and of making, if possible, some suggestions of a practical nature, tending to equalize the burthens which most necessarily be imposed, ia order to extricate the city from its present financial difficulties.One very important fact mast, however, be kept in view in considering this subject.A perfect system of taxation, jast and eqaitable in all its parts, or indeed anything approaching perfection, is oat of the question.As we have already had occasion to remirk, the Corporation ia bound up with the clumsiest legislation that ever embarrassed a municipal body.It has little or no power to do anything for the public good.It is chained down by restrictions of every kind.The amended charter upon which so many hopes were baaed has not stood the teat of practice.One important provision found to convey a meaning directly the reverse of that which was at first assigned it\u2014another was contradictory\u2014another was discovered to mean absolutely nothing; and another, which was relied opon as conferring very important powers, turned out to be of doubtful interpretation 1 Under these circumstances, and in view of the fact that a large sum moat be raised to cover the deficit, before new amendipents to the charter can be obtained, it is hardly a matter of wonder that the scale of taxation proposed by the Finance Committee is, in many points, decidedly erode and evidently nojust.All tbat can be done, however, ia to equalize the proposed burthens.In the new scale, the additional rate for some branches of industry is altogether too heavy, while others are let off too easily.It is to inequalities of this kind\u2014which cannot fail to be noticed at once by men of business habits, conversant with the average remuneration afforded by the various occupations, trades and callings carried on in the city of Qaebec\u2014that the attention of the Board of Trade shoald be directed, and amendments suggested that pan be accepted fty the Corporation in the present unfortunate state of the law.So ipuch for the municipal question.With regard to the feasibility of * winter-port at Bic or Father Point, the all-important nature of the Our Volunteers may be said to be no longer on active service.They have been relieved from the continnous discharge of military duties ; but their organization will be preserved, and everything done to promote their efficiency.Daring the last three weeks their conduct has been such as to reflect credit upon themselves and the country at large.Called suddeuly from their ordinary occupation* at the very outoet of a period of unusual alarm and excitement, their behavior was in \u2022very respect far superior to that which the most sanguine could have expected from citiaen-soldiers under such circumstances.It would be vain to deny that the great majority of the force\u2014being poor men with families depending upon them, and existing from day to day by the work of their hands\u2014did not feel keenly the privations to which their wives and little ones were subjected by being thus suddenly deprived of their natural protectors upon whom they relied for support.Feeling, however, that the emergency must be great indeed which prompted the Government to take such an unusual course, they came readily, cheerfully, and without complaint in response to the call.For twenty-three days they were kept in cantonments, away from their homes, subjected to the strictest military discipline authorized by the articles of war, aud doing all ,the duties of regular soldiers.The transformation from the inherent looseness of voluntary service to the iron rule of garrison life was easily effected\u2014indeed few could have anticipated that there would have been so little difficulty.We veuture to say that, ou the whole, the conduct of the Volunteers, while on active service, was at least equal to that ot any similar number of men in Her Majesty\u2019s regular army, aud the proverbial good character of the latter needs no vindication.Having said so much for the great body of the men, we may add that the staff of this district, and the officers of the varions corps, deserve well of their fellow-citizens for the attentive manner in which they discharged their duties.The Assistant Adjutant-General, the Commandant, the Brigade-Major, the acting Quarter-Master of the Force, and other gentlemen in responsible positions, proved by their cooduet, their zeal, and their efficiency, their thorough knowledge oi their duties.But while the local staff merits every compliment, we must say that so amount of venerable red-tapeism clings to our Provincial war-offioe, the Militia Department, which should be got rid of as soon as possible.We did not think it opportune to go into details during the crisis ; but we shall take ou early opportunity of pointing out a number of defects calculated to interfere with the efficiency of the force, which we hope to see removed under the direction of the present thoroughly competent Adjutant-Genera^.Before taking leave of this subject, a few words on the distribution of the Volunteer Fund may not be ont of place.We trust the committee of distribution will consider the peculiar difficulties under which our Volunteers labor, and act liberally ia the present juncture \u2014indeed we feel sure they will, after even a casual consideration of the facts.It should be borne ia miud that the Militia Department did not provide the Volunteers with boots, socks or mito.In many cases they were not even provided with winter-cape; and, indeed, a large proportion of the men only received overcoats, accoutrements and arms.Ordered suddenly to perform the routine duties of garrison or camp life\u2014including drill, marching-out, guard-mounting, night-patrols, 4c., such of the poor fellows as were enabled to get an advance or a loan, to be repaid out of their small allowance, in order to procure the necessaries of clothing, were fortunate indeed.Others, who were unable to do so, were compelled to suffer all the rigors of March weather iu its worst form, and to wear out their own poor clothing in performing a public service.Those who were lucky enough to get a little money to bay caps or boots most have laid out three or four dollars each, even when purchasing these articles at ths cheapest rate.Deduct this sum from four or five dollars allowed ths poor Volunteer for the relief of his family, and what a miserable balance will remain?We certainly think the distribution should be sufficiently liberal to cover the cost of any outfit these brave fellows have been obliged to obtain, to procure aa outfit for the many who are still unprovided for; and to compensate the families for the loss they have sustained in the three weeks\u2019 absence from occupation of those to whom they look for support.If this be done, in a liberal spirit, it nill prove to the Volunteers that their patriotic conduct is appreciated at the proper value by their fellow-citizens ; and it will serre as an encouragement in case of any future emergency.Should anything remain, we think some public demonstration should be made in honor of the Volunteers.A luncheon at the Grand Alice drill-shed, for instance, would, we think, meet with general approval.In connection with the Volunteer fund, we cannot forbear a word of comment upon a feet which most have forced itself rather unpleasantly upon the attention of any person perusing the subscription-lists.We allude to the fact that the burthen of the con-tribution was thrown entirely opon people ol British origin.We do not see why this should have been the case ;
