Titre :
Morning chronicle and commercial and shipping gazette
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

The Goode Delivery aed G.T.R.Cartage Raestlon, Ac* The question of goods delivery and cartage by tbe Grank Trank Hallway, is occupying a good deal of attention jnst now, owing to a dispute between Thomas Hobson A Co., Pro-dace Merchants and Pork Packers of this city, and the Grand Trunk Railway Cartage Agents.Hobson A Co.have had a deal of trouble lately with the department on account of delayed and irregular delivery ; more than this, the cartera have persisted in unloading the goods in tbe gutter, and demanding payment in advance. On Monday a load of butter was brought,—unloaded at tbe door, and the payment demanded. The Cashier paid the freight, bnt refused to sign the delivery sheet, testifying to the goods being delivered in good order. On (his the goods were placed on the sleigh by tbe carter, and taken back to the Grand Trunk Railway sheds, where they were aeixed yesterday by a Sheriff’s Officer, instructed by Hobson Co.Yesterday another load waa delivered by tho same carter, who, this time was accompanied by five men, who, it seems, had been sent for tbe purpose of enforcing signature to the delivery aheet.Tbe goods were, as usual, deposited in tbe street—freight paid, and signature to the statement, that they were delivered In good order, demanded, which was promptly refused, and the cartera were about to load up and take the goods back as they had done the day before ; but Messrs.Hobson A Co.had despatched a messenger to their store-house, in Nazareth street, for the set vices of five of the stontest pork packers available.Arriving one at a time, the carters did not notice them ; bnt when tbe attempt waa made to re-load the goods, and the signal given for the reserve to advance, never was a victory so complete; the carters fled as one man, and left the goods in the hands of the victors, whe removed them into the store nnmolested. The matter will verv likelv be brought before the courts, in which case it msy be ascertained If, indeed, there be really any donbt about tbe thing, what in the premises constitute a fall and legal delivery.Ur.A.Bales is on the point of launching a new simi-weekly newspaper, called L Independent, The Art Association Exhibition attracts a good deal of attention, and is the finest this Society has yet opened.Principal Dawson lectures this evening, on Deep Sea dredging.Rev.Dr.Irvine lectures to-morrow night on Dr.Samson among the Scotch.A few days ago a yonng man named Desjardins, from St.Laurent, with a gang of the sporting fraternity, got to drinking in a public house at the Tanneries, and finally the company resolved to play a joke, as they termed it, upon Desjardins. They took him to an npper room in the honse, divested him of his clothes, and tied him to the floor, spread-eagle fashion. This exhibition wss viewed by a great many people, and the perpetrators who, from drinking, forgot all about their victim, and left him In the above position all night.Next morning Desjardins was foend nearly dead from cold and exhaustion. He was snbseqnently taken to his home at St.Laurent and was confined to his bed.A week afterwards Desjardins grew worse, and yesterday he died. This snbnrb of Montreal is notorious for its fighting and drinking.Floor steady and Inactive ; and we draw ibis conclusion from the fact that no attempt was made to imitate or copy tbe signature of the original drawer. The second cheque, as we learn, and are so far Inclined to believe, was given innocently, and with the full expectation that before Its present ment at the Bank be wonld be in a position to make matters straight. The crime, nevertheless, Is forgery, and will have to be treated as snch.we rtquired two things—capital and labor.Respecting the last named, ws had it in abundance, and he knew it from the numerous applications made at his factory daring the week.He also thought we had quite sufficient capital in onr midst to carry ont tbe object of the Society.Labor was 20 per cent, cheaper in Quebec than in any other part of the Dominion.Fuel was cheap, and water abundant, and with these many advantages, which nature had placed at onr doors, we were regardless of onr own interests, In not applying them. He, Mr.Woodley, had been asked by a Hamilton founder, last summer, how it was that be conld manufacture stores when labor was higher, fael dearer, and yet could sell his goods in Quebec, and make a profit. This state of things ought certaisriy not to exist.A moulder again had applied to him for work.He got work at $6 a week.A short time after commencing he retnrned to him, Mr.Woodley saying he had'Been told that daring the winter months bis wages wonld be cut down to 75 cents a day, and not regular at that. He, Mr.Woodley, advised him to leave the city, and obtain employment elsewhere. That yonng man was now working in Hamilton, with tbe gentleman previously mentioned, at $10 a week.It was possible here, even to obtain good skilled labor. The use of