Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Il paraît toujours aujourd'hui. had been divorced.Another oogurrence of interest waa the notion of the police in suddenly bringing Mre.M J.Wilhelm and Nicholas Sicca, & boarder in the Wilhelm home, both held in connection with the murder, into the presence of the body of the murdered man.Mru.Wilbelm, although she became hysterical, withstood the test fairly well, but Sioca was so disturbed that his arraignment in court, set for reduced by 6 owt.for the gun and almost as much for the ammunition waggon, which thus makes the new model especially fit for use in the artillery attached to independent cavalry divisions.NEW Government Will Construct One at Ottawa in View of Dr.Haanel's Report on Electric Smelting.Ottawa, Feb.4—Dr.Eugene Hannol, Dominion Director of Mines, has ce- tumed from Sweden, where he was inspecting the latest developments in the manufacture of electrical smelting furnaces. He comes back with great hopes of what the introduction of such furnaces into Ontario and Que | bee will mean for the amelting of iron ores.In the first case we have no coal here, and secondly coal will not reduce sulphurous and titaniferous ores and electricity will. The new pro- cesu will mean an immense advanta commercially for these provinces.v addition the director of mines and the department has another scheme of great potential value to Canada. This in in connection with the best process of preparing peat for fuel and the investigating of the deposits in Ontario and Quebec.investigations are already going on, and machinery is on the way to equip a plant in Ottawa where fuel testing, especially in connection with peat, will be scientifically carried on.Dr.Haanel relerred to the Government'e experiments with electrical furnaces at the “Sco.” He had then stated that the construction of such furnace would have to be ch before it could be used commercially, although it showed it could reduce ares which blast furnaces counid not.Sweden is in the same condition exactly as Ontario and Quebec in pow messing iron ores and water powers, but no Yoal. They also took up the subject of constructing a commercial electrical furnace. They erected in succession eight furnaces, each improving by the failures of the preceding ones until they secured what they regarded as a final sucoess. Then Dr.Haane! was invited to visit Sweden and inspect the new furnace. He found it in many ways like a blast farnace, hut with the tuyeres re- laced by electrodes.Only about 700 horse power was available, but Drexperienced in conntructing one in the same plan for 3,000 or more horsepower. The director of mines explained that most of our ores contain sulphur enough to prevent their being handled in an ordinary blast furnace. The government experiments at ‘Sault Ste.Marie prove that these san be handled le-trically even when they contain as much as 2 per cent.of sulphur, So hy this process immense iron deposits now valueless could Le brought into the market. The rame may be eaid of the iron ores containing 5 to 7 per cent.of titanic acid, which at present cannot be reduced. But the process would especially be applicable to the production of “nickel pig” from roasted nickeliferous pyrohotite from thin Sudbury deposits. An estimate of 815,000 har Lew passed for the erection in Ottawa «i a fuel testing plant.A site has Leen chosen in the southern part of the city near Gladetgne avenue and the machinery is now on its way from Germany. This would chiefly deal with peat, which a German process has shown can be made a good gas producer. This gas would be equally easily converted into electrical energy and 8 peat bog would hecome practically the same as a waterlall so far as power production ir concerned.Aly investigations are being made to determine the extent, depth, quality and the best methods of developing the bogs. They exist in immense quantities in Ontario and Quebec and if they can be made commercially vali able will be of great importance. An appropriation has already been made for the purchase by Government of a peat and the setting up of machinery for the purpose of demonatrat- | ing the beat methods of making it into fuel and converting it into electrical enatgy. It would be hard to estimate what it would mean to the bros inces whieh have no coal if water power ond peat could be used to develop electrical the present useless iron deposits.Peat, of course, could be use! to develop energy for‘uny other pnrposes, and if it can be successfully harnessed and the iron debosits in addition made valuable the increased wenlth opened to the province is incalculable.THREE KILLED IN COLLISION Spartanburg, 5.C.Feb.4.