Could Not be Repulsed HOME ARMY MUST -Land Force Must be Increased BEA MILLION MEN.London, Nov.2 peaking in the IR Tause of Lords tonight Field Mar “5 3 shal Lord Roberts expressed the conviction that the lack of a military foroe sufficient to make hopeless the nttempt to an invasion would, in all probability be the cause of the loss to Great Brituin's supremacy at sea.In a studied speech he pointed out the comparetive ease with which Germany could land an army on the whores of England Under the present conditions Emland would be forced, he said.to submit to most humiliating demande He disclaimed all hostility to or fear of Germany, but he declared that the defense of the islands required immediate attention. There should be an army so strong in numbers and efficiency that the plomt formidable of foreign nations would heei- tate to make a landing in England. He had ascertained, the specdpr continued, that vessels capable of accommodating 200,000 men were available in the northern ports of Germany and that ns a result of the new German service law, 200,000 men could be colleet- ed in the districts of the nearest port without auv trouble. The great Ger man steamship lines were in constant practice in (mbarking and disembark- ioe, aa the railroads were owned bv the state all preliminaries, up to the actual despatch of troops, could he carried out with the utmost mec.recy.Germany was perfectly aware, the Field Marshal went on, that it would be essential for her transports to evade the Britith fleet ami could easily distract attention hy small raids while the main disembarie ation was proceeding undisturbed.“Jt would be folly,’ declared Tord Roberts.‘to shut our eyes fo poseibilitiet, however, much peace is desired. The startling events in the near east have brourht home to the moat careless obrerver that nothing cound save that country which is not pronared to protect iteelf.TI Great Britain continues to neglect the most ordinary mowent, it is formidable.Measures are being taken to increase that power. It is calculated that there are 80,000 Germans in em: vlovment in Great Britain. They are trained soldiers and if à German fdrca once landed on these shores they would be ready to help.” Lord Roberts contended that it was not absolutely essential for a nation to command the sea in order to carry out an invasion.A temporary local command woukl suffice and this was perfectly undermood in Germany. The main temptation to the invasion of Great Britain was the want of a hema annv which ought to cousist of a million men.Across the narrow sea, were G0.000,000 Germans, who by perseverance, industry, sound education and military training had made themselves a great nation. They required out lets for their conmunerce and population. It was Great Britain's business, continued lord Roberts, to find out in what way the great increase in Germanv's sea power vas likely to affect her and to adopt measures neces sary for her own defence. The navy under present, conditions, was fettered in home waters and without military force sufficient to render an invasion hopeless.firent Britain's military weaknees would in all That is to ! say an industrial fuel of very great i value. The purity of the vein is well illustrated by the following extract from the report of Mr.F.§.Landstreet, the well-known specialist ex- i pert of New York: “I have been unable to find record | of a deposit cqual to it in these par- ; tieulars.” Several indications prove the exist- i ence of other veins on the property, both above and below the principal vein, and it is expected that at a depth of less than 40 feet three or four other workable veins will be found. The discovery of this magnificent deposit of coal was made more than two years ago, after many months of laborious and scientific search, and since that date the exact determination and location of the vein has been followed up and completed.Mr, F.8.Landstrect, a celebrated coul mining expert of the United States.has been employed for a great part of last summer in the careful examination of this property. He reports it is onc of the best that he has ever seen. The property is controlled hy an influential syndicate composed of a | group of leading castern business men, amongst whom are some important manufacturers of Quebec, associated with several gentiemen from Edmonton. The organization is now being completed of an important company, which, in addition to operating the + mines, intends to build one or more i railway lines to connect the coal deposits with the several railways con- i verging at Edmonton.Proposals in | this connection from financiers in | Londen and New York are now under : consideration.! Quebec people are largely interested jin this important discovery and enquiry here elicited the following additional information: [It is reported : that one of the most important of the Canadian railways has made overtures with the view of acquiring exclu- | sive control of this important supply ! of fuel, but it is difficul ito obtain | definite information on this point.| lt is not necessary to point out the great importance of this discovery, not only for the rapidly increasing | population of our magnificent North- | west Territory and for its growing "industries, bat also for the economi- | cal operation of its railways.for which , a cheap and abundant supply of good fuel is indispensible.More than once | the problem of fuel has been brought ! before the people of the Northwest [in an acute manner, and we have not | forgotten the terrible experience of the winter of 1906-07, when the inhabitants of the prairies were obliged to burn wheat to avoid perishing by cold. The bituminous cnal of the Crow's Nest is being drawn more and more towards the western United States, so that the Canadian Northwest is to- ; day depending almost entirely upon | the lignite of Alberta. But it must i be remembered that this lignite, on account of its fragile properties, cannot be stored, so that the production must be regulated by the demand and cannot anticipate it.Now the demand jis greatest in the autumn and the | winter, that is to say, at the very | | ! { The kettle Tha feapet nina) —— Does not Color the Hair [Steers Falling Hair AYER'S HAIR VIGOR time when the railways are busy handling the crops which must be carried eastward.Blockades of trafic frequently result, and, moreover, traffic in winter is very uncertain owing to the rigors of the climate.Consequently, in spite of the most praiseworthy efforts of the railways, the fuel situation in the west is often precarious, The railways themselves are often embarrassed by scarcity of fuel, because they are not allowed to use lignite, its vse for locomotives being prohibited by the Railway Commission. The situation in future will, therefore, be greatly improved in consequence of this providential discovery, and it will be a great relief to the people of the Northwest that owing to the proximity, unlimited quantity and good quality of this new coal, iit can be stored in quantities at dif- ; ferent points all along the lines of the railways before the commencement of the grain trafiic, and before the period of snow blockadee.