which the war with Spain cost the United States, only 454 were sacrificed in actual lighting is the most serious indictment that has yet been made of the administration of the War Department at Washington.If the truth could be got at it would be clear that most of the loss of life was due to official incapacity.The failure to make proper provision for the eare of the troops in health and sickness must be directly re sponsible for the sacrifice of at least two or three thousand lives.Disclosures already made indicate that the war was taken advantage of by politicians to -get contracts with the American Government at figures for which no adequate return was given.Food which was unfit for consumption was the daily portion of the troops, and the most ordinary remedies were not ohtainabfp, The re sult is the large death roll which is now announced.It is not surprising that under these circumstances the Imumunes, which were ‘counted upon to go to the help of General Otis at Manilla, have declined to do any mors service.Those who fight a country’s battles should be protected from therenemy at home as it is more fatal than the enemy in action.A Daily Recipe, BUTTER 120 was asked, but buyers went down to 110, No sales were reported.Dominion Coal, common, was strong at 46, and preferred at 120.The mining securities also shared in the prevailing conditions with the ex< ception of Montreal and London, which sold at 76 cents.Payne was one cent weaker, and War Eagle was only considered worth $38.35 this morning, but no sales were reported at those figures.CLOSING TRANSACTIONS.market generally worked fractionally lower to-day for the railway list, with most activity in the special ties, which on the whole were well supported.Tobacco was a feature with a rise of six points net.American Steel and Wire and the Iron and Steel shares generally were conspicuously strong in the forenoon, but later lost ground.American Steel and Wire preferred went up two points in anticipation of a dividend, which subsequently developed, and the stock eased off on realizations.Metropolitan Street Railway showed alternate strength and weakness, while Third Avenue was decid edly feverish and they ended with a loas of 113 points each.Talk of rate cutting among the local gas companies brought liquidation in Consolidated Gas, which ended with a loss of three points.The clming prices at the Stock Exchange were as follows :— “je = 2 STOCKS.4 | 8 LE] American Cotton Oil.American Tobnecc American Tobacco Co, pr Amésican Sugar pid.American Spirits.American Spirits péd.0h Atchison, T.& Sante Fe sll 2 Atchison, T.& Santa Fe pé 6 Baltimore & Ubis.a.Bay State Gan, .;
