proceed to business at once, and to have aa little delay as possible in the transaction of public affairs.Both side» appear to favor this view, and we should like to see the idea of a short Mmai\u2014 carried out.The Lieutenant-Gov-smor\u2019s speech is rather meagre as regards actual work to be done, though in a general way it touches upon a good many sub-jects, each of which, we presume, will occupy a share of attention during the sea-aon.There is one question, however, which is not referred to in the message, but which we feel will come up for discussion si no distant date.It is true His Honor tells the assembled wisdom of the Province that a statement of the receipts from the railway built by Quebec will be submitted, and that that statement is satisfactory.There is no mention made of leasing that road, though it is no ascret that up to a very recent date, such a scheme was In progress, and *W knowledge of the fact was very widespread.Mr.Chaplrau, we believe, has abandoned that idea at the very last moment He probably has good reasons for this change of opinion.Referring to this notion of leasinar the line, it rfeems to us thft* if the Government could make a satisfactory arrangement with a syndicate composed of good men,\u2014men of ample means prepared to hand over large and suitable security, it would be a step of the most judicious character.It is not wise for any Government to own and run railroads, as h*» been proved time and again.There is too much room always jobbery, and there is much in the system which savors too strongly of, corruption and dishonesty, for it to be employed with any safety or decency by a Government as a Government The Q.M.0.& O.Railway is an enterprise of ?ery great magnitude, and far too gigantic for a Province like Quebec to manage aa an instrument of business.It is our great-sst and most important asset.In it are centered the thrift and enterprise and prestige of the Province.When completed its total cost will be in the near neighborhood of $13,000,000, or $40,000 per mile.Up to the 30thof June,1880,10^ millions of dsllars were paid for the building of this concern.The annual interest at five per cent, which this Province has to pay on $13,000,000 amounts to the large sum of $650,000.W e do not yet know what the earnings of the road have been since the two divisions were amalgamated, but the last published accounts show that the nett earnings of the Western division during the first year under Government management were equal to about $700 per mile.Since then the traffic of the road has been immensely increased, and the result should be much more satisfactory.Assuming therefore for the sake of argument, that the earnings were no greater, the nett profit for the year would be, at the rate of 324\tmiles at $700 per mile, the snug figure of $226,800.\tIn leasing or \u2014tiling the road to men of capital, the Government should be mindful of these facts.Indeed, it would be policy for them to go even further.It would be their duty clearly, to be guided by the experience of other roads in Canada which do a \u2014milar business.They ought to consider also, in any bargain which they might make, the future prospects which the railway would have in the way of increased traffic when western connections are made.Until these connections are made, the Brockville and Ottawa\u2014a parallel road through the Sault district \u2014 should he a fair basis of comparison or for the same purpose, the Northern of Toronto might be employed.But after the Sault Ste.Marie road is built the Q.M.0.& O.road should do as good a business as the Grand Trunk.Indeed everything tends to produce that result.The latest returns from the lines named show these figures :\u2014 Miles Receipts Nett per M Brockville\t$\t$\t$ & Ottawa 86\t210,211\t21,085 1,060 Northern.167\t734,231\t301,050 1,800 G.Trunk.1,066 9,588,281 2,832,607 2,660 On the basis of the first mentioned road, our Provincial railway, should be capable of earning $343,000 nett per annum, which at 6 per cent would represent a value of $6,860,000 ; or on the basis of the Northern, the figures would be $583,200 per year, equal to $11,644,000.On the basis of the Grand Trunk our line should earn $861,840 per annum, equal to $17,236,000.These figures are exceedingly suggestive, \u2022n/A their importance should in no wise be overlooked or forgotten in any business engagement which the Government migh*\u2019 he disposed to embark in.From the above statements, it will be seen that offers from men of straw or shallow adventurers should not be entertained for a single moment Our representatives in Parliament and in the Government should guard with a jealous eye the interests which are centred in this road.It might be a good plan if an arrangement could be made with the same syndicate which is to build the Canada Pacific.It is composed of strong capitalists, men who are capable of carrying out to the very letter, any engagements into which they may enter.It would be a good stroke of policy if these capitalists, or others of like calibre and means could be induced to take the road off our hands.Whoever does so, however, should be compelled to deposit at least one million of dollars ss security.Good men would not object to do this, while straw men would be driven away at the bare suggestion of such a commerce is becoming more and more flourishing, our manufactories are increasing in numbers ; agriculture, owing chiefly to the generous encouragement which you have given to it, is now taking that place which it should occupy in developing the resources of the country.In the great movement which is making of this Dominion a new nation, the Province of Quebec should perform its part with firmness, courage and ability.Our progress is already very marked ; Lojtdoït, April 28.