Titre :
Morning chronicle and commercial and shipping gazette
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

and of the Cklseoa’ Committee Messri.Bourget, Mc William, Beaubien and Laagloie. The Mayor and Ooonciilora Chambers and ?allerand were present in their ex-oficio capacity ; and both the City Auditors and the Auditors of the Citisens’ Committee were in attendance.Dnrtog the meeting Alderman Henchey and Councillor Woods made their appearance, jbot took no part in the proceedings.A number of citisens were also present. The meeting was called to order by the Chairman at S o’clock, after which the salantes of the previous meeting were read bv the Clerk and cot hr mad.The Mayor asked if the Chairman had heard any complaints from the Auditors appointed by the cltiams, that they did not receive all the assistance from the o ty officials wh»ch they coold drslre. The Mayor said that he was induced to aak this question, aa Lt Ctmritr, 11 an article published to-day, said that the CUiaens, Committee did not receive proper aadatance from the Committee appointed by the Council. He was very glad to meet the gentlemen forming this Committee, as he thought that if the members of the Oonnoli bad not given all the assistance In their power, the Citisens' Committee would have remonstrated with the Chairman.Ha thought they had, perhaps, better not take further notice of tbe article in question, which, if true, Iwoold be oserions charge to The Cbairman said that no such com.plaints had been made to him.Mr.Oliver, on the part of the Auditors appointed by the city, disclaimed any knowledge cl the paragraph in question, and said that they had received every assistance trom the officials that they could expect or desire. The Mayor said that in view of the cir-cumstaaoes, he thought It was unjust that mtay each reports should have been circa- The Chairman then read a report from the City Auditors, In which they reported the progress they had made since their previous rsnort was submitted.Mr.Oliver then read the financial statement accompanying the report, which gives In detail the appropriations for seme time past, together with references to the Acta authorising such appropriations. A aether statem nt gives the cash balances on band at intervals of oue month, from the first of January, 1876, to the first of January, 1878, as shown by the Tress iter's cash book By this account it appeared that on the first of May, 1877, there was $57,000 on hand, though the bank account was overdrawn. An average of $68.000, cash on hand, per month, was then shown for the iw.lre months previous to January 1, (877.Still another statement was produced, but not read because of its length, showing the deposits in the bank, sud the checks drawn since the first of March, 1877.The Mayor asked some questions concerning the report just read, to which Mr.Odvtr made the necessary explanations. The Mayor said that the debentures issued by the city ware In such a complicated eondltloa that, probably, no one was Utter informed than Mr.Dorioo, Mr.Ballisirge, the legal adviser of tbe city and, perhaps, Mr.Caanoo.He said, too, that lu a matter of this kind, Mr.Baillairge would willingly give Mr Oliver any information concerning them that might be desired. .Councillor B rousseau desired to be Informed concerning the issne of some particalar booV, and the required information was given by Mr.Oliver.After some discussion by Councillors Brout-seau and Talliere, and Mr.Langlois, Tbe Mayor suggested that Mr.Oliver maet Mr Oorlon and prepare a report concerning the debentures of the city.Mr.Beaobleo spokest considérable length, after which Councillor Brousseau spoke iu reply.Tbe Msyor then zoee and said that if be bwi understood Mr.Beaubien rightly, be had intimated that he doubted the sincerity of the gentlemen who had moved and seconded the reaoloUou forming this Committee, in the absence of Mr.Hearn, who move-1 the resolution, and Mr.Woods, who seconded it, he (the Mayor) would take the opportunity of saying that no one could have been more sincere than those gentlemen. The Mayor farther assured Mr.Bean bien, that every member of the Council was anxious to have the blame in this difficulty fixed upon the right shoulders, and if desired they would say what they knew shoot the m-itter under oath.