country, and it was * determined to ask Congress to assist the matter.The navigation laws made it possible to sell ships.The question to consider, then, resolved itself into this most the trade continue to be dene by foreigners, or will such legislation be adopted as will enable the present ship- owning communities of the United States, to retain what they now have and .in future add tioned to amend the law relating admeasurement ot vessels, so that the accommodation for officers and crew shall be exempt from measurement, or only i such space as is available for cargo be measured.The adoption of this would secure to vessels the saving of tonnage dues, light and harbour dues, wharfage and various other obatves, which American oralts are compelled to pay now, on their excess of tonnage.In the West India trade, vessels pay tl.35 tonnage dues per ton on their registered to inage, in the Cuba and Hayti trade $1.50 per ton, and \u2018\u2018even on ibis excess,\u201d said Mr.Burtt, \u201cIt is quite a serious matter on vessels madng from four to five voyages per year to those islands.As the law now stands our Qovernment allows the space occupied by water cloeets and galley exempt from admeasurement, measuring everything else.\u201d The New York Herald thus epitomises the remainder of the proceedings of the Convention :\u2014 \u2018\u2022For the purpose of stimulating the growth of our present small body of American seamen and to find employment lor many of the idle young men of our country, Charles Lawrence, of Philadelphia, ottered a resolution that ihe Convention ask Congress to piss such Laws as will compel all masters of Amen oan vessels to take apprentices on their espective vesse's in number in a cord-tnce with tue tonnage of the vessels, ^apiain Ambrose Snow, ol New York, submitted the following plan of changes in the laws ot the United Slates The removal of all tix or duty on the materials entering into the construction of vessels ;
