Titre :
Morning chronicle and commercial and shipping gazette
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

and new we find him leaving the speakership to become a colleague with gentlemen who have been branded ns corrupt and incapable of doing anything fairly and honorably.Mr.Sicotie's acceptance of office gives the lie to tbe assertions ol the Opposition press, and proves to the country that the 1 ache-Macdou-.»ld Administration was free from the charges imputed to it by a reckless and unscrupulous press. The new Ministry is now on its trial before the country , the appeal is made in all confidence as to the success of the issue.Mr.Macdonald a-ks for that support to which lie feds he is entitled, as the head of a liberal and strong Administration, fully prepared to carry out all needed reforms. He asks lor a renewal of that confidence hitherto reposed in him and his colleagues, and presents to the country four new names for approval. That he will receive a favorable verdict there can be no doubt, hut we desire to see that verdict recorded by overwhelming tnajoiitios in every l pper l auadiau constituency, soar to convince the Opposition of ihe futility of the attempt they are now making to misrepresent and malign the men who imvt undertaken to administer the Govern- well understood have shall the lUHvoaity of the borrower.Money Iu my approben*iou is Hot inertdiaudixe, bat tha re-pn-••ntalivc of nu-ichaiuliso and of commodities of all kind*.Take a dollar to market and what can yon get for it4 Can a dollar clothe you, or fe-'d you, or ab< Uer you.Can you make a pair of trowceni of it—or cook it into any (dible Ji*h, or iiutko of it oven a shanty to cover you t And yet raiment, food, and habitation eOmpnae ali that man needs to sustain life, and all iiit'ixdinudixe has some connection with one or other of those three wants.Iu tlto olden times tho amount of premium or inter» st which might ho claimed for tiie nae of moury vina tiled by law. That amount wo* legal mid all excess was illegal.Tho first w as interest or us»*—tho mvond usury, and as such ubiected tho Piker to certain penalties The darling object of tho now school U to remove all rcsliictiou—in n word to enable the rich to grind the poor without let or hindrance. The stalking horse of the moderns is this.So long a* you limit the interest of nmuev von will exclude On flio 3rd September (ho 1’arker Ministry reaigued in consequence of being detested on ilia Electoral bill.Their oiler to conduct the routine of office until tho new Cabinet wras decided upon, had not been accepted and consequently, the public serv oa autfeis.Tha gold recepts at Sydney during the week ending September 3rd, v.*ere 3511 oz.15 dwt.1 gr.Tux Rum.-One gentleman during tho heat of excitement, went into the Union Rank ot Glasgow, and presented a check for A'5tX).The teller asked lnrii it be wished gold ?44 Gold !” replied he : 44 No ; Mr.KniTon,—Much has been said and written within the last tew years concerning one of the most important subjects that bas ever occupied the attention of our citizens nnd legislature.I allude to the military defence of the Province.Indre»! the importance of this subject is beginning t.i be felt in Britain, aud only a ft*w weeks ago a Circular was transmitted to the Governors of the respective dependencies of the cm p ir«-, calling on them to make every suitable p reparation tor their protection, from even tbo probability of war or civil commotion ; thus plainly indicating to our people tliat the best way to ,«reserve peace is to be prepared for war.Our Colonial Gov-I eminent is already sensible of this truth, and a few years ago the Militia Act was nasse»!, by which wc have obtained n f«»rco of about five thuusand militia volunteers scattered over the Province.A few armories have Ixsan built, but no forts, and the bulk of our militia, termed the sedentary militia, exists, ns every one knows, merely on the books of the Adjutant General ; viewed in the light of a military force to which we could look iu case of need, it hat no erittenre whatever. In this p«»sition thc.i we ftml ourselves at present, while our mition is engage»! in barras-sing wars in the East, which require the presence of n large pnrthm of the naval anil military lorces of England, and in the West nnd nearer home it is to be tanred that there arc many who are glad at our trouble, and would rcjidce to see us vanquished nnd humbled.Seeing this, it certainly behove* us, as the circular says, to mak».* suitable nnd reasonable preparations, so that if war or civil Commotion arise (which God forbtil) we may l*c ready for any emergency.Within the inst few months two regiments of tbe lino have been withdrawn from B.N.America, nml we cannot tell how long the small force still remaining may be stationed here.It is true wc have a few militia volunteers who turnout no«v nnd then, but what are they?As a writer remarked n short time ago 44 our Volunteer l;orrc is like a rotten stick that will break the first time wc lean upon it’’.Volunteer companies, composed for tho m»»st part of mechanics, in n country like fteunda, mutt necessarily partake to some degree of party spirit, so utterly at variance with n proper maintenance of discipline, and in n civil tumult woubl be fourni very difficult to handle to advantage; nnd a spirit of independence and nonchalance exists among tiic men not to be found or tolerated among regulars. The volunteer companies were formed during the war w ith Russia, nnd as the excitement and novelty is wearing oil', the muster rolls of many of the compnnies are becoming 44 small by degrees and beautifully less.”.It ccrtaiuly appears unjust to expect tbe men to purchase their kit nml losceo much of their time for the small amount of pay which they receive.I»Pt the Government give the volunteers a free kit.Let the companies he or«lercd to muster for a day's drill nnd inspection once n month, for which they sho'iM receive pay, nnd thoifgli last not lenst, let the commissions be given to gentlemen worthy of holding them, nud our volunteer force shall soon he all that wc could desire. » a The ofluora of the sedentary militia should he obliged to furnish themselves w ith uniforms and turn out their nun two or three times a year, on such days nnd nt such hours ns would least interfere with business.A little Jwhole-some discrimination might nlso be used in granting coinmissious to the officers of the sedentary militia. So m»ich for the militia, bnt what wc most require would he about two thousand regulars to bo raised/or service in the Province.Nu-mernu* offers have alrcatly been made to raise troops in ('anada, let us turn this chivalrous feeling to some good account, nnd on the assembling «ffiterliament, should uo motion have lie en previously taken in th" tunttcr.lei tho attention of the Government be cnllrd to this important subject, the well understood wish of the people. On account of the Immense number of men out of employment this winter, the raising of these troops would he a blessing l«> the rmititry, and there is not the slightest doubt lhal meo enn he obtained, for besides onr own population numbers of British subject* would eome from the United «State* to enlist, nnd, instead of nnnnnlly braving the Province in numbers, the young mm of out agricultural dittrict* would find an honorable employment in the «ervice of their country. The force thus embdicd would nut only be a small army rea»ly fot service during war, bnt would prove Invaluable during pence in quelling riot* and performing the arduous police duties, which I am happy la say we Uanadiam seldom have occasion for.It ia well known that the Imperial authorities do not wish tbe regular* to be employed In thoso civil inaticra, and very properly so.The Imperial Gnvernmcul would assist »is very materially in raising and maintaining those troops, by handing n* over military stores, gun», tents, nuunnuilion, and other m iterielt and would also fiirtteh ui with offl- «>«-cs properly qualifie»!
