been pre|«sseBsed with a desire to see established in Quebec a Bank the principal object of which would be to protect the interior trade and industry oi this country.It is unquestionably admitted that the inhabitants of Quebec aad its environs possess within themselves all the necessary elements to found an institution of this kind, with the best possible security for conducting its attendant business with economy, aad profit, white at the same time its prosperity would be alike honorable to its promoters, supporters, and the community at large.It is therefore but just that those among us who have studied that particular branch of finances should endeavour, with the assistance of their ftllow-oitizene, to found en institutieu which would give to the legitimate wishes of the inhabitants «.f the District of Quebec, to the numerous acting interests, and to exigencies of the local trade aU the necessary securities to order, prosperity and independence.We think the lime has now arrived for us to take op energetically the project of foundieg in Quebec a Bank which would attain the o£ jects we have above alluded to.It was especially with that intention that on the 15lb December last a Circular, signed by ten of the most iofiutnliel citizens in the Trade, Finances, Professions, and Industry, was addressed to a certain number of the citizens in the different Wards of this City, requesting them to attend a meeting for the purpose of taking into consideration the expediency of founding in Quebec a Bank of Circulation having for its object \u201c the protection of the inland trade and \"indnstry of this country.\u201d The meeting was attended by a large nnmber of persons of intiuence and standing in the city, and the subject was so favorably entertained, that measures were immediately taken to petition the Legislature at the following session for an Act of Incorporation.We have now the pleasure to state that the Legislature, admitting the necessity of encouraging the establishment of *\u2022 La Banque Nationale,\" passed an Act of Incorporation in favour of that institution.We cannot too strongly approve of the intention of the Provincial Legislature in giving ' *r\u201crt furjthe purrhaMof tijia laud wa» not imenUed to special and particular attention to the class of seenrities which the public interests should ever command from institutions of this kind.The Legislature cannot he too stringent on that point.At the same time it does not deviate from established rules and laws which protect the public in the formation of Chartered Banks, the Act of incorporation of \" La Banque Nationale\u201d provides some restrictions which tend to connect the people with the conservation of this Bank by their own interest.For, in the fact that the shares are of a sum proportionate\t__________________ to the means of the majority, especially of in- j be \u2022«tied by agreement by referring it to arbitration dnstrial classes, and that ihe small s'tock of | ilJM* each ooe will be invested in the Institution, the tution of this kind, managed with all necessary precautions can and must be useful in a city where the export trade and ship building annually require and absorb a Urge Capital.If it be thought our object is an opposition to other institutions of the kied already established in Quebec, it is an error.But we have inferred that a new Bank would easily find place in this city, and that it would be welcomed by the old Banks which are Horishing in onr midst having a constant and most productive employment of their capital.The position (among the citizens of Quebec) of those who are taking an active interest in this enterprise, is a sufficient security that the institution will be well managed, and that it will to the extent of its means meet the wants of the local trade and help to stimulate the spirit of enterprise in our extensive and populous district.The Board of Provisional Directors named by the act of incorporation is
