Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

Mr.Monk's Bill Referred to a Special Committpe—The Registration of Coal Mines, Ottawa, Dec.5.—The House of Commons had another short sitting to-day.{day's adjournment shall tale place at 6 o‘clodk The purpose is to enable the members to have one evening in the weok to give to special duties, which are becoming of greater recognized importance at the capital.To-day the adjournment was had at 5.15 to the disappointownt of Mr.W.F.Maclean, | whose bill to give the Railway Commission authority over sleeping car companies, was next on the order page. The bill also proposes to fix two cents a mil: as the standard ras- senger tariff, and to extend the control of commission over telephone lines.,Mr.Maclean pointed out that thore was still three-quarters of an hour to discuss the measure, but the Prime Minister presented his motion to adjourn, and the House rose.In moving the second reading of the Lill respecting industria] and _ro-opera- tive aoci‘ties, Mr.Mcnk made en explanation of the purposes of the measure. He quoted Ÿ Teon Fay in approval of the principl~ of the bill, and dwelt on what had been done in England by co-operative associations in mercantile operations and among farmers. One section of the bill provides for the establishment of small co-operative banks. In some European countries whore these institutions have been established the result has been the encouragement of thrift and the disappearances of usury. As the cooperative banks only made loans to members the objection to them of the chartered “banks would be removed.Nr.Monk also mentioned the forward ing of produce to market as fit work for co-operation, and m-ntioned that in France the market gardeners had been able to got a footing in the Eng lish markets better in some cases than the English growers.Ontario and Quebec, ax well as other provinces.have passed laws to permit the establich- ment of co-operative societies; but the creation of banks is beyond provincial power, and banking in a small way is necessary to the miccess the cooperative movement. Therefore, application was made to Parliament. He thought legislation on the general lines of that of England was the best.It provided for an easy means of orgau- ization. The capital is withdrawable, and it mav b~ increased, but not decreased below the amount fixed on incorporation. In banking associations a reserve is required, and it is not to be permitted that a member shall with draw while owing money to the association. The publication of statements and audit are provided for, and sro- vision is made for Gove nment inspre- tion and examination, and for the easy and chear settlement of disputes. In concluding, Mr.Mon: mote-l the approval of the hill by the Chambre de Commerce of Montreal. In sucyvsting that the bill should he referred to a eweial committer for consideration, Mr.Fielding sroke in a rnther discourn-ine way in regard to it.The banking feature, be thousht, ware one that would require to he eare- full consider«d in order that the money of the inveators should not be imprrilled.Mr.Lemieux, Minister of Labor, was more favoratle.Fe rmen- tioned that the introduction of the bill of last session had heen favorably received in labor circles, and spoke of the imuortaner of what Mr, Monk had done and of the interest Mr.Alphonse Desjardins, of Levis, had ehown in cooperative work.At the end the bill was réerred to a special committee, whose members will fe named later.Mr.Lancaster's bill to amend the net respectinz certificates to masters and mater, has for its purqese to re «quire that on the great la'es holders of such certificates mnat be British subjects. It is a measure in retaliation agninst legislation by the United States.wl ra the law prevents a British aubiect from holding the position of master or mate of a ship. The principle of the bill was supported bv Mr.Ieivhton McCarthy.of Simcoe.Mr.McPherson ( Vanconver) did not like the idea of retaliation, and characterized as picayune polities the ad- vooary of legislation in Canada just because similar laws had been passed hy another country.Mr.McPherson, however, thought that masters and mates of Canadian ships should be British subjects. The principle of the “bill was suppor y Mr.ton (St.John).Mr.Brodeur, Wns of Marine, said that a large number of | men working on United Stale: vessels | were living in Canada, while but a {small number of men working on Canadian vessels lived in the United States. The minirter did not oppose the principle nf the measure, but questioned the expendiency of fs, in [view of all the circumstances. He suggested that the bill should be referred to a special committer for consideration.Mr.Smith ( Wentworth) also said he did not like retaliatory legislation, and thought that such laws might be done away with in both countries.Mr.Sinclair (Guysboro) and Mr.Daniel (8t.John) doubted the wisdom of the bill, if it applied to the coasting trade.Im conclusion, Mr.Lancaster made an earnest appeal in behalf of his bill, which he held to be in the interest of Canada and Canadian labor. He did not think a special committee could do anv good, en it was known that owners, had oppost and would oppose the bill.in protest was In vain. The bill was read a re cond time, and, on motion of Mr.Brodeur, was relerred to a special committee composed of Messrs.Bennett,
