Examinations for Union Officials Trained officials and a central bureau v/ill add tens of thousands of dollars to the pay envelopes of Montreal labor.A demniid lias been .made in some quarters, and the idea is growing among union mon.iliai aspirants for officials positions in t lie unions slum Id pass an examination to discover their fitness for the position.The position of a union official is one of growing responsibility.In tho old days, when workshops were small and industry simple and when union-were small, the union offh ini was of a little importance.Now tlnir responsibility is great.There are five million members of the American Fedora tion of Labor.The workers are skilled men in various lines of trade.They have to undergo long apprenticeships iu many eases, but the union official has to pass no examination and undergo no apprenticeship.The union lias come to stay.It has a recognized place in our economic system and in our laws.Upon the intelligence and knowledge of the union official depends at time- the welfare of thousands of men and of their families.Wage scales are negotiated.Conditions are arranged.The employers choose the most skilled men they can get, without regard to expense, in preparing statistics and rca-| sons why the hours should be long-thened and why the wages should be lowered.Labor should have men just ns skilled on its sidr.Lalmr also wants laws passed and the labor official has to see that the laws arc right and contain no little clauses which render them of little in-.* The labor offb-ial should bo a man as skilled in his line as the engineer: or the plumber or the steel worker is in his line.He should know labor laws and parliamentary procedure.He should know the history of the labor movement and the pitfalls to avoid.He should know economies so that he can show up the false arguments of the employing cla.-s.One classic exemple of the trained man is that of Smil-lie who argued the case of the Hritish miners in 1919 against the mint-owners before the Sbankey Commission and was so successful in showing facts, circumstances and conditions that the Commission brought in a report favorable to the miners' contention for the nationalization of the mines.With the complexities of modern life other lines of endeavor require examinations a- to the aptitude- and knowledge of the candidate.When many years ago President Harrison of the I'nited States was a young man la-studied in a lawyer's for six months and then >.*t up a- an advo.-ati-on his own account.In Quebec province, a candidate is examined as to lii-kuowledge of history, literature, phi losophy, mathematics, and oth.-r subjects befote he i- allowed even to become a law student.After he i- fourni to lie of suitable quality, lie is eater- I ed as a student and has to spend four ; years in hard study before he is exam ; ined as to his knowledge of law.Then i if lie ean successfully pass the examination-: he is admitted to.the practice of his profession.The employing class i arc taking :ts little chances as possible : in This matter.They know that their property right- and the validity of their contracts depend upon the law vet's knowledge go into a doctor’s office for a few months and then hang out his own shingle as a fully qualified med.Communities were small, life was in the open, and fresh air, wholesome! food ami hard work kept the patient well iu spite of the doctor.With the growth of cities and the necessity for sanitation, with the foodstuffs of tlie .ities and towns being put up in packages.after going through a manufacturing process, with the shipping of milk to distant points, with the problem of overcrowding, and the danger I of contagious disease, the community,: to protect itself, has made the doctor, a highly skilled person.He too has to pass au examination as to his ability before he i- allowed to study, and after that, he lias to spend years of his, life in study and in hospital work lie-ton being admitted to practice.The lives of the community depend upon the doctor.So too do the lives of the workingmen depend upon the union official.For health depends largely upon the income of the family, aud the in- : come of thousands of families depend upon tlie skill and knowledge of the union official in negotiating wage scales aud the working conditions, aud in furnishing the facts to the member-: ship of the union so that they can in -1 telligently ne.t and vote upon tlie questions submitted to them.In Quebec province, no man can practice dentistry unless bis skill has been shown by an examination as a dentist.No boundary stone between properties may be placed except by a duly proven provincial land surveyor.! No man can dispense drugs except a duly trained and proven druggist.Even a horse or cow cannot be tended to bv a man who calls himself a veterinary surgeon unless his skill is pro-1 ven.We have also our uotaries, ourj architects, our accountants.Even a worker in Quebec cannot lie placed iu ‘ i barge of a large steam boiler unless In- tin- had years of training in can-! 1H" ti"ii therewith and lias passed a rigid examination.Vet union officials undergo no examinations.We come now to an understanding of one of the reasons why orgaiiizezd labor in Canada and the I'nited States, | vote so regularly to maintain tho old i fficials in position in the government of ttie American Federation of Labor.Labor realizes that not only ' does it need brains but* skilled brains ! at the head of affairs.There lias been no machinery provided, no examination board, no subjects chosen, no course of studv laid out whereby la!
