Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

« [...] la direction de The Morning Chronicle, par conséquent, débute en déclarant simplement que, comme nous sommes très fiers de notre relation avec l'Empire Britannique, notre but sera sans détour de créer et d'entretenir un attachement aux honorables institutions britanniques, qui se sont grandement illustrées à travers l'histoire mondiale ». Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. London Timer and commend it to our readers as an exceedingly intelligible account of a business which has been too often regarded as en-ahrowded with mysteries beyond the comprehension of ordinary minds.The simple idea of Ranking herein presented, does not include the adjunct of a Haute note circulation by which that business is expanded in Canada and other countries.A few words in explanation may therefore be added.Oui Bankers or Banks hare the legal privilege to pay in the shape of bills of various amounts.There they pay out as money and such is the public confidence in the ability of the Hanks to redeem or pay them in current com whenever called upon, that the promises to pay are preferred for convenience to he cash.In this way an amount equal to three or four millions of pounds is kept alloat and serves the purpose of capital or money.To meet these promises the Banks issuing them generally keep a reserve of specie in their vaults, probably about one-lifth of the whole sum in circulation.The notes have in addi-ion to this guarantee the subscribed capital belonging to the Bank or Company, and up to the present time in the history of Canada, we are not aware that one dollar luu* been lost by the inability of the Banks to pay them when they have been called upon.In the worst of limes the stock or scrip representuu; the stock of some of our Banks has fallen as low as 50 per cent discount, which by the way was much less than its value, but even this indicated that after paying the debitors and redeeming the circulation, on»?half, at least, of the capital was to the profits ot his busine-s and upon which he would live.In order, however, to lend money, he must first possess it\u2014that is to say he must have a capital ; and this is what in meant when it is said that certain sums or properties are em- smlden stoppage of payment must ensue.IVrhapa the theory of the case would require that a banker should always be able ct auy given moment to satisfy tne whole l>ody ot his customers, by accounting to them for their balances and deposits if asked to do so j but this is an extreme supposition.Presuming nothing to have etfected the credit of the establishment, it is in no degree probable that demands of that character would be made , upon it ; and, even if a bank were by some accident reducedtothe necessity of suspending its payments, notwithstanding that all the ordinary rules of prudence had been olxierved in its management, the difficulty would only be temporary, nor need any loss ensue.Ifj the concern waa sound, the ultimate realization ot the assets, or, in other word*, the reconversion of the investments intc.money, would provide the means of satisfying every\u2019 customer in full.We thus arrive at what seem the single condition of good banking\u2014viz., to keep always available such, an amount of lunds as will answer any probable demand ; and, though this may appear a mere truism, it really carries with it the other maxims of the trade.The rule eonnot be observed if advanced are made in very large sums, or for very-large dates, to single firms or individuals, since in this case it is obvious that there might be difficulty
