it may be within the next few months, or it may not be for a year or more, in which case ta talk about it now would be premature, but it is very evident from what Mr.Bourassa said to the Gazette reporter that when the occasion presents itself, that is to say be it sooner or later, he will rise to it as a hungry ouananiche to a fly at the Grand Discharge.His intended change of political base bas already been the subject of some comment in the press, and conjectures have been made as to how it will affect the Liberal party.The Montreal Witness looks upon it from a provincial point of view, and is of opinion that it will sensibly affect th~ majority now possessed by the Local Government, which it holds to be rather a blessing to be desired, than a misfortune to be deprecated.\u201cThe advent,\u201d says our confrere, \u201cof Mr.Bourassa into provincial politica should be welcome news, even to the Liberals.History proves that too large majorities pre neither good for country nor for party, and that an effective opposition is a prime necessity of parlia- , mentary government.When a party becomes over prosperous it seems to Gad it all the more difficult to elude the demands of those parasites who always attach themselves to the winning side.\u201d What our confrere re.; ferred ta he had previously stated as charges which had been made, disclaiming at the same time any inten- .| tion of fathering them, but significantly adding that the Drevost-Anselin case inevitably gave them remewed force.\u201cDuring Mr.Parent's regime serious charges were made concerning the, administration of certain of the departments of the Government.The {way in which permits for lands and mines were dealt out was very aevere- ly criticised, and, since then, there has been no such vindication of the department management as would silence Mr, Tarte, who has persisted to is day in his charges of licentious corruption and waste of the public domain.It is true that some white washing proces was attempted, bus the housecloaning wae in friendly | bands and the job gave by no means universal satisfaction.The Gouin | Government not only succeeded to Mr.| Parent's big and possibly exacting \"majority, but it also succeeded to his !unreformed departments.Before the | Asselin-Prevost case, stories were oon- tinually going the rounds tbat in the Departments of Mines and Agriculture kissing went by favor, that only friends of the ministees and the chief t officials eould obtain per mite for forest limits and mining prospects, and that the interests of , the people of the provines as à viole when the provincial elections come of, were often sacrifieed for the beneft of fav individuals.This one .Wahs said to have made av many thowsend dollass, and thet ons se many hundred tho ass, and accompanying these asærtions the innuendo: \u201cle it vo be supposnd they alone pocketed ali these proSts ~ did not others got a rake-off ?The Witness would not for the world confess that there is any foun dation for these charges, but still\u2014 Well ! it would feel a great deal more comfortable if Mr.Bouréssa, and a few honest Liberals that have been denouncing graït and extravagance were in the Legislature, and therefore it thinks that the announcement -of the intention of the member for le- belle should be received by the provincial Liberal party with a sigh of relief.The Ottawa Citisen takes a broader view of the question.It says thut it is a very nice question whether.the Liberals will be\u2019 mote rejoiced at Mr.Bourassa\u2019s deperture from Ottawa lor Bir Willrid Leurier\u2019s sake, or sorry for his intention to take up provincial palitics for Mr.Gouin\u2019s sake.We do wot know that 4 will make very much difference to the Dominion Pre mier, for he has got o perliamantery majority which is as much under strict terms of contract as any bese ball team, and Mr.Bourassa\u2019s efforts could only afford him the pleasant stimulus of a little innocent excitement, but as for the other part we agree with the Citisen and the Witness in thinking that Mr.Gouin will have no reason to be rejoiced at Mr.Bourassa\u2019s appearance on his premises, that is to say unless he makes up bis mind to consider his ways, and to have a thorough ministerial house cleaning.And, so far, he bas shown no signs of contemplating any such drastic action.With regard to the rumored intention to dissolve the Provincial Legis: lature, it is noticeable that Mr.Bourassa declares that there is no reason, not even.a constitutional pretext, to justify it, amd he scouts tbe ides that Mr.Gouin can appeal to the electorate on the ground of having secured: an {ncreased subsidy for the province of Quebec.He denies that any credit rocrues to the local Premier on that score, and says that it is the Federal Parliament that should be thanked {or it.Certainly the Government has no \u201cright to submit for the approbation of one provivee a modification of our Federal charter.which equally cou serns all the proviness, which deperids solely on the Federal treasury, and tor which the F Parliament is alone responsible.\u201d He went on to say that the revelations coming out of the Asselin case formed no ground for a dissolution of tha Legislature, but that, we fancy, was utterly super- Guous.Mr.Gouin knows better than to appeal to the country om the Asselin case in its present state;
