Li Hung Chang's intended movements.The Times has an interesling despatch from Pekin, dated Sept.4.which says in part : Russia has decided to withdraw her legations from Pekin, leaving a purely military command.An official announcement of this is expect- od today.The other powers will also presumably withdraw their Jegations, leaving Pekin under the military control of the célies during the winter at least.At a meeting of the gene- raie, the Russian commander announced that Russia would maintain 15,000 troops during the winter.The German commander said that Germany would | keep the same number, and the Japa- \u2018nese commander announced that Japan would have 22,000.| The British general was not in a position to make an announcement.There is every indication, however, that Lord TWENTY-ONE RELATIVES.Houston, Texas, Sepi.13.\u2014 B.Fron, à lumber dealer of Stowell, Chambers County, says that the relief party which went from Stowell to Bolivar reported to him that there were over 1000) dead bodies on the beach at Bolivar.in East Bay, and in sight of the salt marches which line the bav.The party succeeded in burv- ing only\u2019 forty.The others are lying in the water and on land, mixed with carcakses of animals and all decomposing in the lieat and giving forth a stench which is horrible.Many of these bodies were cvidently swept acrgss the bav from Galveston.Others are of people who have lived at Holivar, It will be uecessary to collect the corpses and burn thom to prevent the outbreak of an epidemic.A PITIABLE SCENE.Houston is now the haven of may unfortunate people of Galveston.Trains ve aircads brought in tetween 500 and 1000 of the survivors, and à moi- ly crowd they are.Mep baredieaded barefonied, coatless, with swelled fect and bruised and blackened bodies and heads were .numerous.Women of wealth and refinement hatless, shoeless gowns in shreds, were among the refugees.Sometimes there would te a man, wife and child, or two, but such cases were rare, nearly all those who came in having suffered the loss of one or more members of their family.WOULD MOVE THE HARDEST HEART.Never were there so many, sad hearts Men bereft of their wives and children, women widowed, children parentiess, il was enough to touch the stoniest heart.Although a week ago these peo ple had happy homes amd are now homeless and penniless, they bore up bravely.Their faces were drawn from mental as well as physical anguish, hut there was no whimpering, no complaining.Everything for their comfort and welfare is being done.Many of the refugees had tasted little or no food since Saturday.IMPOSSIBLE TO DESCRIBE.Austin, Texas, Sept.13.\u2014 Ex-State Senator Wortham, who went to Galveston as the special aide to Adjutant- Gconeral Scourry to investigate the conditions there, has returned home.His report, which deals at great length with the awful conditions of affairs, the sickening scenes of death and desolation, says : \"The situation at Galveston Leggars description.I am convinced that the cily is practically wrecked for all time to come.Fully 75 per cent.of the business portion of the town is irreparably wrecked and the same percentage of damage is to be found in the zesident district.\u2018The islaod, when 1 left it yesterday, was surrounded by a sickening odor that boded ill for the future.AN AWFUL WORK.Galveston Texas, Sept.12, 8 pm, via Flouston, Texas, midnight \u2014Ffforis were made this afternoon to pick up the dead bodies that had floated in with the tide after having once been cast into the sca.This was awful work, and few men were found suf- ciently strong of nerves to continue at the work more than thirty minutes at a time.All the bodies are badly decomposed, swollen tn enormous proportions, and of so dark a hue that it 1x impossible to tell except by the hair when any hair is visible whether they are those of whites or negroes.Every cflort is teing made td induce people to leave Galveston and no one, no matter what his hus.ness, unless he in in direct charge of a relief train, can gain admitiance to the place.Il will be at least a week before there is full and free communication.CLOTHING ANB
