provincial de la Santé.UNE CONFERENCE AU SOMMET A la suite de celte première rencontre fructueuse, le Dr Tourangeau organisa une deuxième réunion avec tous les directeurs de service intéressés au creusage du métro, dont l'ingénieur en chef de la ville de Montréal, M.Girard, l'inspecteur en chef des établissements industriels et commerciaux, M.Vanasse.La délégation syndicale était accompagnée du secrétaire administratif du CTM, le confrère Gérard Rancourt.UN PACTE DE SECURITE Un programme de sécurité et d'hygiène fut élaboré à cette occasion.L'inspection des chantiers sera intensifiée et l'ingénieur en chef verra à corriger toutes les déficiences de nature à compromettre la santé ou la sécurité des ouvriers.Il pourra même, au besoin, décréter la suspension des travaux.Les membres du Comité de bien-être de la FTQ sont sortis satisfaits de ces deux entrevues, convaincus de la bonne volonté de leurs interlocuteurs et de l'adoption prochaine de mesures de sécurité et d'hygiène de Threat bailies MONTREAL — Even though its first spontaneous reaction, as expressed by President Roger Provost, proved favourable the Quebec Federation of Labour continues to scrutinize and ponder the 18 amendments that the provincial government has decided to bring to Bill 54 following the general strike threat at our extraordinary convention in April.While waiting an authorized analysis of the bill in its springtime dress, it is possible to examine it and ask whether Quebec trade unionism's display of vitality and determination has been adequately rewarded.The main victory of the trade union movement no doubt has been to secure the removal of Articles 54, 57 and 94.Articles 54 and 57, it will be recalled, subjugated all labour law to civil law, and reduced collective right to the benefit of individual right.Article 94 subordinated the exercise of strike rights to the holding of a secret ballot.But while the striking of these articles unquestionably constitutes a first-rate union victory, it does not constitute a gain.None of the three articles appeared in the Labour Relations Law, and No.54 Safeguards In Subway MONTREAL-The Quebec Federation of Labour has shown concern and taken action about mishaps during construction of the Montreal subway.The QFL has members employed on the project.There have been accidents—one of them recently fatal.The QFL Welfare Committee, chaired by Brother Robert Lavoie, took a series of steps to assure the workers of adequate safety and hygienic safeguards.The committee, accompanied by former QFL Social Services Director Julien Major, first met Dr.Tourangeau, who is director of the industrial hygienic service, Quebec Department of Health.Top-Level Meeting Following this first, helpful meeting, Dr.Tourangeau organized a second caucus with the heads of all services involved in the subway excavation work.These included Mr.Girard, chief engineer of the City of Montreal, and Mr.Va-nasse, chief inspector of industrial and commercial establishments.The union delegation included Brother Gérard Rancourt, executive secretary of the MLC.A health and safety program was drafted at the meeting.Inspection of work sites will be intensified, and the chief engineer will see to the correction of any deficiencies likely to endanger the health or personal safety of the workers.He will even be authorized, if necessary, to order suspension of work.wasn't even in the first Bill 54.Right of Association for all The most important union gain certainly is the striking of items 3, 4 and 5 of subparagraph m, Article 1.This gain is really something.The modification acknowledges freedom of association for every professional person (doctor, lawyer, engineer, etc.) as well as for domestics and farm workers.However, additives to Article 20 bring certain restrictions to the accreditation of these workers : fewer than three persons ordinarily employed in farm work are not regarded as wage-earners entitled to benefit from trade union accreditation; and the professionals who wish to unionize must form a "distinct group." Only experience and jurists will be able to determine for us what "distinct group" means.Another improvement is new Article 9, which places miners on the same footing as forestry workers with regard to trade union recruiting.From now on the owner of a mining enterprise will be required to admit union representatives to the place where his employes are lodged, and to provide bed and board at the rates charged the workers.Wage-Earner Remains Wage-Earner By virtue of a change in Article 98, a striker retains his status of wage-earner, even if he takes part in an illegal strike.Previously this protection, whose efficiency is not yet ascertained, applied only in legal strikes.The government has also added a new Article 58, which provides that a number of workers may associate in a complaint against the same employer.As for the new Labour Relations Commission, it will have four benches, which will mean an additional commissioner for the CNTU.In interunion litigation the union and management representatives again are entitled to sit, but they do not regain their right to vote.Backward Step in Transport On the debit side of the main changes in Bill 54 we must cite inclusion of the 2nd amendment.It adds to the list of no-strike "public services" the "transport services by vehicles bearing an authorization of the Transport Commission," which means private trucking companies.This amendment is regarded as a considerable setback when it is recalled that during meetings of the parliamentary committee on industrial relations last June, Messrs.Jean Lesage and Rene Levesque were disposed to permit strike action in every sector of transport and communications.On the credit side of the Bill 54 revision, however, should be added the statement of Labour Minister Carrier Fortin.He proclaimed "a new law, a law which is neither in opposition to nor similar to civil law, but better adjusted to the evolution of industrial relations".Return to Reality Deploring the confusion that old Bill 54 could bring to the notions of individual right and collective right, Mr.Fortin added : "Since these two notions are far from being perfectly defined, a too-precise text of law might have the effect of paralyzing the development of labour law or putting it on an unrealistic course."
