Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. pulsary gymnastic course and so marked has ita success been that it will be expanded next year.The course at Penn was largely experimental for tho first year, for the last ear was not only the first that the Duaker institution ever enjoyed the privile; of a gymnasium, but nothing had ever done to make gymnastics compulsory.Additional interest was lent to the experiment by the fact that Pennsylvania was the only large university of the East that ever conducted such an experiment on so extensive a scale.Some of the smaller colleges had previously established compulsory gymnastics, but none of the big universities with their thousands of students had found it practicable, Some of the testa which the director, Dr.BR.Tait McKenzie, made dur ing the year were of the greatest interest.Using 1,000 undergraduates for experimental purposes, he found that 84 of them physical defects of the kind which could be cured or remedied by proper mnastio exercise, This number did not include those who had defective eyesight, which was about 35 per cent.of the entire atu- dent body.The defects represented by the 594 included flat chests, weak lungs, diseased hearts, uneven shoulders, hernia and curvature of the spine, Of these 369 were found to have flat thests and uneven shoulders.Next came 217 with flat feet and 84 with curvature of the spine.When these students were first examined, the resulta were carefully tabulated and filed away, there being separate cards for every student.Tha undergraduates who were compelled to take the course were then divided up into three classes as follows : First\u2014Those who were found to ba below the normal.Vor thess corrective excrcises were prescribed.Second\u2014The average student wha was obli to take the regular gymnastic course for the proper development of the body.Third\u2014The men who were on the various university athletic teams and whose work was accepted as an equivalent for gymnastic work during the time they were in training.After the stuflents had pursued their prescribed courses for a definite length of time they were re-examined to note the effects of the course and to what extent it had corrected their particulaz defects.With hardly an exception Ur, McKenzie found that the effect had been most marked.\u201cWhat we noted most particularly,\u201d said Dr.McKenzie, \u201cwas the great increase in strength and the knowledge of how to employ it.For instance, inany of the students when they came to us were unable to lift their own weight and had great difficulty in jumping over an obstacle such as a hurdle, This was remedied in a very short time and befora three months there was hardly a student in the course who could not raise his weight, by chinning or by climbing a ladder or rope hand over hand.\u201d Not only was there a most marked improvement in the development of the students taking the course, but many cases of Écreditary wénkness wera cured.Of more importance yet, many students were prevented from participation in athletics upon the discovery through the physical examination that they were physically unfit for the strain of competition.Thus some of the students were found to have weak or disabled hearts, to which athletic competition would have had fatal results.All atudents who were found to be thus defective were robibited from participation in ath- tics, at least until they had over- coma the weakness, which in some cases was possible through the pre scribed exercises, One of the novel features of the course next year will be the special course for the instruction of young men who desire to qualify for the sition of physical trainers.Accordng to Dr.MeKonzie, he has had a great many demands for young men, who can combine a knowley, of athletics and anatomy, to take such Jositions in high schools, academies and colleges.There have already been a great many applicants for the new course, among them being many who wish to prepare for The Police Committee was presided over by Ald.Cantin, and James Scallion, of Montcalm Ward, was appointed to the police force to replace Constable P.Walsh, resigned.A petition was read from the carters of the Jacques Cartier cab stand, complaining that owners of heavy vehicles occupy part of the stand which is barely sufficient for the regular carters.It was decided to amend the by-law so as to specify where these heavy vehicles should be stationed.MARKET COMMITTEE, Ald, Vincent presided at this coms mittee; when the question of appoint ing 8 successor to the late Mr.Eph.Dugal, as market elerk at Montcalm market, was discussed, Al.Drolet and AM, Ginchercau were of opinion that Mr, Dugal's son should be appointed to the vacant position, as he was a competent person, until next spring, when the market would be put up for sale.Mayor Parent on the other hand, was in favor of selling the market privileges immediately, as it was the rule set down years ago by the City Council that as soon as a market clerk died the privileges would be put up at auction.Since that law was in force the city has derived great benefit from these sales, while otherwise the city would be paying out salaries without being certain of any revenue.Hesides the Montealm market was the only one which had not been put up at auction.Ald.Drolet reminded the Mayor that the late Mr.Dugal had left a family of six children and one of the sons, who would support the family, was willing to accept the vacant position.Mayor Parent replied that the question was not one of sentiment, but that the interests of the city should be considered.After further discussion it was decided to put np the privileges of Montcalm Narket for sale on the 13th July at an upset price of $400, and if there is no offer at that paid as fines for a number of his employees who had ne out on strike some time ago, was iscuarcd and the committee decided to postpone ihe matier until another meeting when Mr.Loc«well will be called upon to give explanations as to his claim.In this case a number of the strikers paid their fines while oth- era preferred going to jail, end ns they later on ta retum to work if their fines were paid, the amounts were paid in to the Recorder's Court by Mr.Lockwell.An invitation was received from the Mayor and Council of St.Malo, France, inviting the Mayor and Council of this city to take part in