(Cries of hear I hear l from a member present.; The Mayor then said further that ha had seen it stated in some newspaper, and Mr.Bean bien bad made the same remark, that the city of Quebec had endeavored and failed to obtain a loaa of £36,-OOO in London He (the Mayor) would remark in explanation, that the reason they coold not obtain such a loan was because tbe amount sought was too small, but if a ’a ger sum hsd been required it could have been easily obtained. In reply to further remarks by Mr.Beau-bien, the Mayor explained tbat if any reports damaging to the city of Quebec were to get •brand in Londoa, it would probably bave tbe effect ci lowering the price of Quebec securities in the Loudon market. For this reason he had hoped that the news of the City, Trea- aorar’edifficulty, would not be enown until this half year’s interest on the bonds had been paid.Concerning a motion made by a member to adjourn until some future day, the Chair' man urged that time was of considerable im poxtanci, and as the Legislature was now lu ssaMsa it was desirable to proceed with' tbe bnslneag aa rapidly as consistent with real progress. He also added tbat he did not wish to be aadoratood aa dictating to tbe Committee la regard to this matter. After some further disc union, It was moved by Mr.Beauhieo and seconded by Councillor Vel Hero, that this meeting stand ad-joumed until Monday evening next, at 7.30 o'clock—Carried. The Committee then adjourned at ».30 p.m.in her own interest, but most consider tbo arrangementj at Keztnlik, as far as they mty modify the present treaties or toacb Austrian interests, as not tailing within the right of Turkey until new arrangements been made with the signatory powers of the Treaty of Paris. The Nett Frte Pretu says Andrsssy has taken steps to bring about the j dot action of Europe to prevent a prejudicial policy ou the part of Russia. This agrees with the Austrian policy foreshadowed in the despatch from a well informed Vienna correspondent of the Tinut.Losoox, Jan.31—In the House of Lords, Lord Derby sail he bad uo information concerning the armistice ; he had just seen tbe Russian ambassador snd be had none.Lord Derby saw a confidential communication from Prince Gortschakoff to Count Sctaou-valoff, saying he was at a loss to exp'ain tbe delay.Certainly Turkey waq equally unaware of the cause. He said no proposition has been made by Russia tbat diplomatic saoctisu should be given to the occupation of Constantinople, and no proposal had bt-ea made for a Joint occupation.Atbxxs, January 31.—Tbe secret sitting of the Deputies yesterday was very important.Tbe Preml-r submitted the Ministerial programme ; be said If it was accepted, the Ministers of Finance, War and Marine would submit extraordinary estimates ; the Premier recommended the Chamber to continue its deliberations to-day ; he said if there was no quorum present he soonld regard it as a vote of want of confidence and resign.Twenty-tour Communes in the districts of Voio, Thessaly, have formed a provisional Government.Buchaebst, Januirf 31.—In yesterday‘s sitting of tbe Depnties, the Government was interpellated cooceru:ng tbe military réquisitions and Irregularities of the railway traffic. The President of the Ministerial Council said he wished these evi's were the only ones the coontry hal to endnre. The Minister of Foreign Affairs stated the Government would perhaps receive information on Thursday of the conditions of peace ; Bon.Mr.ANGERfi was glad tbat the Opj posttiou leader bad drawn attention to this letter of Gene.-al Seymour, which, however, he (Ur.Angers) had not seen.He could only ascribe tbe reflections made, as tbe leader of tbe Opposition bod stated, on tbe Quebec Legislature, to bave been oc castomd by the proceedings on tbe other side of the line respecting tbe election of Pre*l dent No one, to whatever party bo belonged, would believe that matter* were carried on in Canada or under (he British flag as they appeared to be under Ibe fitaiç and fitripts.Us endorsed tbe remarks of the leader of tbe Opposition in ao far a* they concerned' the integrity of tbj Legislature. But the House should reflect before summon lug the writer to appear before a Committee. It woald be giving an undue importance to tbe improper reflections he bad mode on tbe Legislature of Quebec. He did uot view tbis question a* a number ot Ibe Government or ot tbe Conservative party, bat ai a member of tbe House representing a country which hod never disgraced itself