—Three men wern killed and several injurcd in a collision between two freight traine on the Seaboard Air aroused, decided to examine it.It was long and very heavy, and the men decided to open it.Inside they found, lying at full length, a powerful built man, who was with a loaded revolver and two daggers. The gendarmes shut the trun | on their prisoner and rat on the lil until ropes were brought, when the trunk was tied up, hoisted upon a wheelbarrow, and wheeled to the police station. When the exercising the right specially provided for it by the Mother Country.” There are two things fn these remarks bearing upon the present controversy respecting the Waterways Treaty. The first is that the British Ambassador at Washington will not sign any treaty in which a colony is concerned without the sanction of tlie Government of the colony interested, and the second is, what is not, we believe, generally known that, owing to a certain amount of dissatisfaction expressed in the Dominion over the decision in the Alaskan Boundary question, the Imperial Government has “entered into an agreement with the United Siates specially providing tbat no treaty in which any of the British Colonies wan concerned should be binding until the consent of that colony wus first oblained.” It seems to us that no more effeciual means of nafe- guarding the colonial rights and giving expression to the colonial wishes could well he devised, and.that the impatience manifested on the present occasion would not have heen shown if the public generally had heen aware of these facts. The Imperial Government has done all that it can, all graceful nor dignified on the part of this country.Neither, we are convinced, would it have been raised, had the public beer fully cognizant of the facts of the case, and aware that the Government, in spile of its dlaclaimer of official we are assnred hy the explanations iesvied by the Foreign Office, rujiported ing of the surgeons whose names were associated with the early operations, among them Dr.W.T.Bull and Dr.Charlea McBurney, and the prominence ol the Nirst patients, gave a wide impetus to the surgical treatment of the disease. How many tens of thousands of appendices were sacrificed to science during the decade from 1590 to 1900 is a subject for curious speculation. The first flush of appendicitis surgery han long since passed. The knile is now less often resorted to, having given way to medical and hygienic treatment. One regrettable feature of the scare is the survival of a popular fear of grapes, raisins, figs and other reed fruits an a predisposing cause of inflammation of the appendix. The faul- fshness of this view in shown hy the fact that of 1,000 cases treated at Johns Hopkins Hospital only four revealed the presence of foreign lwxlies Far more conducive to appendicitis than food substances re violent exertion, bruises, exposure to cold and digestive disturbances dus to the intestines.framerate JUST LIKE SIR WILFRID.The heated dircussion touching the exact terms of Mr.Borden's telegram, a few days December 15th, was uot objected to by our committee so far as the country west of the St.Maurice is concerned, but on account of the different climatic conditions, it was resolved to oppose such a cha: in the distriet of Quebec.În regard to the partridge law, it was decided to ask total prohibition of killing for a per iod of two years.he committes resolved to support the proposed prohibition of cold storage of birds, animals or game fish, after the time a!- lowed by law for the disposal of the same, and also to declare itsell favorable to the extension for two more ears of the close season for beaver, Several members of your committee accompanied the Montreal delegation at their interview with the ister, and while supporting the majority of the latter's recommendations, dissented from the proposal to shorten the big game season in Eastern Quebec, Tho Minister sided with our view of this season in his legislation and left the law as it was.No action was taken in regard to cold storage matters or to the killing of partridges, but the killing of beaver and the sale of partridges were both prohibited for a further period of two years.so that the majority of our suggestions were adopted. At a meeting of the Committee of Management of the Association, held on the 25th of last March, the Association waa affiliated with the North American Fish and Game Protective Association, and thus we are now in a position to benefit by (he ramifica- » | tions of this latter throughout the ad- - | jacent States and Provinces, and by the co-operation of their respective authorities.