at a price to pay, even if that price were 5s ^ tt>.The little that is raised in Lower Canada is in gardens, and is done more for amusement than for profit ;
