infringed upon.Bat this is not all; large as are the sums asked by the Finance Minister for the en suing year, he intends soliciting a supplementary rote for the Red Hirer military expedition. The Government are in a better position than the people to judge of the strength of the rebellion, and the efforts and sacrifices Canada must make to restore law and order throughout the Territory. The despatches which Mr.Monsell, Under Secretary for the Colonies, recently sent to Ottawa must have arrived ere this, and enlightened the Cabinet as to the amount of aid England is prepared to extend to us in this business. In a few days the Red River delegates wfllptave reached the Capital, and when Ministers have obtained all tbe information procurable, Sir F.Hincks will submit his estimate of the sum considered adequate to the extraordinary services in connection with tbe North West Thus some light will be afforded, both as to the probable cost of our military venture, and the character of the difficulties we are likely to encounter.Under all the circumstances it is the duty of Parliament to prune the estimates to the utmost point consistent with the public interests. The Government have a large majority, and need not be afraid of doing what their judgments direct in this important matter. They may offend this or that member by strict economy, or resolute denial of special favours, but the bulk of the House will stand by them in making the general good their first and chief aim.And as they sometimes have tbe courage to attempt and do things of questionable propriety, let them show equal courage in the safer, wiser, the more honourable and patriotic task of guarding tbe country from the many serious evils of financial embarrassment.LATEST BY TELEGRAPH.GHAEA.T BRITAII*.Bw4g«t far creature who baa written this rhyming rubbish, and who now draws his living from the revenue of the country. The most unpleasant foot in connection whh the question of the tariff is that we came near having a considerable deficit this year, and find Hneeasaary to submit toan increase of the taxation. The addition of a mil-lion to the bardantof the people is no trifling affair, considering the uncertainty of the public mind in regard to the saffieieacy of tbe prseent and proposed souroee of revenue to provide the means which may be for carrying on the services o We know what we are called upon to bear now, but have not the remotest idea of the amount of the chargea which may be laid upon as, to meet the expenditures of anvyeer big with the promise of costly undertakings, both of a thair normal state of calm?Bat bands» this enterprise, we have to continue the roads, lately oommenosd, intended to open a passage for waggons between Thunder Bay and Fort Garry, should nothing more ssrriosahle and ambitious be attempted.Than we have to face increaa.ed expenditures upon the Intercolonial Railway, with annually augmenting charge* for the interest of the loan raised for that work.Besides, a annaber of new schemes have to be provided for, including the iiapi oremenf of esaak, and the erection of new custom bouses and post offices in various cities of the Dominion. We confess, however 'necessary some of those things are, and however wise it is to spend money on promising objecta, in oar actdal rircum-stanoss, and with our present prospects, we believe the Government should proceed very cautiously erring, if at all, on the side of economy. We see $200,000 put down for a Custom-house in Montreal, and sums of $100,000, $75,000 am so lorth, downwards, for interview with him to-day, and received from him his views on affairs at Bed River. He says tbe entire population of French and English are opposed to annexation, and in favour of connection with Canada, but they want to come into the Dominion on the same terms as the other Provinces, and not be bought and sold like wild land.At first he did all he coold to prevent insurrection, but when he coold ¦ot stop it he thought it best to go with the people, and endeavor to control them as much as possible, as he had great influence among them. All that he had done in the way of taking an active part in affairs at Red River, was sgainst the orders of his ecclesiastical superiors. He was particularly poaitive on this point. He said if a Governor was sent np there with instructions to give the people their right, as enjoyed by tbe other Provinces, there would be no further trouble.Riel, he was sure, would give up the Government and go off to the United States, and the Provisional Government would give way to a regularly organized Government, under a Governor sent from Canada. He was sure of this, for he knew that Riel would do anything that Bishop Tache wished him to do.In fact the last time that he (Bichat) had seen Riel, the latter told him that all be did was for tbe sake .of the people, and that if he was in the way of a peaceable settlement with Canada, he would leave the territory, so that the course might be open for the establishment of a Government.Father Bichat was positive in his assertion that the whole population, English and French, were in favour of Biel’s Government, os things now stood, and he added that if Major Bonlton contradicted this statement, he would be willing to be treated as a man unworthy of belief. He believes the most disastrous thing our Government could do would be to send troops to Bed River. It would only rouse the people to reeist them, and make them believe that their rights would be taken away.He believes that if an Eng lish Governor was sent out, if he were s man of tact and ability, and were accompanied by a few French Canadians, with inatructions to treat with the people (and assure them that their rights would be respected, there would be no further trouble, for the people were not opposed to annexation to Canada, provided their local rights were guaranteed to them.