the sewing machine with which he,—as the andlence were aware was quite familiar, was an Instance of how skilled labor conld be obtained. He bad a short time ago in his employ a man from tbe United States, to whom he paid $20 a week, engaged for two months, for the purpose of fitting np a new machine and instructing novices in its nse. Before that man had been engaged a fortnight in his factory he asked permission ta return to the States, as the new hands had become jast as skilled as he in the nse of the now machine. Now, this appeared to him ample and sufficient proof of his statement, that we have in this city labor which may, with a little trouble, become skilled and highly useful. The sewing maohine itself might be mannfaotnred here If we only took the trouble. In the Singer manufactory in the States, all the patents connected with their sewing machine were the inventions of Mr.Jones, an old Quebecer, and the principal adjuster—the most delicate and most difficult part of the work was performed by another old Qnebecer, Mr.Yates.He hoped tbe new Society wonld give these matters their earnest consideration, and show the world that this old city neither lacked brains or capital to become prominent as a nursery for mannfactares.Mr.Woodley’s remarks were received with repeated plaudits of approbation.Dr.Larne, who tons next called npon, said we were told by the old proverb, 11 eide toi et U ceil C aider a.n He proceeded to explain the great advantages Canada possessed over other countries throagh the richness and estait of its mines, and pointing ont that iron oonld be manohetared here, which for darability and quality could compete with the Swedish iron, the best in the world. We ought to emulate the example of other countries, where by their enterprise, and fostering home manufactures, had become wealthy and prospérons. The Chairman then called npon those present who were desirous of joining the Society to do fao, when over sixty persons enrolled their names as members of the Association. After the meeting adjourned, the new Connell met, and apppointed the following subcommittees :— 0» Statieiic*—Messrs.Dr.Larne, T.H.Grant, 8.Peters, Jos.Woodley, J.B.Trndelle, and A.Woods.On the Tarif, fc.—Messrs.H.G.Joly, H.Fry, P.Garnean, T.H.Grant, W.Withall, E.Beaudet, A.Woods, and Jos.Woodley.It Is the intention of the Connell to collect immediately complete Information as to the extent and character of onr factories at pre-i^nt in operation, for the information of the public, and to watch tbe forthcoming tariff with a view of protecting the interests of the manafactnrer. The meeting then adjourned.proposed to cross Lake Champlain at Ticon-deroga by a bridge, to come down to Platte-burg.and strike off from near 8t.Rem! they are to be allowed a commission of ten per cent, where the work is night-work, and en extra allowance to what are termed forward officers, with a small allowance for stationery and rent where collections exceed $1000 | Discussion was then resumed on the Banking resolutions. The Finance Minister explained—Only four millions of Dominion notes wonld be issued on seonrity of Debentures ; no more wonld Le issned wlthont a 26 per cent, reserve of specie both for the four millions and tbe farther istae. He had consented to fix the minlmntn of bank capital at $500,000, forty per cent, to be paid up, and the Government wonld receive and deal favorably with applications for special charters, when banks were required nnder exceptional circumstances.Having abandoned the system of government security for currency, it was necessary to have that of a large paid-np capital ; where people wanted smalt banks it was as borrowers, not as lenders.Existing banks would have their charters renewed wlthont increasing their capital. After severla resolutions had been carried, progress was reported, in order to enable the Finance Minister to confer with a deputation of New Brunswick and Nova Scotia bankers. The Honse went into Committee on the Dominion Notes resolutions The Finance Minister said that the charter of tbe Bank of Montreal did not terminate antll the end of next session of Parliament, when, according to the Dominion Note Act, the Bank wonld surrender the right to issue notes, and government would pay them 6 per cent, on Its circulation. The stipulated six mouths’ notice to terminate the agreement whereby tbe bank wao fiscal agent of the government, had been given, which, after some epovenation, was carried withoot dissent. The Oorrenoy résolu tions were then taken np, tbe Hon.Mr.Tapper making a strong appeal for the postponement of the alterations of Nova Scotian currency until a later period ; It waa almost identical with the system whose adoption was urged by the Paris conference.Considering the state oi tkw public mind in Nova Scotia it wonld be better not to make a charge which wonld caose irritatian at present, and occasion inconvenience and leas The Premier consented to pootpone the resolutions until Friday. The Bill extending the powen of official arbitrators was read