\u2014In the House of Commons this evening, Mr.Mannera (Conservative) gave notice of an amendment, that the House, while anxious to maintain Lister customs and other analogous customs, and to remedy and improve the defects in the Land Act of 1870, is disposed to aid such remedy in the development of the industrial reeonrcee of the country rather than by a bill which confuses without settling on a permanent basis the relations of landlord and tenant.Sir Chas.Dilke said the Government had not participated in the communications exchanged among other Governments with various results touching the right of asylum and extradition of political offenders.The Commons to-night resumed the debate on the Pill The discussion was uneventful.\t.Mr.Stewart withdrew his motion that no measure would be complete which ignored the farm labourers.IRISH TROUBLES.Recommendations of the Bishops The Land Bill\u2014More Law* lessness\u2014Arrests in Cork, &c.(Per Montreal Line.) TORONTO.Legislative Jottings.Tobonto, April 28.\u2014There are at present 279 prisoners in the Central Prison, being about 70 less than during the same period last year.The warden attributes this to the improved times in the United States.A company has been projected in Toronto for the purpose of making bleached and textile fabrics.The intention is to commence business with a thousand looms, which will give employment to abont 1,200 hands.The capital wül be $1,000,000, in 40,000 shares of $25 each.It is expected that part of the stock will be taken up in England by thoee furnishing the machinery.The site will probably be in the Wests End.The share-books will be opened in a day or two at the office of Mr.C.J.Campbell.The Minister of Militia will reach Toronto next week to remain a few days.It is understood that he will be entertained by the officers of the garrison.Two old men, named McKenny and Hamilton, have lived together for some time in Baird\u2019s Lane.To-night McKenny publications with which Mr.Fields was connected may be mentioned the North American Review ; the Atlantic Monthly, which was purchased by Ticknor A Fields in 1859, when Mr.Fields became its editor, assisted at first by Mr.H.M.Ticknor, and subsequently br Mr.W.D.Howells.In 1865 Ouv Young Folk* was established by Ticknor 4 Fields, and was very successful.Every Saturday was another high class literary venture.The connection of the firm and of Mr.Fields personally with foreign authors was notable.Mr.Fields\u2019 first visit to Europe, in 1847, resulted in the publication of De Quincey\u2019s works, of which no collection had been made in England.De Quincey gave the firm exclusive rights in America, and the American edition, with a few changes, became the standard in England.Thackeray and Dickens also made the firm their publishers in ths country.Among the names of foreign authors whose works have been published by the firm are Tennyson, Barry Cornwall, Charles Rcade, William Howitt, Lord Houghton, Charles Kingsley, Mayne Reid, the Brownings, and later came the names of Mrs.Jameson, Henry Kingsley, Phillip Janies Bailey, Thomas Hughes, Owen Meredith, Matthew English Poetry, from Chaucer to the Present Time.\u201d Mr.fields was an enthusiastic friend of English literature and has done a great work in promoting its study in this country, having given the greater part of the time to lecturing on the subject since his retirement from business in 1870.He has refused three calls to fill college professorships of English literature and rhetoric, bnt nis name appears in the list of the faculty of the Boston University.Mr.Fields was a member of the Saturday Club and of the Union Club, and for many years a prominent member of the Mercantile wife, who was reading to him and Mrs.Thaxter, Mrs, Lodge and one or two other friends.While thus engaged she noticed a change passing over her husband\u2019s face, and he cmietly passed away without a struggle.Mr.Fields was born at Portsmouth, N.H., Dec.31, 1817, and was therefore in the 64th year of his age, After an education in the public schools of his native city, he came to Boston at the age of 14 and became a clerk in the book-store of Carter 4 Hendee.At the age of 18 he delivered the anniversary poem before the Boston Mercantile Literary Association, Edward Everett being the orator of the occasion.Twelve years later he read a poem before the same society, when Daniel Webster delivered an oration.Soon after reaching his majority he became a partner in the bookselling firm of Ticknor, Reed 4 Fields, which in 1844 became Ticknor 4 Fields.This bouse rapidly took the leading position among American publishers, and its success WM largely due to the fine literary judgment and
