Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. follows: St.John, Island of Orleans, January 11th, 1901.We, undersigned.have discussed winter navigation prospects and alter having taken ail opinions into consideration, we came to the following conclusion : Firstly\u2014There is a possibility of coming to Quebec during winter, but, with more or less difficulties at certain times and subject to delays of several days from time to time.Second.\u2014On condition that steamers will be built strong enough to stand the pressure, and powerful enough to go through the ice, helped by ice crushing steamers, when, in the former part of the winter the river is much covered with ice.Later om, when opposite Sault of the Chaudiere the ice bridge is formed, the river opposite Quebec and vicinity being almost clear of ice, access would be easier and ice crushing steamers very seldom .Third\u2014As we said above, ice crushing steamers wouldn't be needed all the time, but it will be of great importance to have them for steamers\u2019 security.Fourth\u2014We consider the worst weather to be from the middle of December until the middle of February.Although there are several consecutive days of fine weather, when steamers could come up to Quebec as easy 8 in the beginning of December and later on in March and April.Fifth\u2014=Yes, we would br'ng steamers up to Quebec during winter if they would be purposely built for the traf- SKixth\u2014In the Quebec harbor it will be of an absolute necessity lo 1he Louise basin free of ice, s0 as to allow steamers to go in and to move about anv time.Certainly, if the south channel is pre ferred, the erection of another block in the Traverse is needed.The widening of the narrows at Crane Island, with the erection of a block on the west end of Beaujeu bank will also be] necessary.But when caught in a snowstorm or in a fog once above the Traverse, it would be very risky work to keep on, being unable to use the lead properly.Ax we consider the anchorage of steamers an impossibility, we believe this difficulyy would te removed by the erection of blocks of a circular form, having di water all around, vshere steamers could be moor ed and shifted around with the tide.It is difficult to determine the exact places they should be built, but we think that one could be built between the east end of Beaujeu bank and Goose Island reefs; another one somewhere at Grosse Isle or Reaux Island.With time it will be found if more are needed.It is our opinion that the north channel, right through between Traverse Split and Brule bank, is preferable.At Eboulements the river is mostly clear of ice, and from there up to Traverse Split also, especially when the ice bridge is formed between the west end of Orleans Island and the north shore, meking a barrier for drift ice through that channel known under the name of \u201cOrleans channel.\u201d \u2018The narrow passage between Traverse Split and Brule bank dredged and widened, a block erected on the Traverse Spit, north east end,