‘The mineral, iron and industrial enterprises of the west wilt also find in the cheap fuel resulting from this new discovery a powerful factor of success, and millions of dollars now sent to Pennsylania for coal will be profitably expended in operating cial mines in Canada.During the present year aver a million tons of Pennsylvania coal were sent to the Northwest by avater to Fort William, and thence by rail to Winnipeg and even as far west as Saskatoon. The new coal now discovered will be able by its low price, not only to supply the country west of Saskatoon, but also to drive the Pennsylvania coal out of the Winnipeg market, The country is to be congratulated upon this new and valuable discovery, and it is to be hoped that its financial control will remajn in Canada.A QUICK CHANGE OF FRONT.The announcement is made that as a result of the revelations of misdemeanor, fraud and dishonesty in the marine department before the com- niission at Quebec, the Dominion gov- crnment is considering the question of making similar enquiry into all the other departments of the public service.Up and down the country during the last Dominion campaign and in the columns of the Liberal press, opposition speakers and journals were denounced as a slanderbund, as scandalmongers, as muck rakers for presuming to discuss and criticise the honorable conduct of the various departments of the government. The elections are now over, and the Laurier government is virtually assured of another parliamentury term of power.Patriotism and the ordinary decencies of representative government will be permitted to have an innings. How far this concession is due to the strenuous campaign of the baiteged slanderbund the public can judge. On the floor of Parliament, in committee, in the Grit press and on Grit platforms during the last year, information was denied, investigation re- fuscd and those sceking to expose departmental misconduct that amonnted to public scandal were thwarted and insulted with the bestowal of opprobrious epithets, Now.safely re-established in power for a term of years, with the minds of many Liberals affected to the extent of suspicion at least by the mo- dieum of evidence that was secured or dragged from reluctant ministers, the Laurier goverament is forced into an effort to cleanse some of the con.rupt methods {rom the departments of government. It may he that the better, higher ard more patriotic attitude of the government in consenting to investigation of other departments is not alone caused by the assurance of a large majority in the House of Commons, but by the feeling that unless the business life of Canada is to be prostituted and the fair name of the country dragged in the mire in the coming years, that the evil of departmental fraud, dishonesty and boodling shall be climinated from the putlic service.: The Conservative party was defeated in the last general elections, but it is to be believed that it was the chief factor in bringing the knowledge of the Laurier government the patriotic necessity of purging the departments of rank dishonesty, The campaign for honest government, the “scandal campaign.” sneered at by the Sifton wing of the Liberal should have a navy either in embryo or in being. Here is its argument. On the ses Britain is powerful enough to paralyze the efforts of enemies who might seek a quarrel in her chief colony, It is true that Australia believes it necessary to establish a marine force. But the situation of Canada and that of Australia are not analogous. There is no need to arm against an Asiatic invasion of Canada.Tbe Monroe doctrine is our safeguard.Did ever any reputable nation take such an extraordinary attitude? If the Monroe Doctrine is to be our stay on the sea, then it should be also our support on land.In that case every cent laid out on militia expenditure is worse than wasted. Why should we prepare for war when the American anny is panting with eagerness to fight our battles? The British fleet in the carly nineteenth century was strong enough to crush the French fleet, but it could not prevent the Toulon squadron from crossing the Atlantic and returning.Ships in those days were dependent upon wind and weather. One battleship of any European power might and the other coast towns into dust. How would the Monroe Doctrine prevent it?It is the height of stupidity to pretend that the country is properly defended when everything is spent on land forces and nothing on coast defenders.A few torpedo boats, destroyers and submarines would be the best defence the country could have against invasion. Our self-re- spe-t as’ a nation should surely prevent us from asking a friendly neighbor to pay our bills.> -—— MAKING HAWAII THE GIBRALTAR OF THE PACIFIC.The United States has taen up in earnest the work of defending Hawaii, The strategic importance of this “Key to the Pacific” was never so clearly seen as in the light of possible conflict with Japan.\\When the .defenseless condition of this imsortant point was presented vigorously and the danger to the Pacific Coast emphasized, Congress.made liberal appropriations. The Navy and War Departments have begun work with unusual promptness and the enterprise is already well under way, of the Pacific. Not only have the army garrisons been largely increased and the building of strong fortifications begun, but the navy 33 to construct at Pearl Harbor one of its most important stations. Those who have not been keeping in close touch with events were surprised this week when the Acting Secretary of the Navy advertised for bids for constructing at Pearl Harbor the biggest dry dock in the world. This dock will be large enough to contain not qniy any battleship now afloat.but any that is likely to be built in the next twenty years.là is to be 1,125 feet long, 65 fect deep and 110 feet wide, and is “to be built in sections so that two ships may use parts of it at the same itme. This dock will be capable of caring for any ship i in the navy. This great dock is to be the central feature of one of the best equipped of navy yards, in which ships may be cleaned and repaired without making the long voyage to the Mare Island yard, on the California coast. The $4,000000 appropriated by Congress at its last session doubtless will be supplemented from year to year until Hawaii is made the most important United States naval base outside the borders of the continent.—Baltimore nn.ARE YOU WEAK AFTER SICKNESS ?Later on it will be Harder to Get Strong than Today. What are You Doing to Get
