Titre :
Morning chronicle and commercial and shipping gazette
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

and the galleries crowded.Notices were given of bills to relieve Bishops from attendance on Parliament, and to re du ce (he rate of letter and newspaper post age.A denial was made on the part of the Government that negotiations had been entered upon for the removal of the commercial treaty with France.Mr.Gladstone then asked leave to bring in a bill for land reform in Ireland. He refer red to the day on which he introduced the Irish Chnrch Bill, when other measures to meet the demands of Ireland were promised, and Mid be would now proceed to fulfil that promise. He recapitulated the history of tho land question since 1833, the necessity for its settle meut was now generally admitted. He hoped there would be a union of all parties in favor of the proposed reform. The best talent of the Kingdom agrarian outrages were not due to the re ?ival of this question, they were not of frequent occurrence in the agricultural sections, and were in the purely Celtic ones.Irish land tenants were very different from those of England and Scotland. The Irish landlord usually differed from his tenant in politics, and seldom lived on his estate ; the tenant was bound to improve the land, but was often deprived of the crops he had planted. The people believed the soil was their own ; that it had been taken from them by conquest and confiscation.During the past years, while the value of labour had regained stationary, the cost of living had increased, and the progress of Ireland had been retarded.Half of the legislation had done nothing for the smaller land-holders, or the peasantry.Mr.Gladstone then reviewed the legislation en this subject since the Act of Union, and contended that emigration was a good method of relief when voluntary, but when it became compulsoiy, and many were compelled to leave, who were willing to remain, it was an exile, and angered its victim. In the west of Ireland, were the tenant's lease was not secure, the value of land bad not dou bled in 90 years ; while in England (t had doubled within that time ; and in Scotland, where the tenant was most secure, it had in creased six-fold.Mr.Gladstone then enu merated the featuree of the bill which be proposed to introdace. It provided for the security of tenure, for facilitation of transfer and purchase of land by tenants desiring to buy, and to landlords to enable them to reclaim waste or new land.To be administrated by a court of arbitration. The Ulster customs are to be reorganised ; improvements giving value to land are to be paid for.Evictions for non-payment of rent are to bar all
