Chaflee’s despatch to the War Department con veyed the most ~ satisfactory evidence that the commanders had thoroughly agreed in advance upon à plan of action and that there is every indication that this plan has been followed, as General Chafiee on Friday sent the cable saying that an attack upon the Chinese at Pieisang would be made on Sunday, the day when Admiral Re ney aud'the press correspundeols say the fighting occurred.The miost poi- tive addition to the news of the day wag the brief line from the Assoctated Press correspondent at Tien Tein, saying that that the 91h and i4th try, Reillvs Batlerv and the Marines were in the bottle of Peitsang.Infan-: it ist HOW THE FORCES WERE D AT PEITSANG.+++".British, Americans and Japanese on the Right, Russiang on the Left.+++." flank, while the Russians and French operuted togetbèr on tbe opposite side of the river against the enemy's left.This may indicate the line of cleavage among the allies.It is also exceeding: ly significant that General Chafee does not mention the German force at all.The War Department officials do notte lieve that this could have teen due to an oversignt on his part, if it was arranged that they were to participate in the movement.It threrefore seems likely that the Germans were not en raged at Peileang.It is thought possible that they may be acting inde pendent.! races.In 1898, another Canadian yacht, The Dominion, accomplished the same feat.Last year the Americans did better, leading with the Constance in two races, but Glencaim MI proved a winner in three contests, and sustained the yachting supremacy of Canada.Still more decisive and conclusive has teen the defeat of 1900, when tbe American yacht Minnesota entirely failed to score, and the Red Coat come when it is possible to have within the hounds of the Empire a new step taken which will give to the colonics in England a preference for their products over the products of other mations.What will be the possibilities of such a step it it was taken?We sell our goods in England.We send ur wheat products, but there we have to compete with similar products from the United States, from Russia and from uther nations.Just ste what a great advantage it would te to Canada if the wheat, cheese and ‘butter which we would send to England should be met in England with a meference over similar products of other nations.The possibilities are immense.” AN Canadians will agree wilh Sir Wilfrid that the possibilities of an Imperial preference are indeed immense.To be fair to the present views of the Premier, fl must be conceded that since he made that statement lie hax changed his attitude, but the people have not.They still have sufficient faith in the immense possibilities of à British preference to strive lo realize them.A DISFRANCHISED DISTRICT.It has been difficult to understand why the Government, which is so anx- lous to enfranchise the Doukhobors and the Gallicians, even before (hey have got over the effects of their long sen voyage, should have refused representa tion in Parliament to thousands of Canadians who are in the Yukon Tertitoty.‘This circumstance is explained, however, by a writer in the Dawson News, who sav :='"To-day there is Plenty of Money in Dawson for investment, but it is being held.Why ?Be cause when men fear and mistrust the Government they will not inyest, but when confidence is restored they will i lease their hoarded capital and invest in all kinds of mining and other industrial enterprises, which will reach labour and give it employment.God koows how earnestly 1 wish for this, and hope to see it consummated.” The sum total is that 4he Yukon mintrs know too much about the wav the af- airs of the district have battle of Sundaytonfirms the despatches received at the Navy Department vesterday and also the press despatches received to-day concerning the atlack on tts Chinese at Pietsang.General Chafiee’s des patch, dated Friday, was not sent from Che Foo until today, an inexplanable delay.The most interesting featur: of the despatch is the information regarding the positions of the Chinese army and the fact that the advance upon Pekin is made by two columns, one on each side of the Pei River.It is evi- .4 ee = ~~ OFFICIAL REPORT OF GEN.CHAFFE HOTTY dent that a thorough reconnaissance of the Chinese position had been made that the international column did not blunder upon an entrenchod position of the enemy.According to the War De partment map the town of Pietsang covers both sides of the river, but the main portion of it is on the left side, where the Japanese, the English and the American forces bad arranged, according to General Chafire’s despatch, to attack the enemy in flank, TI left of the Chinese on the other side of the river was partially protected by flooded ground and able for that reason.The Russian and the French forces were to attack the enemy's left on the right bank of the river tvtween the river and the rail road.General Charfee's despatch also shows (hat the present objective point of the column is Yang Tsun, a town fifteen miles bevond Pestsane.Once én possession of this point, the interuational force would have both the railroad and river in its rear for keeping open communication with Tien Tsin.It naturally would become the advance base from Which the operation: on Pekin could be projected.The Chinese evidently are muh impressed with the strategic advantages of Yang Tsun, as the enemy is reported 30,000 strong at he crossing of the road over the Pei River.