and tbe meet ing en masse wu cstlled by letters circular and public advertisement.Such an assemblage u met on Thursday afternoon wu no more a fair representation of tbe members of the Anglican Church in this diocese, than a meeting of Londoners and delegates in Hyde 1'ark would be of tbe people of the United Kingdom.The room wu soon more than comfortably filled; tbe clergy were tolerably well represented u to numbers, but they were a mere faction compared with tbe lay members present.His Lordship the Bishop, as • matter of course occupied the chair, end tbe Re?.W.Wood opened the meeting by reading several appropriate prayers.After an explanation from His Lordship of the progress of the movement towards the institution of a Synod in the dlocess of Quebec, tbe first resolution expressive of an acceptance of tbe provisions of Mr.Cameron’s Act was moved by the Hon.Mr.Shephard and seconded by tbe Rev.W.Wood.This resolution was passed unanimously, and that wu nil tbe real business that was done.The second resolution was proposed by Mr.Dunscomb and seconded by tbe Re?.Mr.Parkins, to the effect, that the Hynod should consist of tbe Bishop, tbe licensed clergy of tbe diocese in priests’ orders, the principals of colleges or collegiate schools nn-der tbe Bishop's control, and one Isy representative from every parish or cure.The first obstruction arose, we think, very injudiciously on tbe part of one of tbe clergy (the Rev.Mr.Balfour) moving an amendment for tbe admission of deacons into tbe Synod.As there are seldom more than three or four clergy of this rank at tbe same time in the whole diocese, and as they only continue so for the space ofsyear, and must generally be regarded as young and inexperienced, tbe interruption was ill-judged.The proposal, however, wu soon overborne by an amendment moved by Mr.Jeffrey Hale, that tbe assembly should proceed to appoint a committee for the purpose of drawing up a constitution to be submitted for approval at an adjourned meeting.It would be difficult, aud quite unprofitable to attempt a description of |lhe debate which ensued, and how it grew warmer and warmer ; bow the the clergy insisted on their right to vote in a separate body, when they would otherwise have evidently been swampt ; and how at lut the Assembly wu adjourned, amid much confusion tiU tbe mouth of September or October next.There wu a goodly sprinkling of members of the long robe profession preseat, to whose authority appeals were occasionally made.8e-eeral of them indeed ?oluoto*red (effusions of legal eloquence and one fluent speaker wu so mnch carried away in the course of his special pleading, that be teemed to consider the Bishop and hli assessor u sitting in banco ; TnraspAY, 24th Jnne.Mr Jcsticr Cards, when the Grand Jury had been sworn in, delivered tbe following charge :— Gentlemen of tbe Grand Jury,—By taking the oath just administered to yon, you have, as the Grand Inquest of the district, assumed tbe duty of enquiring into the truth of tbe charges to be brought before you, of presenting to the Court all other crimes and offences which may come to your knowledge, of giving information of the abuses which you may have remarked prejudicial to the public interests, and of submitting to tbe Court, on any subjects within its control, such suggestions as you may con I .«ider calculated to promote tbe prosperity of the district.In tbe execution of this important task, the best course for you to adopt is to adhere strictly to the clear and precise rules contained in your oath, by which you have promised to fulfil your obligations without envy, hatred or malice,—without fear, favor or affection.You will, I am sure, faithfully accomplish these solemn and important duties, and by so doing you will render society an invaluable service,—by giving assurance and countenance to the good and honest man against tbe malicious attempts of the wicked one, and by proving to the Utter that he was wrong, if be relied upon impunity or the non-execution of the laws.But, Gentlemen, in deliberating upon the indictments which may be laid before yon, you will remember, that your duty is not confined exclusively to accusing, but that you have also another and more pleasant office,—consisting in protecting tbe innocent who are as much entitled toyour protection as society basa right to expect that you will denounce the guilty.And upon this subject permit me to tell you.that although your decision, if against the accused, be not