Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. to explain their side] of the question.The deputation, which consisted of Messrs.H.H.Melville and V.Chateauvert, Vice-Presidents; D.B.Hanna, E.Ling, Directors, and Mr.Gorrier.In introducing the deputation the Chairman of the Committes remarked that he understood that they wished to discuss the question of taxes due to the city by their Company.Mr.Melville\u2014Yes, that is our ct in coming here this evening.Hon.Mr.Parent\u2014The Corporation ve an account of taxes against the Great Northern on its offices and elevator amounting to 813,097, and the Committee was anxious to krow why lt was not paid.reply Mr.Ling read the following memorial ;\u2014 On the 23rd November, 1699, the Great Northern Railway of Canada made application letter addressed te the Honorable, Mayor of the ity, for exemption from taxation, on account of the construction of a gram slevator, which was to be of a caps: city of one million bushels and to cost] $200,900.00.The reasons for asking swoh exemption were :\u2014 1st.The advantage accruing to the citizens of Quebec hy the employing of citisens and the money tn be expend- el for material required to construct the elevator.nd.The frade which wou'd come to thea port of Quebec hy rail and steamer on account of the elevator be- located m Quebec.: ough several precodents were cited of other citien having given bonuses ranging from $50,000.00 to $35.000.00, ob- in & fon to exemption from taxation, upder similar conditions, this Company did not ask a bonus.but contented iteelf with an application for exemption from taxation and » right to comatruct and operate a track through St.Andrew street.The officers of this Company were promised exemption from taxes and also the right to conntruct a line through: St.Andrew atreet, | provided power to do so wan nhtrined hy the City Council from the Provincial Le gislature.; On December lat, 1800.at a meeting of the City Counri t ty , - olution \u201c was accordingly ax fallows :\u2014 COIEF PORT OF TNE DOMINION, sion to obtaiu poser to grant ex- smption of all taxos, except water rates aud school tax, to the grain elevator to be built by the Great Northern Railway Company, provided that the uaid clevator be completed before the first of May, 190).And that permission be granted to the said Railway Cowpany to lay rails va St.Andrew street as prayed for, provided that the said track may be used jointly by the Great Northern sud Lake St.John Railway Compenies.\u201d A certified copy of said resolution was delivered to this Company.Subsequent thereto, un: Act 63 Victoria, chapter 47, section 5, of the Province of Quebec, provision was \u201c| made av follows :\u2014 Should the Great Northern Rails way Company or any other Company build à grain elevator in the city of Quebec, the city may exempt such Company \u2018rom municipal texes in respect of auch elevator far a period flat exceeding ten years, but such exemption shall not apply to the water tax nur to the schoo! reconstruction of the bridge was finished on the 27th of June.The time during which this bridge was down was of cours a Joan of time to us wo far an through freight was concerned, as during that time the latter portion of last year's wheat aud grain crop wax being exported, which we lost, with the exception of such grnin an wo canned to be brought down here by other roads and by water, to the
