addressed to tho Unit d 8(a‘ g Consul at Toronto regarding Dr.Blackburn, who lately went to New Orleans, by ' special permission, to treat tho yellow fever cases there :— “ Department of State, Washington, Sept 25, 1867."IJ.Thurston, Esq., United States Consul Toronto, Ontario.11 Sir,—Your despatch of tho 17th of September, No.223, has been received with an accompaniment which is an affidavit containing an oath of allegiance subscribed by S.P.Blackburn, and verified by yourself.I remit that paper to your care with permission to restore it to the affiant- I assume that tho paper was made and delivered to you with a view to its being filed in tbis department under provision of the President's proclamation of pardon issued on the 7th of September, instant.Tho affiant is understood to ba called Dr.Blackburn, Nothing is known by this department concern-.ing him as haying directly or indirectly participated in tho late rebellion; all that is known is, that he lies under tho charge of felony; in this, that ho conceived and put into execution within a foreign jurisdiction a plot to disseminate contagion aud pestilence in this and other cities of the United States, by clandestinely transmitting—for an unsuspicious market masses of affected clotkiug, taken from the corpses of persons who had died of the yellow-fever in tho tropics. It is not easy to unders-tand how an offence of that character, which ia a detestible crime against mankind, can be supposed, oven by' tbe felon himself, to be entitled to be regarded as an act of insurrection, rebellion, or civil war.The President’s proclamation offers no immunity in this case.“ I am, sir, your obed’t sorv’t, [Signed] “ William H.Seward.’’ Great Western Railway Hotel Cars.A short time ago we noticed the completion of two splendid sleeping cars as an addition to the first class rolling stock of tho Great West Western Railway. Two more of the same class are ready to be placed on the road. These ears are much more elaborate in their ornamentation, and much more complete in their arrangements than any other cars, which have been built on this continent. At either end of each car are two state rooms first in which perfect privacy in secured by sliding doors and curtained windows. In each of these rooms six persons can travel with all tho comforts of homo clinging around them except only the number of cubic feet of space allotted, to each.On one side of the room you have your sofa, on the other your arm chairs, luxurs.ant in their upholstery and pleasant to the eye ; in the centre your dining-table, on which you may enjoy your eggs and ooffee, or.your quiet rubber of whist, at tho rate of forty miioa an hour. And when night comes you have but to give a signal to tho attendant, and sota and chairs begin to divost themselves of their distinctive features, and in a few moments are metamorphosed into comfortable beds, with mattresses and pillows. With a little manipulation, your table folds its wings and collapses into a thing which you may throw into a corner, you would your waiking-stick or umbrella.Again, tho fresco panneling above, which has hitherto seemed a portion of either the side or ceiling of the car, moves down to a horizontal position, and reveals janotber sleeping repository, in all respects similar to that below, at the same time yielding a bidden treasure of rich curtains, richly trimmed, which, suspended from the silver-plated rod overhead, make the sleepings arrangements complete. It must not be supposed that tha superior accommodations df the drawing rooms have been obtained by sacrificing those of the other parts of the car ; in these on the contrary there are seats as comfortable, tables as convenient, and, so far as the hours of sleep are concerned, privacy as complete.Every passenger will bo within reach of a bell-pull, a touch of which will bring a waiter from a kind of restaurant, fitted up at tho end of tho car, who will furnish, if required, all or any of the “delicacies of tho seasen,” so that one can enjoy the “creature comforts” independents of tho artinoes of refreshment saloon keepers. The exterior of tho car is painted a rich oar-iniiie lake colour, ]with gold.On two oval panneis on either side are bronno copies in alto-relievo of Thorwaldsen’g oelobrated figures Ol tnu'-t AtAcji , j.xiu tsihLB UpIO l' feet longer than those already constructed by the Company for this line, and present when on the road a grand and imposing appearance. They vest upon trucks of eight wheels, and in riding qualities are all that the most fastidious would desire, as was satisfactorily proved by the trial trip of the President on Tuesday last.A Sea which Dried Up and Re-appeared af-te.! a Lapse of Twelve Hundred Years.— A curious question was discussed at a recent meeting of tho British Royal Geographical Society, Sir Henry Rawliuson expressed the opinion that, the Sea of Aral—a body of water having an area of 23,000 square miles, or three times tbe size of Massachusetts—bad no existence in tbe long period between 600 years before Christ and GOO years after, and that the River Oxus and Jaxar-ste now flowing into it, both flowed into the Caspian Sea.He paid: 11 The sea first eame into notice in the seventh century, and these two are spoken of tor several hundred years as emptying into it.Another change seems to have occurred between 1300 and IGqO, aud the rivers again flowed into the Caspian Sea; but since the la’lter date they slowly changed their channel until they found an outlet into the Sea of Aral.” Tids theory was combated by Sir Roderick Murchison, the geologist, who affirmed that the mere absence of allusion to the Sea of Aral was no proof of its non existence, and cited the geological evidences that whatever changes the sea had undergone must have occurred long before the birth of history or tradition.Sir Henry Rawlinson, in reply, said that evidence exists, in the writings of tlie 14the and 15th centuries, that a common highway of travel from Europe, to Asia, passed directly over the region now-covered by the waters of the Aral. His opponent admitted that such evidence would be conclusive. Here the debate ended, with the understanding that Sir Henry is to collect and publish the proofs of his assertion.fToT.x,owAYS Finns.— Heartburn — When over-fl w of bile occurs and the functions of the stomach become deranged, a burning sensation is
