political economy, has been gMJcmg a characteristic and able speech on the relations of landlord and tenant, hg Liverpool. The subject is one of un* usual interest at this time, it embraces several issues of great moment and con* oero, and the utterances of a liberal* minded and largely interested statesman iHre the Easl of Debbt will be well received by the mass of the population, who have many common interests' with film His Lordship has the agricnltural interests of England at heart, he has apept many valuable years of bis life in •tadying the subject, in trying to better Ike existing order of things, and in Slaking himself familiar with the different aspects which the question may be made 4o assume under difierent auspices. The result of that examination he h&s lately given in bis remarks before the Lan-sas hire Farmers’ Club—an influential body by the way, and embracing a class Of men who will scarcely tarn a deaf ear to the advice tendered to them from such Usoarceof authority as Lord Dbrsy— sad the English newspapers have nothing bat praise to bestow on the practical and character of the observation^ made on the occasion. The noble Earl * at great length, we are told, the present state of the agricultural resources of the country, and his own interest as a landlord and a farmer sons trained him to investigate the matter With the utmost care and fulness. It k a fact patent to everybody that the conditions of the owner Of the land and the farmer who brings rtehness ont of it, is not a very prosperous one for either party at present.Agriculture has been carried to the very highest state of perfection and all that ku been found to be realizable ont of the ground has certainly been obtained. In his Lordship’s opinion, the demands Of the fandlords have not been exorbitant, many owners being quite satisfied with 2£ per .cent on the value of their property. The tenants are honest, thrifty and disposed to work with the greatest vigour and economise with the utmost rigidity, bat despite all their efforts in this direction, it has been found that many are unable to make both ends meet, and neither tenant nor landlord is making any money out of his respective matures. The recent development of ttw American trade and the sharp com* petition in produce had done much to L the prices down, and the prospect .f| *| seems to afford no inspiriting sag.gestion ’•f ide* that the future will be any the lea* ih*n ifc “ now* A remedy for ^ de' manded some .«conraging impetus is «.Ml to .MOW .>• 0f unhappy condition ox tfcu***.It»»™» the recopOTtiTO powoiS of (ireat Britain .re enonnotu.and her agricultural re •oorces are so great that none need rmliy despair altogether of the futuref but when men like the Eakl of Dirbt miret the sturdy farmer on his own ground and tell that fanning does not pay, and that there is no benefit derivable out of tilling the soil for either land* lord or tenant, it is high time certainly, something should be done to bring about a more prosperous feeling in the •omasunity which employs such an enormous industrial population, and in which so many fortunes are locked up.His Lordship recommends lower taxa* lion as the sovereign remedy which is to check this growing evil, and avert the calamity which is crippling the monied men of the country and causing distress in so many quarters.Loan Dsrbt, how* «ver, is true to his instincts, and to have a fling at the Ministry, which he left a few months ago in disgust, he advises the fermers to oppose by all legitimate means “the government which engages in expensive and needless foreign wars, the cost of which in the ultimate would fall, go a great extent, upon the agricultural t1l—— ” “Nevertheless,” he continues in a sort of spasmodic outburst, which sounds like one of his old speeches, “the interests of England in her colonies and other should be carefully protected advanced, and expenditures for theee purposes, if prudently made, would he found to be seed sown in good ground.” The question is certainly de-•erving of the greatest consideration by the British farmer. It is a problem in which the Canada agriculturist will also god much food for thought.the bouville élection. The Montreal WiUuu of the 19th iayg a_“Ihe Conservative member J^jjertrand, by ft majority of !«, the appears lo mdioate a very strong and growing feeling in fever of the Joly Government. To outward appearance at least there was little room for personal references between tbe candidates, olta were French C inadian lawyers, and neither of them residents of the oounty. So far as we are aware, no exception could be taken to either o -ndid&te personally, and it is not charged that improper outside influences have been brought to bear in favor of either side.Tbe coniest seems, so far as reported, to bave been solely on the political issues that are involved in the choice of a candidate at this time. That the demand tor the dismissU of the Lieutenant-Governor takes a leading place among these issues was distinctly assumed by the QtuctU, which accused the Witnesa of giving a piece of news on that vubject with a view to influence the election, and th n proceeded to furnish the public with telegrams in a contrary sense. It is well that tbe issue decided at this election sbouldT have been thus definitely understood beforehand, as the decision of Bou ville enables Mr.Joly to meet tbe Legislature to-day with a dear majority of two, independent of the Speaker • vote. There is every reason from these elections to conclude that Mr.Joly’s m.ij >rity in the country is much greater tbsn it is iu the House, and those who BSr.a Sporting; News, aacaosaa.Niw Yobs, June 21—The delegates from thu lacrosse clubs throughout the United States last evening formed a national organisation. It was resolved to call the organization the United States L*crovso Amateur Association.Herman Oellschs was elected President. The long anticipated match between the independent and Lone Star Lacrosse teams, for the championship of this city, Is to take place on the Thistle Lacrosse grounds on the THE ZULU WAK.The cable has anticipated the major part of the war news which is contained m the late English papers received by Saturday’s mail. But some few items culled from the letters of the special correspondents who are with the forces, have escaped (he