Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

tha: working classes, taking nothing out of ibelr pockets that he doss not return with interest, ars ita most noteworthy features. It is so presented that it entirely rebute the most effective arguments of the opponents of the preference po- licy—namely, that it is a tax on food.Tt does not mean the imposition of additional taxation on food or food products, but a readjustment of the tasation already enforced. That is bow Mr.Chamberlain pre- nenta the case; that is how he asks that it shall be regarded. So far as Canada is concerned the proposal cannot be regarded otherwise than in the most favorable light.A preference of six cents-a bushel in the British market, for Canadian grain will assure her of a permanent market lor her staple export product, véhich indeed she is assured of now so long as the grain maintains ita quality; and will enable her to get « higher price for the produet than is porsible under existing conditions.Auntralia will benefit greatly by the preference extended to food products und colonial wines.Xr.Chamberlain asks for nothing from the colonies in return for the advantages he would give, saying merely that he believes the colonies will treat generously any offer that Great Britain may make.As to what Canade may give in return, it is unnecessary to speculate until Great Britain has expressed her- sell upon Mr.Chamberlain's policy.— the standpoint of the British masses. The overmea peoples who have largely regarded Britain in the broad sense an a free trade country no doubt learn with an enlightened islormation that she has a substantial tariff for revenue and will wonder that it has not occurred to ber statesstien before to readjust that tariff so as to bring St.Lawrence route, and to contemplate improvements thereto necessitating a fing which every good Liberal abhors, expenditure on a large scale. The creation of two new harbors, one a tidal! port, and the ‘other a harbor of refuge to be equipped with the wrecking plant taken from Quebec, and the provision of a $20,00 breakwater for the hundred and twenty-five denizens of Kast Bonaventure, show that the Government is prepared to act liberally, and give rise to great hopes for the future.Sir Wilfrid Laurier's vison of docks and wharves extending all down the St.Lawrence from Montreal to Quebec has not, indeed, been realized as yet, though some slight commencement has been made on the other side of the river at Sorel, but below this city we may expect to mee every little river village provided with its own breakwater, that is, of course, in the constituencies that return (lovernment supporters; Rimouski will have large sums expended on it to make it a tidal har bor, an all the year round terminus, (who knows?) for the Fast Service, when we get it, and a means of support for the Intercolonial, which would otherwise be starved out by the Grand ‘Trunk [Pacific extension from Quebec to Moncton, when it ie built; while Seven Ilslandw—what tongue shall tell the future glories of Seven Islamis that has already got $25,000 for a whari, and $640,000 (or a railway, with the prospective pro- mine of Quebec's wrecking plant ?All this building.up of ports and harbors, big and little, along = the Lower St.Lawrence from Rimouski to Bonaventure Fast, is very encouraging, but we may be excused for thinking that our representatives might have got a share of the good things going for Quebec. As it is, sho seems to be getling more of the kicks than the balf-pence.Not thet we would wish to appear ungrateful; we have not been neglected, wo grant, hut the blessings of the little tinigerds at Ottawa are terrestrial, and not aquatic. The Government has built up our land industries by making the Cove Fields over to Bir Charles Rosa, in order that he may arm the whole Dominion force with hia rifle; it repairs our fortification walls, which are about es uneful an so much brown paper, since there is a gun mounted on them that cofild reply to a second rate cruiscr eight miles off; it has gives ua the Plains of Abraham, whercon to plant à few trees for the benefit of dircas companies, and to dump a few loads of stone for LU benefit of our carters; it has not been unmindiul of the Drill Hall, which.is now the only space available about better resulta other than the mere collection of pounds.shiflings and pence.Chamberlain says to the artisans, Let me shift the taxes from your tea and sugar unto your bread and it will place in my hands possibilities you have not dreamed of, while it costs you nothing—will even save you money. To the manufacturer he says, 1 will protect you frah outside competition in the home market and will use the power you place in my hand as an open-sesame to markets now closed against you.And to cap it all he will increase the revente to such an extent as to substantislly remit domestic taxation. If hix policy does not appeal to the British people it would seern to ba a case of whom the gods would destroy they first make mad.The Glasgow meeting was a splendid indication of sanity, and the oversea people will watch with hope and confidence the progress of Mr.Chamberlain in the task which he has 0 heroically undertaken and which no other man in Britain today is no capable of cartying out.He is the man for the hour and the hour is here.—~Ottawa Citizen— Mr.Chamberlain has spoken. And his speech is very satisfactory. His proposal is to put a duty of hall a dollar a quarter upon foreign wheat, and admit colonial wheat five, and the sume with flour. He would put 5 per cent.duty on foreign meat and dairy produce, admitting the colonial | product free, and he would give the colonies a substantial preference on wines and fruit. To square the British treasury he would remit three quarters of the duty on tem half the duty on sugar, with corresponding reductions on cocoa and coffee. He figures that these changes would slightly cheapen the tene of millions of public money alias taxes to railway promoters, but the theoretical opposition is considered to be harmless politically, while the practical political gain is considered to be large opportunity to come and preach in St.Peter's Church, a congregation which had not ouly raised the amount for the work in the West which it had pledged to, wt had dou bled it.Bishop Grisdale said he had been on the plains for thirty years— twenty two of them in Winnipep—and he had seen during that poriod a wonderful church development. He had seen the one great diocess of Rupeet's Land divided into nine dioceses, He bad been called to be the third Bishop of the Diocese of Qu'Appetlo. The diocere was only nineteen years old; it had been only about twonty years xince the first settlers churches were served by thirty clergymen. There had been a, wonderful influx of settlers in the last two years They came from Kugland, Eastern Canada and the United States. There was a groat work ahead, the Bishop said, and as Inst meeting of the Church's Mission; ary Society at Toronto had lightened the minds of the missionaries in re gard to funds for carrying on the work, the greatest need was now sanctified men, who were willing to rough it.The Bishop cited as an example a Sunday which he had apent with one of his missionaries just before he left for the Fast, and told of his driving fifty miles between morning and night in order to hold three services. The young men of the Church were wanted to go out and work and the Bishop reked for the prayers of his hearers that more laborers might office them: selves. When he looked back upon his experience in the West it appeared like a romance. He contrasted the a - rance of Winnipeg when be first landed there, and the conditions which now