final, and Although there is another tribunal where be may prove his innocence, it would be, nevertheless, cruel and unjust, for that reason, to subject an innocent person, who will not be represented before you, and who will there have no means of justification, to the danger, humiliation, anJ misery of a public trial,—always ruinous to the accused, even when decided in his favor,—unless you are well convinced of his guilt, from the evidence taken.If that conviction has not been produced on your minds, and if you entertain strong and reasonable doubts, the defendant is, even before you, eutilled to tbe benefit of those doubts.I will add, that although Grand Jurors, generally, are not in the habit of examining witnrsses in favor of the defendant, they have the right to do so, if they think that by that tueaus they will better attain the euda of inttlen.The number of indictments liksly to be submitted to you is comparatively small ; and, although several of the charges are, apparently.of some gravity, they present none of those difficulties which require, on the part of the Court, any special observations, with the exception, however, of two or three cases with reference to which, I think it my duty to say a few words.In one of these cases you have three individuals, who, by force, having introduced themselves into the room in which were held tbe sittings of the Municipal Council of their locality, violently took from the hands of the officer of the said Council, tbe books of tbe Corporation containing an assessment roll legally made, and tore and destroyed the said books, with tbe Apparent object of avoiding the payment of the sums for which they had been assessed.Nothing, Gentlemen, is more reprehensible than such conduct, nothing more dangerous than such an example ; it is, therefore, of the greatest Importance to repress and punish invasions of pnblic order which,' if tolerated, would strike at tbe very foundation of society by reducing to inutility and scorn the constituted authorities, whom it is tbe duty of every good citizen to respect, even in those cases in which he cannot approve of them.Trespasses and acteof violence of this kind can be justified by no reason whatever ; if the Municipal Council in question bad done what was not right, or had exceeded the limits of its powers, there were tribunals to which the parlien aggrieved ought to have applied for tb* justice they have taken Into their own hands, at the risk of causing troubles and difficulties which no often have faulty resulted.The other case to which 1 desire to call your attention In one wherein a number of individuals met together, during the night time, and demolished and destroyed two honse» belonging to third parties, and foe ths demolition of which they are now called upon to answer.Tb**, Gentlemen, is a very serious and dangerous offence.Whatever may be the motives which have actuated those persons, they cannot jnstity or excuse their conduct.Acts of this description most be prevented ; property should he respected and protected.If these houses were a nnisanee in the locality, there were other apd better means available to have that nnisanc* abated.Yon will consider these charges unimpassioned-ty, without prejudice or party spirit, and if Us* «‘vrdenr* allows It, It Will he your duty to afford to the Court ah opportunity of punishing outrages which ladicateln their perpetrators a degree of demoraiitatfen, boldheSt, Odd defi- COMMERCIAL.Imports and Eiptilfl at Quebec* [Compiled for the Morning Chronicle.] IMPORTS.Jane 23.P*r srhr Clara, BoUac, from AnttfonUh—70 ton* plasisr, to ordsr.Imports at Quebec per Grand Trunk Railway.Jans 23.8 rolls Irathsr.to R Kina.3 bxs dorks *n , Freights to Brltala.Wa tear*, have vosaewhet advene ed daring the past week, which we look on aa a favarm ble feature.No Coals er Sail stoat ur quotations In Pl*b are purely monlaal.—Nt d*.Rxehaageoe > IK O.MUBPHr A on V/vf.| Rirmn A.C.BUCHANAN.Chief Ag-enL Government Emigration Offlca, Quebec, 23th Jane, 1636 44 906 IIERRING’t» PATENT CHAMPION FIRE-POROP SAFE»—With Hall’s Patent Powoix-Pnoo» Locks, the same that were awarded separate medals at tbe World's Fair, London, 1851, and the World’s Fair, New York, 1853, and are the only American Safes that were awarded medals at the London World's Fa:r.Tbo-e Safes form the most perfect seenrity against Fire and Burglars, of any safe ever offered the public, and can only be had of the subscribers and their agents ;