ss a British subject, and taking tbis position be did not think tbe first man who cboao to go into print and cast reflections on tbe Legislature and on the officers of tho Honse, should be allowed to come before a Committee to satisfy, be did not know, wbat object, wbat spite, what disappointment that may bare prompted bis coarse. If soy reflection bs cast upon tbo representatives or officers of tbe Proviace.let these officers be called beior* a Committee, let tbe Hon.Ur.Irvine as Commissioner, the Hon.Ur.Uaibiot os President, and Benator Ghinic as member of tbe Commission, be summoned to state whether what they hive said the policy of the Government was not a good one.He bad a right to that opinion, but tbat opinion did not necessarily call for an investigation.Wore they to bring to account every writer who chooee to differ from the Government or to reflect on tho legislature, to give those writers the honor of repeating before a Committee of the House what they had stated in print 7 That would be ridiculous. But it bod been sail General Seymour bad stated bis reputation was in danger becanse tho Government hod bod tbe audacity to choose what they conaideud tho best line. The Government bod names worth tbat of General Seymour.Call in General Seymour and Messrs.Light und Fleming woald also detnind an opportunity to refute General Seymour’s views. The speaker went 00 to declare there was no question of privilege ; the motion had not stated »o.A question of piivllege mast contain an allegation. There was nothing in the letter Inciiminating any one in particular. It was a simple attack on tbe Government, which General Seymour, In common with every other individual, bad a perfect right to make.Tbe motion of the hoo.member for Lotbinere would establish a precedent by which every writer wbo chose to villily tbe Government, or tbe Legislature world have an opportunity of airing bis opinions before a Committee of tbo House and there obtain for them an undue importance.Tbe speaker further argued tbat tbe motion was out of order, os it bad not been presented In proper shape. The motion was eventually dropped. The House then went again into Committee on the Railway Resolutions,—Ur.Mathieu in the chair.A long and deeultoiy discussion followed, in the coarse of which, In reply to an allusion of Ur.Alleyn,— Mr.JOLY stated that la presenting tho petition asking for the sabstitution of Administrators 01 Commisaiouers to tbe pree*nt Corporation of Quebec, be bad acted aimply os any other member of the House would do aud actually almost did daily. He had been aimply tbe inetrueneut to convey tbe document regularly into the posBesstun of tbe lioaso. He was in no way responsible for its contents^ and, In this case, be was directly opposed to them.Ueseis.Uatcband, July, Rinfret, Alleyn, Angers and fihebyn chieffy carried on the debate, which, at six o'clock, when the House rose, was upon an amendment to tho resolutions pn posed by Ur.Joly, looking tu ibe seltlemeutuf difficullioain tbe financial question by som'Pary process before tbe fiupciior Conrt, in default oi an amicable anderaiaud-ing being come to between tbe Government aid tbe municipality concerned—tbe mover objecting to the Government being judge and party In their own cate.Hon.Ur.Angers stonily resisted this cbqnge as calculated to defeat the entire object of the measure. At six o’clock, when the Honse rose, tbe Attorney-General was still speaking on tbe qaeition.A4'IBE MOIS*.The following bills pasted the stage of tbelr second reading • Respecting tbe Mutual Fire Insurance Company of the coanties of (Jhambly, Laval and Jacques-Cartier —Ur.Prefontaine.To define and regulate the limits of certain municipalities and parishes in the coanties of Nicolet, Artbabaska and Drummond, aad to laclnde In the county of Nicolet, tbe portions of each municipalities and parishes not now Included therein.