to make this city what nature designed it to be, viz : tbe terminus ol Transatlantic Steam Navigation ; and, by increasicg the size and speed of our Steamers to that of the b at class of Ocean Su-nmehipfl, to make the passage iu two days less than at present, and thus secure the whole passenger and carrying trade of the west instead of only a portion,\u2014to obtain a wivtbr ocean terminus on the lower St Lawrence, and a railroad terminus in tuib city, by a bridge at Gap-Rouge or otherwise; making jut-bee tbe real Sea-port instead of a mere outport to Point Levi ihe last but most important subject, to which I will allude, that will claim my attention and support, is one that 1 have long advocated :\u2014the grand and mighty scheme of Federation of the British North American Provinces.This measure is calculated to develops the trade and boundless resources of this country more than any other, and form a set ot disjoinitd, weak, and unconnected Provinces intd a powerful and united country,\u2014 A British American Conlederation,\u2014a Canadian Nation.Besides the commercial and political advantage* of this scheme, Quebec preseals the two local advantages of centrality and iteenprtit.which eminently fit it for the capital city of a Federation ;