À case in point is the following :— One of our members, Mr.J.B.Townsend.jr… of Philadelphia, recently forwarded to your Secretary, a somewhat voluminoun record concerning the brutal slaughter of two cow 8t.Paul | MDOS in September, 1906, in the district of Temiscouata, by two so-called sportsmen from the State of New York, who have not reappeared in the Province rinre it became known that information had been sworn against them and warrants issued for their arrest. It is understood that they have, since their alleged offences, ve- cured hunting licenses in some of the inter provinces, thongh it is scarcely conceivable that these would have been jnsued had the antecedents of the applicants been known.By reason of the afiilintion above referred to, the Association was enabled to refer this subject to the North American Asnociation, which took vigorous action in the matter at ita recent meeting in Toronto and resolved to recommend to all States and provinces represented therein, to exchange information on ali aubjecte.and to, refuse licenses anywhere to thome who declined to face pending ~ accusatione of infrac- tne of the firh and game laws in any other State or Province.Information came to your Sorre- Treasurer some weeks ago that part.other game were : bring shipped in large quantities to western jui * | pointe by a couple of Montreal pro.Seturdey dealers are selling and shipping these prairie chickens as partri , and that mumbers of people are bu: and using them, paying fan rices therefor, under de impression Pe they are receiving and eating Canadian partridges. Many of the hen rds ure scarcely larger than large grouse, and it almost requires an expert to distinguish the different coloring of the plumage. As in the past, a very large number of complaints bave been investigated during the year.In the counties of Lotbinniere and M tic, a number of convictions have obtained for the illegal slaughter of moose and deer, chiefly through the exertions of our worthy president, E.G.Joly de Lotbiniere, Esq.The association also took the initiative in the case of il- al moose killing at Manmau, in which the ends of justice were defeated in a most inexplicable manner hy the sudden disappearance of tangible proof.,At St.Philomene successful Prosecutions were instituted against three illegal slayers of red’ deer.On the north shore our guardian has seized a quantity of beaver and other skins taken in the prohibited season | and they were duly declared forfeited and sold for the benefit of the Crown. The regular weekly reports of our guardian for this district, are produced herewith, showing his movements during bis cugugemenl hy the association. Many hunters’ packs of furs have been opened and examined by him and numerous packages In transit by freight end express were : also overhauled in (he expectation of finding illegal shipments of partridges.None of the Jatter have been found, owever, neither on the trains of the North Shore roads.nor yet on boats or on thé cars of the Intercolonial or Quebec Central Railwaye.Any illegal shipments that have been made have ! probably been sent th as bag- | gage, which is always difficult and more or less unsafe, for our officers to examine. Two defendants uw lot te were prosecuted hy ¢ for fishing on the spawning beds in the Montmorracy River after the close of the season, Both were condemned and paid the fines and costs imposed. One of the members of our committee drew my attention to a paragraph in a loeal paper rerurti.a large kill of ducks from a Pariy on oard of a gasoline yacht ou the river last fall. The matter was thoroughly investigated and it was found that no witnesses wers available for prosdenting the case, as the party of yachtsmen had no crew aboard.having run the hoat themselves, and being all credited with a share of the shooting. Moreover, there is reason to belisve that the iHegal act was committed in iguor- ance of the law, and that the enquit- ies which 1 sulted from the publication of the alleged facts will effectually prevent any repetition of the offence. The killing of a moose last spring in the vicinity of the Amabalish Club's limits was traced to an individual in whose possession wes found the green hide of the animal by our guardian, Clairey.Action wan taken before Judge Vallee at Roberval, and when the case was fixed for proof.the defendant'e attomey took out a writ of prohibition against both the Judge and Clairey, from the Superior Court, ot Chicoutimi, attacking both the jurisdiction of the Judge and the service ol the summons. We wers fessionally advised to desist from further prosecution of the case.not only because of the doubtful issue of the proceedings on the writ before the Superior Court, and of its coatly character, but also because the trouble and costs to which the defendant had already been avoid the straight issue of his case, was likely to prove a suificient de terrent from further offences of the kind.Three different charges, arising out of the illegal killing