—Ur.Hondo (Nicolet.) ef tho Brandon National Bank, has been removed from ofiPe on account, it is generally believed, of a deficit in tho fonds of the institution to the amount of some 370,000.The directors kept the matter quiet for several days, bat the fasts have come oat, and it will be shown that the fault, if fault there be, is to be laid as mack at the door of the President and other officers as at tha cashier’s, J.H.Batchelder, a timber merchant in Mii-dlebnry, has just failed, his liabilities amounting to somewhat over 3100,000.He has been one of the mort prominent customer* of the bank, and even within two weeks he has had discoonts made for him by the directors- It seems that Batchelder ha* been in the habit of drawing on partie* through the bank, several of whom were la no way indebted to him.Basjom, thinking the paper good, at first would honor the draft, and when it matured It had to be renewed. This was repeated several times, and still the b nk * dicers allowed the paper to pass current.President Conant frequently ordered all paper to be shown him before it was discounted, bst when Basoom complied with this order he would complain of the trouble anl order the cashier to use his own judgment.Neither the president nor directors ever ref a-#4 the accommodation given by Mr.Basoom, and now that the bank has suffered a considerable loss they try, it is said, to shift the blame to his shoulders. They have hinted that Baseom osed he funds of tho institution for his own private ueos but investigation f o far fails to reveal irregularity whatever on his part- But it doe* decidedly show reekleroneas on the part of the directors. They have attached Batehelder’e property.Whether they can reeover any material portion of the lessee sustained cannot be decided at the present stage of the proceeding*.F.E.Briggs, the new cashier, with some others, is making an examination for the purpose of finding out whether Basoom was faithful to all his trust* and to the Interests of the bank. The affair causes a good d-al of talk in this city aad neighboring towns, bat th* prevailing sent -meot is in favo of the late eashier. There is a belief that a rhange in the management of the bank may result from the revelations that have com* to light.______________ dxecntloa by impalement.ONE HORRIBLE METHOD OF ADMINISTERING JUSTICE IN JAPAN.[From the Uornet Annual.} One morning while 1 was at Yokohama I wa* inforsntd that a criminal wa* about to be publicly put to death, an i the morbid cariosity which ha* more or lew a stronghold opon most of os Indaced me to aaliy forth aad witness the execotioo. This is what 1 ¦aw.When I reached the place appointed for carrying into effect the capital sentence, Mm) unfortunate convLt, a fine-looking Japanese, in the prime of youth and strength, was standing under a huge post in the middle of a little posse of guarde. The post had a cros^-piece.Nearly nude, he was standing eroct, but as motionless as a statute, while his fearless hot dreamy eyes gaaed straight into the distance before him, as if he was looking at some far-off object loomlog upon a horizon visible only to his abstracted vtaion. There waa no token of terror In his determined face, no sign of shrinking in his quiescent but teasel j strung body.Presently there we* a movement among tbe little Anot of those surrounding him.His Jailers moved aside and there strode into the circle a gaunt, repnlsive-looking native, clad from head to foot in a dresa of dingy yellow. The executioner—for It was he—was accompanied by a couple of assistants, who carried some half down long, round bamboo rods, about a couple of fingers thick at their largest end, aad tapering to half that else at tne other, which was sharply pointed.'The rods were laid upon tne ground, and the trinity of death «lapped hold of the living statue before them.In a trice the human effigy, who no attempt at reetetanoe, and who, agony ?” “Oh, yes,” I wss told, •• all la over. The criminal is finished with.He will die presently—in an hour, two hours, or, as he seems very strong, perhaps not till nightfall; bat nobody will touch Urn aay more. The bamboos will be lelt in him, and when he ia quite exhausted be will expire.” I could bear no mere.I was powerless to interfere, but, sick at heart, I turned on my heel, loathing the barbarcus cruelty I hact just witnessed, and cursing the damnable civilisation that permitted it.I learned afterwards that the unfortunate wretch had lingered ten long hours bsfore Death (which In Japan would seem as brutal ai Justice) remembered and released to him.His slow dtath Is accounted for by the fact that a Japanese executioner is carefnlly taught to avoid the vital organs of the crimL nal he has to impale. The more slowly the victim expires, the greater the reputation of hie batcher. * denes, Ancient ignorance and Erron,, Meanc of Cure, Cure nf Body and Mind.True Principles of Treatment,