‘The general feeling at the War De partment is that unless the Chinese Generals have teen completely demoralized bv the Peitsang attack ther: ie very sevrre fighting ahead for the international forces.and that the ground will be disputed all the wav to Pekin.9080000000000000000000 08000000080 00000000808 A Failing Memory 1s One Symptom of Low Vitality and Waning Nerve Power The other day at the Westminster, England, county court a warrant for the arrest and cominittal of a.policitag had to be extended for fowl! months more, as, though tho solicitor was walking ybout the ftreets in the sight vi the police, they dared not lay a finger on him.Even the judge seemed surprised that tio man could not be arrested, for, as he carries g charm on his person in the form of a brief, his body cannot be seized.This is lo cause no one engaged on business at a law court can be arrested for any breach of the civil law.If you happen to owe a debt, to have a judge ment delivered against you and to be committed to prison for not paying, of course you can be arrested under ordinary circumstances, but’ if you are subpoenacd as a witness you cannot be arrested while going to the place, while staying there to give evidence, or while returning home, and you may feel sure thut the courts will stick up rested under any circumstances.Servant of the Royal household also have great privileges in this way.Should or: of the Royal servants commit a crime at the command of the Crown he could not be arrested.As the Crown can do no wrong, of course any order the Crown should give would be considercd right, and bby would not dare to make an arrest.‘The members of Parliament, though they can bn arrested for some things, are exempt in cèrlain cases where ordinary citizens would certainly be run in.If a member of the House of Common: commits a crime he can be arrested like any other citizen, but if it is a case of contempt of court, such as not paying debts, he can snap his fingers at the police during the greater part of the year—that is to say, he cannot be arrested while Parliament is sitting wor for forty days before and forty days after the session.This fives him exemption during about vine-tenths of the year.Of course a peer enjoys the same good fortune, and so does a peeress in her own right.But in their case the privilege is still greater, for they cannot be arrested on a civil process at any time, whether Parliament is sitting or not.In fact if the heir to a peerage happens to be in prison for any offence not criminal, he is liberat- a the moment he succeeds to the title.Foreign ambassadors may commit any offence, from drunkness up to murder, without running the slightest risk of szeing the inside of an English Prison.Aud not only have the ambassadors themselves (his privilege, but thelr secretaries, coachmen, cooks, valets, etc., are equally favored individuals, for the theory is that an ambassador is useless without his dinner, his drives, his shaves, and the like.When an ambassador commits a crime, all that can be done is to ask his Government to recall him.But, of course, if he went about the streets knocking imany people down he would certainly.be arrested and held temporarily.But he could not be tried and unished.The foreign ambassador's ouse, family and servants are looked upon as if they were in their own country.Under no cireumstances could a policeman br bailiff break into the liouse or arrest any of the inhabitants.Soldiers, while on service, could run up delits, refuse to pay, and if a judge after ordering them to pay, without result, issued a warrant for their arrest and committal, no policeman dare execute it unless the amount were over $150.Navy men enjoy the same privileges, but no doubt they seldom get the opportunity of ex:rcising them.The clergy .re another class of men who are sometimes secure inst arrest.À clergvman cannot be arrested when be is celebrating Divine service, or conducting the celebration of rites for the dead; nor can he he touched when going to or returning from either of these duti:s.Anyone breaking the law in’ this respect might be punished with as much as 1 years’ imprisonment with hard labor.On Sundays we are all privileged.No one can Îs: arrested on Sumdav except for treaxon or felony or breach of {he peace.If any one tries it on with Jou you can resist up to the point of illing him.: A curious rule in connection with arrest Is not generally known—if a policeman somes along after a fight or an assault, he can make no arrest without a warrant.pe Ce IN THE OLD DAYS.The (ireek ruler called a subotdinale."Where is this man 7 he inquired."Striking a lyre,” responded the sut- ordinate.“Is he doing right, your highness 7 “Iv all depends on the spelling of the word.If it is l-v-r-e, he is indolent ;