of moose in the rear of Kamouraska County, are at present pibjudice at River-du-Loup, and illustrate the difficulties which your association has to contesd with in the prosecution of such cases.Witnesses who had been served with sub- poemas deliberately kept out of the way of the eourt, and bench warrants have bad to ba issued for their arrest.Snaring has been proved tn be a practice in the district relerred to, but as witnesses to tha setting of them are not at present available, the charge of illegally having carceses or portions thereof in possession in the close season has been hrought.A number of harer offered for out of seapon were confiscated and sent to a gharitable institution. The good faith the dealer had been imposed upon by an erroneous version of the game laws which he produced in proof of his indignant proteet that he was not acling in violation of the law.Not only shops but market stalls and grocers’ yards frequented hy country peopls with produce for sale have been visited on behalf of the aseocia- sale tion on | several occasions.and information that partridges had been offered for nals by country people passing Montmorency on their way to town from the vicinity of Baie St.Panl, caused the oxamination of manv sleigha on the Boanport Road or in the yards in St.Roche into which they were driven.Public announcement has been made of the fact that over seventy fish and game guardians, who were in receipt of small salaries running from $25 to $100 per annum, have heen dismissed by the Minister of Colonisation, Mines and Fisheries. Some hundreds of such guardians have been no paid for a number of years past, and though some of them were undoubtedly excellent officials.the general impression han prevailed that the great majority of them rendered practically no return for the amounts them.Sharing this impression, our asencia- words of a resnlotion of the 28th tion has persistently, and as late as two years ago, urged the Government, in the January, 1907, “to do away with all emall salaried wardens who neglect their duties, replacing them by a small number of well-paid men.” A number of local sportsmen, including the members of your com: creditors, xl tories of the said compan: called for the ninth day of at ten of the clock in the the level crossings bill of Mr.E.A.Lancaster.‘This bill, which has passed the Commons unanimously three times in past sessionx, and has heen thrown back contemptiuously by the Senate, was one period, there were no less than four nen resting there, two from each side, while on more than one occasion St.Patrick's found themselves playing five men to their opponents seven, and for very Champion Coming to Canada—Even Betting on Longboat, Toronto, feb.3—Things are certainly warming up around here anent the Shrubb-Longboat race. The race is again the talk of the town.Tom Flansgan left last night at the urgent request of Pat Powers, who says his presence gives the Indian confidence, and that he wants him to be on the track with him in the race.Flanagan, however, still insists that he is through with the Indian for good, and that he will watch the race from a box seat. From both training camps morning come reports saying their men are in the pink and ready for the big race. How much of this in absolute truth is bard to tell from here, but the fact remains that Longboat, sick or well, will face the starter, unless something decidedly serious develops between now and Friday. On top of this comes a Canadian Associated Press cable from England saying that Fred Appleby, Shbrubb'e conqueror at 15 miles, will sail for Canada on February 11, to run the winner of the Shrubb-Longhoat race. With Duncan threatening to come over and Fred Aldrich turning “pro.” in England, it begins to lock as il there would be lively doings in long distance running on both the champions will have their final workout.Vair, it is said, will be with Wanderers for the rest of the season, and with Hall also here, the club will be in a position to face the hard finish expected to their E.C.H.A.series, and possible Stanley Cup matches.Vair is said to be joining Wanderers with the full consent of the Renfrew Club.Renfrew and Wanderers have been talking over an goal was houses or vil.ages two or three miles apart, and the side (bat reached the goal with the ball, whether by brute force or strategy, won the game.Bystanding villagers would inform the straggling players where the ball was being played, by crying, “Ware east ! ‘Ware west !" etc.e players, or “hurlers,” as they were called, ran over “hills, dales, hedges, Sometimes a whole town was us an a field and the party with the ball would sneak around corners and al leys in order to lose their opponents and gain the goal. One writer save he was “not a little