“Scott has been knocking Finance. Before the orders of the day were called— Mr; Mackenzie asked if it eras not high time to basé thF* report of Ctftofainsioner Smith laid on the table.Of coarse, the House was aware that indif idnal members had seen many parties from the North-West, ainoe the last conversation on the subject In the House, and that varions statements were in circulation, some of them, ^ie must aay, not very complimentary of the Government Commissioners ; but whatever course the Government might oltimatoly determine to take, he thonght it was extremely desirable that this House should be In possession of all the information that their own commisaion now returned could give them, and that this should not be pot off from day to day, merely to suit the convenience of a Commissioner, who went to visit his family. This was the excuse given by the Government for not laying information ba-fore the Honse, at an earlier day.It was quite evident that there waa extreme anxiety, and very great irritation in the public mind at present, and that the irritation and anxiety were likely to continue, and possibly to Increase, and find expression in perhaps not a very legitimate way, unless the Honse, and through tho House, the country were Informed as fully as possible of what the Government intended to do, and the atops thet had been taken by the* Commissioners.Until the report of the Commissioners was laid before tbe Honse, be did not intend to say anything that would in any way embarrass the Government, or complicate It any farther in the already complicated state of affairs, bat he did intend as soon as the House waa in possession of the papers to take some steps to bring the whole subject before the Honse.Sir John ?.Macdonald said the reason why Mr.Smith’s report was not before the House, was that Government had not yet received it.The mission waa very important and of a delicate nature, and when Mr.Smith arrived here he was asked to make hU report. He waa now baay In it« preparation. When in Red River Territory, he waa surrounded by circumstance^ of very great difficqlty, and be was obliged to ask him (Sir John) to hand him back the letters he had himself written, ( in order that he could prepare a correct re-I port.Be (Mr, Hmitb) was unable to keep, a| he thonght, inch papers about him while in the territory, He was now preparing his report, and be (Sir John) expected to receive it every hour, and as soon as it was received, it would be submitted to the House. The matter then dropped. In answer to Mr.Masspn, Sir John A.Macdonald said It was tbe Intention of the Government to ask the House to adjourn on Wednesday night, ait on Saturday, and meet Egala ou Tuesday. On motion to go into Committee of supply, Sir.A.Galt moved the motion of which he had given notice respecting the Intercolonial Railway. He argued from English precedent that this motion should not be regarded aa a motion of want of confidence, and he did not move ft as such.He then went on to «hoy fromfigures the probable cost pf thélnterpolpn-lal Railway, and to argue that it could be more efficiently and economically managed by private parties than by Government. He calculated that such a coarse woald save the country $8,090,000, He concluded by stating that if the Government would consent to enquire into this matter, in tbe way his motion indicated, he was willing to withdraw his morion.Mr.$hanly seconded the motion.Jfe said all contracts on tbe Intercolonial had failed except one.A year had been lost, and no progress made in the work.He did not blame the Commissioners, because they were obliged by the public opinion, to give contracts to the lowest tender. He believed private enterprise pould build the road at leas than 20 millions, but under government control, he was convinced it would coat mQch tern0 than that amount. If the Government were to make it known, that a subsidy would be given for the construction of the luteroolonial, and that other government railways would form a part of that subsidy, he believed offers to construct the road would be made by reliable parties who would give material guarantee that the work would be speedily completed. If such coarse acre adopted, oue-third of the cost of the Intercolonial, under Government management would be suved.Ha dld«!» W-coud thb motion, in order to emba“4>8 tna Government, or In order to eliolt an expression of want of confidence in the Government.Be had confidence in the Government, but he would have more confidence if they adopted the course he had indicated in this matter.Mr.Cameron ( Peel) contended that no case bad been made oat po lustily tha proposed Change, and that it could not be carried into effect Without the sanction of tbe Imperial Parliament.Re believed that the chnoge woqldaot effect any saving.Sir G.Cartier spoke at gomp length in defence of tbe system adopted for the construc- tion of the Intercolonial, and contrasted it favourably with the mode in which tbe Grand Trunk was built. In the case of the Grand Trunk, large contracts were given, and contractors then relet to snb-contractora, making large profita.Iu the Intercolonial, this profit was saved to the country by letting oat small contracts. He then went Into the details of the constraction of the Intercolonial, the percentage of work done on the seven contracts let in February and April, 1869, which was as follows No.1,34 89 per cent.; No.2, 18.55 p.c.; No.3, 91.02 p.c.; No.4, 14.14 p.c.; No.5, 12.26 p.c.; No.6, 9 91 p.c.: No.7, 11.80 p.c.Proper progress not having been made on sections 3 to 7, they were annulled. They will be re-let by tbe middle of May, in time for the working season of this year.Fonr more contracts would be let In a few days, covering 74 miles By the end of May tour more contracts Governing 551 miles, Including heavy bridges over tbe Rsstlgouche and Miramaohl Rivers would be let by the beginning of the roaron, there would then be 380 J miles under active construction, divided into 20 contracts, including all the heavy and difficult work throughoct the Une.There would then be only 72 miles to put under contract between Miramachl and