vigilance of the telegraphers, and from these we learn that more hopefulness prevails, and a larger degree of confidence is felt in the situation of affairs as at present constituted. The well-informed and able correspondent of the London Daily News sends to his paper some very cheering and important tidings regarding the wonderful efficiency of the division under command of Uekeral Wood. This column consists of some fifteen hundred mem and though the smallest of the three divisions which comprise the army of invasion, it is by all odds the beat drilled corps in the country, and the most perfect in organization and discip* line. The soldiers have the utmost confidence in their commander, and a tine spirit ot chivalry exists between officers and men.Lord Cuf.i.msford recently visited Kambula Camp on a tour of inspection, and he was amazed and delighted at the efficiency and zeal displayed by the sea soned veterans.A false alarm was given to test the discipline and skill of the soldiery in the face of an unexpected attack from the enemy.‘‘Nothing,” adds the correspondent in describing this circumstance, “could surpass the ease and smoothness with which the machine worked, the intelligent knowledge of their duties shewn by the men, their good understanding with their officers, the entire absence of friction and confusion when they responded to the sudden summons of the bugle.” The whole thing was the work of but two minutes after the alarm sounded. In two minutes the tents were struck, and every man was up, eager and in hii place inside the laager, with his breech-loader ready to fire on the advancing enemy. In the event of a night attack three minutes are allowed the soldiers to get into their places, and in all the experiments which have been made this was found entirely adequate. The men have proved themselves to be very alert and active, and so great is their ethoency that considerably less than three minutes are required to place the camp into a posture of com plele readiness to meet the attack of the foe. This column, we learn, has been the longest in the field, having been put in working order in January when hostilities commenced, and though at first composed of raw material, it holds the first place now for skill, ability and knowledge of the tactics of wsr as practised in Zulu land.Hitherto, Qexerax Wood’s division has been used throughout the war as Hying column, but in future it will act as a constant advance guard on the line of invasion,—a change of base which commented upon favorably by the cor respondent whose letter we have quoted This has been so far settled, but tbe date of the real forward movement has not been decided upon yet.On this point the writer says :— ‘•fhe change of final base from the Doom berg to Conference-hill, a change whica in no wise contributes towards an advance, must prolong by at least two days the period of delay, and every day brings us nearer tbe time when, according to universal testimony, tbe withering and burning of the gross render impossible the maintenance of the oxeu on which we must rely mainly for the hauling of our transport.Farther, there must be taken Into consideration tbe abzndonmsnt of the original intention to ent adrift from a base and invade Zaluland with all oar belongings and supplies concentrated into one convoy, of which tbe invading army was to be tbe escort.Tbe abandonment of this pr oject, it is trne, may Jexpedite the com meocament of the advance, since the alternative plan will for the moment at least demand a smaller amount of transport. But this alternative, which consists of advancing step by step and tbe construction of a fort and a depot at each step, runs tbe risk of cutting them to pieces en route, as surely as the original scheme threatened to do before the commencement of the operations. In the successive depot system, however, there will be this unquestionable advantage—that solicitude for the subsistence of tbe troops on the reinro march from Uiundi will be in great measure relieved. With due diligence, and with judicious allocation of transport in the form of relays, the intermediate depots ought to be well filled op In time to meet tbe exigencies of the return march.” The letter concludes with these words : ‘•At the present writing all the%vidence of the Intended concentration at Conference-hill consist of a train of 100 wagons, which reach ed that spot on Saturday last under the escort of the 90tb Regiment. There have yet to reach the point of concentration the whole of the remainder of Newdegate’s column for Dundee, with all the regimental and supply transports. When Wood’s force John Gene-ral Newdegate forces, it will of course pass into the divisional command of the latter, and Wood will no longer occupy tbe inde’ pendant position his opacity for which he has so fully vindicated. He will no longer be in a position to bring Into useful operation his experience of South A ft icon warfare and bis exceptional military capacity ; bat it occurs to me as a very important question whether these qualifications might not ks utilised to higher advantage by his appoint ment to tbe position as cnief of the staff to Lord Chelmsford.Such an appointment might Indeed carry with it some personal disadvantage to Wood, who wonld of coarse cease to be a brigadier-general, and return to the position of colonel. But in an emergency like the present all public-spirited men would surely ba wilting to subordinate private consideration to the public good, and cannot think that Evelyn Wood would heal-tete at any sacrifice with each an end in view.In conclusion, 1 think it more than probable that tbe brigade which has been asked for in reinforcement will arrive in ample time to take a share in active opera tions.” MANITOBA AGAIN.The last news anent the crisis in Manitoba is contained in the following official correspondence. Our readers will observe that Iubutexamt • Governor Cap-chon’s action has compelled Mr.Premier Nobquay to back down from his proposal that the Government as at present constituted, (three instead of five members forming the Executive) be allowed to carry on the business of Constitution,” declares that “under no circumstances” could he accede to such a proposition.Mr.NoRqcAY accepted the situation like a sensible man, despite his majority, and submits for
