which a compromise will be jrossiile.Tioth are now agreed that the ninety-nine years’ concession of the through trade of the Intercolonial to the Urund Trunk has to be abandoned.Dut in providing for the abrogation of the clause after notice the Government proposes that the entire traffic agree ment, under which the Grand Trunk surrenders its east bound husiness at Montreal shall go with it.Sir Mackenzie Bowell holds that this cor cession on thepart of the Grand Trunk to the Intercolonial oupht to be retained, although the reciprocal privileges are cancelied. In other words the agreement, ns the Semite is prepared to ratify it, will provide that for the term of the Jease the Grand Trunk shall transfer ull its eastbound through trafBc to the Intercolonial at Montreal, whereas it will be optional with the Oovern-’ ment to give its west hound froight to the Grand Trunk. This may seem to be a one-sided proposition, but it is, however, what Mr.Blair clniwed for the agreement last vear.Tle declared in the investigatory committee that this was the effect of the understanding.Mr.Wainwright, who was present, confirmed his statement, and added that the cn cession added greatly to the value of the agreement to the country. The Senate now proposes that in (bis respect the original understanding shall be adhered to, and that an admitted advantage shall be retained. It is fair to assume that the Government is ansous to make as good a bargain for the country as ispossinle. That teing the case it has reason to feel grateful to the Senate not only because it is eliminating the bad features of the contract, put s insisting upon the retention of thcse that are likely to prove of advantage to Canada.THE BICYOLE BY-LAW.Most of the provisions oi the proposed bicycle by-law will commend themselves to the public, and to the devotees of the wheel. It is right and proper that the sidewalks should be reserved for pedestrians, and that bicyclists should be confined to the roads. The practice of carrying a child on a bicycle in front of the rider is so dangerous that as a measure of safety it should be jro- hibited. That scorching is an evil “| sverxbody—is agreed, and that coast- Sng ought not to be tolerated will hardly be disputed. The compulsory use of bells and lights is the most radical proposal contained in the bylaw.A cautious cyclist will not travel"without a bell or a lamp after darË, and perhaps it is as well to require that every precaution be taken which may prevent accidents. But the clause in the by-law requiring wheelers to souml a gong when nearing a street or turning a corner is open to objection, firstly because it wiil be a dead letter, and secondly because if enforced riding would become a nuisance. In many cities where this plan of warning the publie by means of a bell whenever a bicyclist approaches or passes a cross ing, has Deen tried, it has heen abandoned for that reason. It causes noise and confusion without any compensatory advantages, for the chances are filty to one that the man who tries to dodge a whee!, of the approach of which he has been warned by a bell, will go precisely in the direction he ought not to go.As the pedestrian has the right of way over a vehicle, it is the duty of the bicyclists to steer clear of all obstructions. The mere ringing of a bell cannot relicve the wheeler of responsibility, nor does it tell the unwary which way to turn to avoid danger. The bicycle by-law is in the main commendable, but ought to pass in such a shape that its provisions will he enforced, and not add ‘to the confusion of crowded streets.THE MACHINE IN POLITICS.The Federal Government has been well advised in promptly conceding an inquiry into the alleged election frauds in Brockville and West Huron. It has been evident for the last year or two that a wave of unusual political depravity has been passing over Ontario in consequence of the life and death struggle of the Hardy Ansministration. There have been the plainest indications of orgatized corruption, and now it is charged that the machine that is buying constituencies for the Hardy Government lus lately heen utilized in the recent Fe deral by-elections.The whole matter is to be the sub‘ect of a Vurliamentary inquiry. The Toronto Globe points out that ueither party can claim to he free from the jre- valent malady, but maintafns that it is not countenanced or encouraged by the leaders on either side.It is not to be supposed that it is with the knowledge and consent of the leaders that ballot hoxes 3 TRY THE LAF] ARE blame. The machine exists for the spoils.Fo long as these are distributed to law breakers, it will be im possible to secure honest clections.—— rer The man who ‘buys a machine,’ political or otherwise, is likely to entangle himself in the cogs and get hurt. The West Elgin machine is no exception. It there be anything in the state ment of the Montreal Star that the famous Carranza letter was u forgery, it will be time for the American papers to cease harping on the Dreyfus case and turn their cyes toward home.A number af British officers have sailed for South Africa for the purpose of organizing the local forces on the frontiers.President kruger may find himself in an ugly position if he persists in his oppression of the Utlanders.Majuba Hill rankles in the breast of the Englishman.S——— .A TRAGEDY.She passed me in the crowded squore, And on her little face forlorn I caught a glimmer of despair Her childish brow had never worn.Yet as
