MONDAY, MAY 6, 1872.SEE FIRST PAGE.EDITORIAL CORRESPONDENCE.Ottawa, May 4.The great bill for the ratification of the ffrwarfian clauses of tbe Reciprocity Treaty, was submitted in a speech of four hours’ length by the Premier on Friday.Deapite the disadvantage of physical weak-noie, he addressed himself courageously to the serious task, and went through it calmly and clearly, point by point, and argument by argument. He was careful and deliberate in his proceedings at first snore especially, but generally throughout with rare caution.Indeed, it was quite unusual to witness his measured style, which resembled a creeping from ¦abject to subject, and the picking of words and phrases with studied purpose, rather than that free and easy use of language, for which he is well known.Sir John’s pauses during the first hour and a half were frequent, and may have been to weakness, as well as a desire any expression calculated to arm ^a vigilant and hostile opposition. His speech was listened to with great attention, and taken by an unusually large gallery of Reporters. His review of the leading to his appointment High Commissioner, and of the at Washington, included facts, for the most part known to the public from ministerial utterances and pa-and despatches connected with treaty, previously made public. The arguments used on this occasion differed little if at all from those put forward of late by the Ministerial supporters in the press and elsewhere, in defence of the, different stipulations of the treaty, here as well as in England. Our publie men were enabled to profit by the published reflections of able thinkers, of the literary sa well as the other professors. The chief points of the speech, and those which produced most effect, belong to the international aspect of the question.Sir John dwelt upon them skilfully. In the first place, the treaty for the settlement of the Alabama alaims had faffed, after sanguine expectations on fcoth sides, and no way to a satisfactory issue as regards both nations appeared.A condition of estrangement, with almost the certainty of war between the Empire and the United States, whenever the former got into difficulty, was most unfortunate nnd perilous, particularly as far as Canada was concerned. Then a ray of hope ¦ and pleasure broke forth from Canada, a proposition for a Commission on the fish-L ery question, which was the second that endangered the present and future of tide country.Who could fail to rejoice at the prospect thus afforded the Empire of re-opening negotiations for a fair and peace? In this way Canada could Englard, while striving to establish advantageous relations with the Then England honored with a voice in the Com* first assuring her anxious that no disposition of her fishery and other rights would be made without her oouaent. The Government claim e-i credit for securing the placing of those rights beyond the region of the haze and doubt creased by the ever growing American pretentions upon a plain and eolid basis of * strict definition and international acknowledgment. This is a gain of no mean value, for it cannot hereafter be denied, explained sway, or dis-: regarded. If the law of nations is to receive any respect, «our rights and posi-tion are secured from future trespass. After mature deliberation and unanimous •conclusion ofhis colleagues, that it would he neither respectful to England nor Judicious to Canada to refuse the offer the Premier, he resolved to go the Commission. He found at happily, as well on pert of Britain’s representatives, a and earnest desire for a fair and satisfactory solution of all the between the two powers, the first and chiefest gains of the the acknowledgment of sovereignty of the fisheries the three-mile limit.Generally Commissioners backed up John’s views of the Canadian rights.and notably in the Fenian declined to go to far. They cer-manifested a most accommodating being anxious for a settlement, even xae sacrifice of other things r __feeling, and when England’s in- terest in dispelling the danger so long Cferhanging her from the side of America, 'xsre&cted upon, it is not surprising.Affr JFoblt's reference to Ru»La's dismay v—cbeeppointment at the sudden proof peaoA between both Anglo-Saxon naturally enough at any Other foes of the Empire were hopeful of a Continuance of her and danger. Then came confer-teéuiting in the present clauses Canada. The British aide subtar pretensions, evidence and ex-•nd urged our demands, in with success, and in the capital ; the humiliation of France through a series of crushing defeats, ending with the siege and capitulation of her proud and gay metropolis ; the oxpulUon of the Burbons from the Spanish throne, and the substitution for them of a scion of the meet liberal among royal houses ; the virtual absorption of the kingdoms of Saxony, Württemberg, Bavaria, with Baden, Heeee, the Haase Towns, Ac., under the headsldp of Prussia, Into the triumphant and powerful empire of Germany ; and the arming of Russia, to reassert her preponderance In the councils of Europe, or to prosecute her often postponed but never relinquished designs on the great city founded by Constantine and the vast but decaying anarchical dominion of the Sultan, all combine to Invest with profound interest the ever-changing phases 6f our tiding» from the Old World. The Tribun*, through trusted correspondents stationed at all points in Europe where great movements are in progress or Imminent, aims to present a complete and Instructive panorama of events on that continent, and to mirror and prolonged struggle between middle-age Feudalism and Eocleslaa-tlclsm on the one hand and Nineteenth-Century skepticism and secular