Moncton, where the light and easy surveys are being rapidly completed, and contracte will be let daring next aammer.Quite as much work was under contractas the labor market woald stand, and great difficulties and cost woald be inoorred by attempting to harry nndaly.37i miles had been purchased fram the eastern extension, at tbe moderate cost of $24,000 mile, complete in every respect.Thirty miles of this line were now opened and running dally.Great progress had been made in the purchase of land along the lice, and that work will be completed during the present year. The main workshops for the line— have been established at Moncton, and a Urge and valuable tract of land, in a proper position, has been acquired on reasonable terms, a certain quantity of rolling stock being contracted for, and will be ready soon, as parts of tbe road require. He farther said that he believed the line would be completed from Riviere do Loop to Rlmouski by the early part of the sommer of 1871, by which a saving of 12 hours in the delivery of Inward English malls wnld be made.He considered there was nothing in the failure of some of the contractors.Probably others would do the same, and would have failed had they been working as subcontractors. The total pay meats to the 31st December, 1869, including the parchase of a line in new Brunswick, amounted to $1,439,209.He concluded by maintaining that the road was being constructed more rapidly and more economically under the direction of the Government, than oonld be expected by large contractors taking it ont of the bands of the Government. At six o’clock tha Honse rose.?After recesiÿ— .Sir Geo.E.Cartier resumed the debate-speaking in French.Mr.Holton said railways in the Maritime Provinces were more cheaply worked by the Local Govern men ta than by the Dominion Government.Mr.Tilly defended his ewn course In the matter, contending that no good reason had been shown for* abandoning the present system of constructing the Intercolonial.Offers had been made twelve months ago, for leasing; the In tercolonial by persona interested in American railways, who wished to get control of oar railway, but had been declined by the Government.Mr.Connell (New Brunswick), said parties in the United Statea were prepared to combine with capitalists of the Dominion, to carry through railways, and honorable mover and seconder knew who they were.(Cheers and laughter.) Mr.Connell then vigorously attacked tbe Finance Minlator, for increasing taxes instead of using the pruning knife •gainst employées that infested the country.(Laughter.) Sir John A.Macdonald replied at considerable length, contending that the Government were legally bonnd to carry out the work in the way It waa by Commissioners.Sir A.T.Galt’s resolution waa then put and lost.—Yeas, 40; nays, 98.The House then went into Committee of Supply.LATEST FROM HALIFAX.Halifax, N.S., April 8.—In the House today^ Mr.Landers of Annapolis, and Mr.Kid-sien, of Victoria, presented nameronaly signed petitions prajring that stops be taken to ask the British Government for release from the Confederation, and to absolve Nova Seotia from allegiance. * Mr.Murray, of Picton, introduced a reeolation to the same effect which will be discussed on Monday or Tuesday.Mr.Dickie moved bis reeolntioaa against the Dominion “National policy,” and spoke a little over half an hoar. He; urged the ta-portanco of the American market to Nova Beotia ; he quoted statistics to show the decrease of trade aince the abrogation of the Reciprocity Treaty, and delared the people aa dissatisfied with Confederation aa ever, and that unless Reciprocity fs effected the dissatisfaction will increase. He charged the Dominion with neglecting to make an effort for Reciprocity and uow It proposed retaliation just aa the United States Congress were about reducing the duty on Nova Scotia staples. The new tariff he Mid, would take more from Nova Scotia than wM.glven by the Howe arrangement.Attorney-General 'Wilkins Mid this tariff added another to the many barriers Canada had raised against Reciprocity. ZO ' Mr.Dickie again spoke urging tbe disastrous effects of the gear duty upon vessels engaged In American coal trade, as it wonld prevent a return cargo.Mr.Northnp said he neyer hoard of any efforts for Reciprocity, bnt Sir 4.T.Galt, In the House of Gommons had aald every effort bad been made.: r-.i 1 ; , ¦ - Mr.Desbrisay supported the rerolutiona and especially condemned the floor duty.Mr.Murray mid a duty of 50o.on coal wm no protection, and would not increase the quantity raised in Neva Scotia by a ton.Hon Mr.Dorion’s resolution for Reciprocity had been voted ffown ; tbps proving that proper efforts had nqt been wade.Iffr.Chamber* supported the rewlutlons.Debate adjourned. , House will likelv close next week. There was some excitement to-day about the tariff ; it hardly suits anybody. The duty of 50 per cent, a ton for coal is smaller than coal owners expected.Free Traders assert that It is no équivalent for tbe duties which are imposed on wheat, corn, flour, and salt. Some anrprlro is e^presseq at the duty bn Liverpool salt.In tbe Hopse to-day, Desbrisay, Rids ton, and Fines condemned the action of the Government in paying back the amount expended for the peoples'Relegation, in 1867.-T-•- The following lettyrç from the municipal reproaentaUaes of Falaoe Ward, were addressed to the Chronicle last evening.TO THE ELECTORS OF PALAOR WARD.While thanking the Electors of Palace Ward for their kindneM in nominating us on the 11th instant, and seeing tha undue influence and means that have been used ' against ns, we feel justified in asking all the Electors favourable to our being elected, not torroord any votes in our favour, as we have protested against tbe nomination, there being so legal voters to propose or nominate any candidate or candidates for election, and consequently no legal votes can be recorded a{ tbe present ejegtlqq.* Groasa Hall, H.B.Blasosst.Quebec, April 12th, 1870.(To the Editor of the Morning Chronicle.)