a second time, whioh wss amended so ae to refer only to danses The following is the amonat of duties collected st tbe Custom Boat*, on th# 9th and ICth instant, respectively, at th# Port of Quebec— $2204 81—$3329 «0.PER GRAND TRUNK RAILWAY.March 10—22 hhde moltssM, 42 pass do, 8 empty pans to J Rom Am.1 box hdwar* to H S Boott A m.2 kogs clips to Tradollo A Voyor.2 steam boilers, 1 engine, 2 wheels, 1 saw, 4 boxes, 2 pci pipe, 2 pcs machinery, 3 pkgs do, 1 steam pip* to G B Hall.Par ss St Andrew, via Grand Trunk Railway— 11 tiarooa sugar to Gibb, Laird A co.TIDI TABLE.WEEKX.Y SHARE LIST.Qdkbso.March 11, 1870.Banks. Shar’s Paid up. DlvO month*. Closing Prie# Montreal $200 All. 6 pi .ot. 162 (a 183 Quebec 100 it of 44 104 ® 104} B.N.America. £60st. 44 s 4# 106 (ft 106} Nationale $60 a 4 id 107 @ 107} City ofMontr’L. 100 it 3 44 87 @ 88 Royal Canadian 60 If Non*. 65 (à 66 Molaon’s 60 If 2 44 90 @ 91 Toronto 100 44 4 td ISO @ 131 Ontario 40 44 4 44 101 & 191} Du Peupla 60 4t 3} 44 102 @ 103 Jacques Cartier 60 44 4 44 t08}@ 109 E.Townships. 69 44 4 44 100i| 101 Merchants 100 44 i 44 108 (£ 108} Union L.C 100 5 “ None.16 pran All.60po 100 160 100 4 pr.ot.151 101 (By Telegraph.) jnst now that 1 cheerfully consented to act as President of this Society. This is not exactly the case, for while I am folly alive to the importance of yonr objects, I yet feel that I have not that intimate knowledge of the manafsetares of the city to qualify me in every respect to fill so important an office as the one you have elected mo to.Still I have all the will and desire to help you, and since you have so cordially elected me your President, I will endeavor to discharge the doty of the office.I thoronghly approve of the objecta of your Society, and believe that It will be prodnetive of mnch good.lam quite convinced that a better day is dawning for Quebec, and that throagh the energy and enterprise of her people, she will yet rise to her proper position as one of the first manufacturing cities of the Dominion. The bon.gentleman in the course of his remarks, also instanced a case which bad come under bis special notice during bis last attendance at Ottawa on Parliamentary business.A young man presented himself at the office of the Patent Department, holding nnder bis arm a parcel, which he nnrsed with the tenderness of a mother to its babe. This was his baby ; it was the baby of bis brain ; It had cost him years of study and toil to perfect this discovery.Upon examination, however, it tnrned ont that bis labor wao all thrown away.Tbe invention to which he looked forward to build bis fortune, had already been patented in the United Stater, and was then in common nse in Canada.Had tbe present Society been organised, this yonng man wonld not have wasted his energies and talent in perfecting a piece of mechanicism, which was well known to the world. He would bave been informed by It, that tbe patent was already out.In conclnslon, he hoped the new Society wonld prosper and become influential and beneficial in advancing the prosperity of the City of Quebec.Mr.Garnean, (Tetu A Garnean) followed. In bis opening remarks, be pointed ont by name many men in Quebec who had already led the way in establishing manufactories, and It was to be hoped they wonld soon find many followers. After a few remarks npon the general features of the subject, he said that without donbt good resnlts would follow from the present society, and that in a few years the people would feel pleased and satisfied with its operations.Mr.Withall thought Quebec had seen the lowest mark of the tide, and that there was something bright in store for the fntnre of ibis good old city.He bid always taken an Interest In her welfare, and he hoped before long to seo the thousands of young men in it provided with work In manufactories.Perseverance wss the motto which onght to guide our people in these matters. He felt, when he first entered the building, that it was a hardship to ask an old man like him, to get np so many steps to reach the room in which he was then standing, but he thought, at the same time, If he persevered in the task began he would eventually reach the top ’ of th • building, and he did.(Applause and laughter.) All difficulties were overcome by perseverance. He warned the Society against the fate which has befallen many other societies, « dying ont for want of interest.” IJa advised tbe members to meet monthly for mutual instruction and information. To read books npon subjects relating to the object of the Society, and to encourage others to enroll their names on the list of membership.By peraevereoc# then, as he had already said, Quebec wonld in the fntnre become one of the largest manu-factoring cities in the Dominion.Mr.Joseph Woodley said some people were better at preaching than practice, but he was better in practice than preaching, (laughter). The object of the Qociety, as he understood it, wfs to promote industrial pnrsnits in tho city pf 96ebac* ^ow; in order to do so, HOUSE or POMMONS, (Per People’s Telegraph !4ne.)
