Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. ; but, upon sober second thought, the consideration has come to most thinking minds that the city is being called upon now to pay altogether more than it is justified in paying consistently with the safety of its own interests and a due regard for its obligations and those of tbe Government.We do not want it to be understood that we doubt for an instant the safety of the city\u2019s interests in the hands of so thoroughly honorable a man as Hr.Joly, but we feel that, now as formerly, the righteous impression prevails that a bar gain is a bargain, as much between a city and a Government, os between man and man and that to make it one-sided is to reverse the accepted order of things.We are perfectly satisfied that the Premier is neither wilfully attempting to do this, nor has he looked at the question in this light.We believe that he has simply been guided by the data handed down to him by his predecessors in regard to the amount of work done on the road, with out for a moment taking into account, after payment of the half-million asked, the sum already paid and the award of the Palais property, that we shall have discharged about $800,000 of pur obligations, and that the insufficient sum of $200,000 will only then remain in our hands of our subscription to guarantee the performance by the Province of those of its local obligations which are deemed, and deservedly so, the most important\u2014 the erection of the workshops ; the pur.\u2022hase of the right of way ; the extension of the line to deep water, and the indemnification of proprietors in Prince Edward street On the ground that eighty per cent, of the work on the entire line has been executed, the Premier claims eighty per cent, of our million dollars, allowing us, it is true, for what we have already paid and the Palais award, and giving os a tangible end gratifying proof of his good faith in the acquisition of the woodyard for the sUe of the work-abops ; but, on tbe other hand, the rate payers object tbst, though Montreal only subscribed a similar sum, it has not only a^s road in complete running order to Hall, bat it hss been granted far superior terminal buildings and is endeavoring to control to its exclusive advantage our section of the line to which it contribut.\u2022d nothing, while as yet Quebec, though it should pay the $800,000 in contrast with Montreal\u2019s $340,000, has got westward communication no farther than Three Rivers and is obliged to put up arcb'tecturaliy with a very inferior terminus sad a considerable amount of uncertainty as to the date of the erection of the workshops and the extension of the line to deep water.Of course, Mr.Joly\u2019s Government are not to blame for this state of things, and w-\u2019 perfectly understand the pecuniary and other diifi cullies which surround tbe question, but under the circumstances, the manifest injustice of asking Quebec to hand over eighty per cent of its million, while Montreal and other munic f alities more largely advantaged are allowed for the nonce to go comparatively scot free, must strike \u2022o dear and right minded a man as the Premier as forcibly as it strikes every one in this city.We are willing th it \u2022very facility should be extended to carry this Provincial work to completion.We know the almost unheard of obstacles which have been overcome by the in domüable energy of the contractor, Mr.McGreevy, and the innumerable vexations and anxieties which have perplexed and would bave disgusted any man of surprising tact, courage and perseverance., That there are many more of eoch in store for him cannot be doubted before he completes so arduous an undertaking, and it is unquestionably the duty of tbe Province, the press and the public, to lend him the fullest moral and ma-teml support to lighten his burthqn and amooth his path to eventual success in a matter which concerns them all so deeply.Upon tbe Government, however, this important duty mainly devolves, and if they will only formulate their demand upon a fair and reasonable basis and upon « principle of even-handed justice to all, wa venture to say that Quebec will not be found wanting in coming to their \u2022mists nee with its share of the general contribution.We by no means agree with all tbe conditions precedent and reaecem laid down by our correspondents \u2022Property-Holders.\u201d We simply wish to exact our bond, which is explicit enough and one of its principal conditions is that \u2022ur debentures should be handed over to the Government pro rata to the amount of work done and should w* bear interest until the road to in complete working order} and until *11 the buildings are finished and the contractor hands over the job to his principal, we do not consider that such a -state of things will have been reached.Am for the character of the buildings and dim arrangements at the Palais, the De terests are yet awaiting payment.Of course, this does not mean that the road is for eighty per cent, in running order, and, as railroads are not built and polished off, so to say, mile by mile, no contract for tbeir construction ever contemplates that they should, and no contractor either would undertake them upon such an obviously absnrd and losing principle, so that it would be manifestly unfair to^ question the accuracy of the report of so thoroughly honest, able and experienced an engineer as Mr.Light as to the extent of work performed or to refuse payment therefor, through the Government, to the contractor.The difficulty, however, is to establish what portion of this eighty percent, we should pay pending the satisfaction towards us of the conditions respecting the workshops and the extension to deep water.For our own part, we think, perhaps, that satisfaction might be given all round, if tbe actual or approximate cost of these improvements coufti be ascertained, and the same or a reasonable proportion of it retained in hand for the present, paying over the balance to the Government.We simply throw out the suggestion.A better mode of satisfactory under»landing^ however, may be recommended ; but we are free to say that there most be a certain measure of confidenoe and concession on both sides with a view to the early success of the undertaking.In the advent to power of the Joly Government, the prospective abolition of an incapable Railway Commission, the energy and efficiency of so eminent a man as Mr.Walter Shanly in the position of General Superintendent, the engineering abilities of Mr.Light, and the past record of Mr.Thos.McGreevy, the public has the best guarantees for the completion of the works, and, while no concession that is not consistent with our interests or advantageous to the great project upon which we found our hopes should be made, no unreasonable objection should be raised or factious opposition offered to embarrass the Government or repudiate a single iota of our obligations.A filibustering contest of five days\u2019 duration in the American House of Representatives has just ended in a victory for the Democrats, who have earned Mr.Potter\u2019s resolution for an investigation into the alleged frauds in Florida and Louisiana.The Republicans fought hard to get other States included, but were beaten, and now it remains to be seen what use the Democrats will make of their victory.President Hayes must sit rather uneasily in bis seat th-se days, with the prospect before him of having his title to it formally called in question.At the same time, only childish simplicity could believe that the frauds were all on one side, or that the Democratic hand had lost its cunning in manufacturing votes.However, the Democrats have scored an important point in their favor by getting the investigation limited to the States mentioned.\u2022use it for a receptacle of rubbish, for pasturage, for a riding ground, or may feel inclined to dig holes and plant unsightly posts all over it.That such unpardonable liberties siiould be allowea to be taken with this or any other public property is reallv very unfortunate, and im- the sug gestion herein contained to the newly-elected City Council, confident that the carrying out of such a scheme will be found a popular undertaking with tbe rate-payers and property-holders of tbe city.We trust that one of the members for St.Louis Ward will take tbe matter in hand, and earn the gratitude of the oitisens by ensuring the conversion of the ground now used by crowds of boys,
