Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

« [...] la direction de The Morning Chronicle, par conséquent, débute en déclarant simplement que, comme nous sommes très fiers de notre relation avec l'Empire Britannique, notre but sera sans détour de créer et d'entretenir un attachement aux honorables institutions britanniques, qui se sont grandement illustrées à travers l'histoire mondiale ». Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. Toeonto, June 2d.The Houm continued in eeesion till 10 o\u2019clock this morning, at which hour there was n meeting between two or three members on each side, to determine bow far they could go with the estimates.This being arrnngvd, a few items were passed, aa agreed to, and the Committee of Supply adjourned till Thursday.The budget of tbe Inspector General has been laid before the Legislative Assembly, and coo-¦equently, ere this, before the whole Province.According to the telegraphic report, which appeared in our issue of Saturday, Mr.Browns amendment was lost, and the House went into n Committee of the Whole on the Estimates ; and notwithstanding a determined opposition the Government had resolved to make some efficient progress, even if compelled to continue the session till 12 o'clock on Saturday night.And after all Mr.Cayley's statement is a document involving as few changes of any importance as could possibly have been anticipated at the present crisis, aud after a year of great commercial depression and difliculty.As n Toronto leading journal has remarked, the budget is as much distinguished for what it omits ns for what it presents.Mr.Cayley, in fact, appears to have endeavoured to avoid attempting any thing beyond what may he sufficient to meet the requisite demands.It was necessary to provide about £2C0,0O0 in addition to tbe revenue calculated upon to cover tbe amount of interest payable by certain Railway Companies and guaranteed by Government.About £60,000 of this amount Mr.Cayley reckons to raise by a slight tax on taverns, an increased excise on Canadian whiskey and mail liquors, and a tax on the tonnage of ships entering from sea.He calculates on drawing in about £40,000 on timber dues of which payment has been deferred.The remainder, tbe larger half, £160,000, Mr.Cayley seems inclined and confident of raising by debentures issued in anticipation of the collection of one third of the £500,000 due to the Crown Land Department.We cannot help expressing an opinion, that if, as it appears £200,000 of tbe amount required can be relied upon from tbe two latter sources alone, it is to be regretted that the remaining £60,000 wonld not have been included in tbe arrangement about debentures.But this resort has become rather a tender subject, and was perhaps at the time perceived to be a dangerous course exposed to suspicion and misconstruction.His rather ahold undertaking, however, for so comparatively an amount as £60,000 to encounter the hazard of imposing additional burdens on taverns, whiskey, malt liquors and tonnage from sea U is not perhaps too extravagant to hope that this part of tbe plan mar, in the passage of the budget, be altogether dropt or considerably modified.Our duty compels us to recoid the fact, that tbe proposed tax on the tonnage of shipping from sea is not popular in Quebec and is calculated to produce more irritation than profit.Tb«*re is ample cause for congratulation that Canada passed so easily and so safely through the trying ordeal of a monetary crisis, such as that which last year sbnok both /hemispheres.Ou/Cbaocellorof tbe Exchequer needs not be greatly alarmed at baring a deficit to provids for under such circumstances.Things may be *11 rightly balanced in the course of another year ; but at all event#, it is only when tbe revenue and expenditure are nearly equal, or when the latter somewhat exceeds tbe former, that an effectual check c»n be given to the rapacity of official retainers and greedy expectants.Military.\u20144t is rumored that the 39th Regiment will shortly proceed home ; and that about 500 men, drafted from eeveral regiments, have volunteered to serve in tbe Canadian Rifles, and are daily expected to arrive from England at this port.A full dress parade of the troops in this garrison came off on tbe Esplanade on Saturday forenoon, at 11 o\u2019clock.The troops on the ground were the Royal Artillery under the command of Col.Dalton *, the 39th Regiment commanded by Col.Munro.Commandant of the garrison ;
