Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. aan, 25.ESTABLISHED 1764 VF + QUEBEO, SATURDAY, APRIL 17.1909 ONE UNE twelve months from the sanction of BUSINESS WAS RUSHED YESTERDAY In the House of Assembly\u2014A Good Many Bills Were \" Passed.There was an edjournment made in ihe consideration of the Montreal Bills yesterday, and as a result the membors of the Legislative Assembly again settled down to busisens and got through considerable work, sitting until midnight, when thg House ad- until Monday afternoon next, As usual on Fridays, there was a small attendance ol legislators present last evening, most them having let for their homes by the afternoon trains, but enough, however, remained to take part in several debates on en some private and public bills.Hou.Mr.Decaris Introduced two bills, one to amend the act to grant a yearly subsidy to certain mumicipali ties for the making and maintenance of roads, and the other to amend the act respecting co-operation of egricul- societies.Hon.Mr.Gouin\u2019s bill reapectin stamps upon registration and judici p i cams up for third reading and caused quite a discussion, Hon, Mr.Prevost starting off by denoune- ing the bill which gave the Lieuten- ant-Governor in Council full power to amend, fix, or change the tariff upon registration stamps.The member for Terrebonne claimed that the measure was agaiont all Liberal principles.He considered\u2019the hill a most retrograde measure and would vote against it.He proposed the six monthe\u2019® hoist, but his motion was defeated by 23 to 11, Mr.Doris, Liberal.voting with the mmjority.The bill was read a third time.Another debate took place on Hon.Mr.Weir's bill to amend the Revised Btatutes respecting succession duties, Hon, Mr.Prevost and Messrs.Tellier and Bourassa attacked the hill as an edditiomsl tax upon the people.Among two changes suggested in the bill one made it necessary upon registers to show a œrtificate to the effect that all duties were paid to the Govemment before registering a transfer and must also report monthly to the Legislature.Another clause provided for tho charging of filty, twenty and ten cents for the production of certificates and documents, which were to be collected by the collector of succession duties.Mr.Provost remarked that the Premier waa behind this as well as the other bill and that the measure meant that another tax was imposed by this Hon.Mr.Weir denied this and stated that the bill meant equal justice to all an.the collection of moneys still due the Government.In regard to the fess upon documents, this had to be, done owing to the increase of Teco and the tima necessary to produce them.> Me.Tellier replied that the biil was a tax and that the taxes should nat be increased except if absolutely ne ressarv.The tendency of the bill was bad, remarked Mr.Tellier.Mr.Pourassa aiso took part in the discussion aml expressed himself as rather surprised at the Provincial Treasurer introducing such a bill, He criticized the hill from a legal standpoint and referred to it as a most ory measure.Further discussion of that hill was postponed until Monday next.Hon.Mr.Devlin's bill to amond the game law was read a second time.When Mr.Mackenzie's bill, to incorporate the Angus short line company, came up for third reading in the evening, the promoter of the bill \u2018withdrew Clause 20.This clause gave the company power to constrict, maintain and operate all bridges required for the purpose of it« undertaking and the company asked for leave to change reasonable tolls.When the bill came up the Opposition made etrenious efforts to have the claum struck out, and when Mr.Mackenzia amnounced last evening that he withdrew the clanse, the announcement was received with considerable applause by the members of the Opposition.The bill was finally adopted on third trading as was also the bill to define the pawers of the testimentary exe- eutors and trustees of the last will of the late Wm.Murray, of Montreal.Mr.Prevost objected to one of the clanses while Mr.Galipeault spoke in tavor of the measure.The following private bil's were then read a third time and passed: \u2014 An act to suthorize the convevance of a certain lot of land by the Corporation of the Roman Catholic Bishop of Montreal to the community of Ten Sœurs de Misericorde de Montreal: to inenrporate La Societa Pour l'Ancement des Scences, lettres and Arte du Canada: to admit Fimond Millaire to the practice of medicine, and an act respecting the Quebec & Saguenay t.D'Auteuil who han charge of the latter bill explained that all the company required was an extension of time to complete tho road [rom Rt Joachm to Tadousac.The bill consisted of only ono clause which read an follows: ~\u2014 \u201cThe company shall commgnes the onstruction of ita railway within this act and shail complete it within ten years from the sanction of this act; and, if the said railway is not commenced and completed within the sald delays respectively, the powers conferred upon the said company shall lapse and be null and void.\u201d Hon.Mr.Taschereau remarked that the company did not appear to be IR avy progress with the road, and Mr.D'Auteuil replied that already they had spent $50,000 for plans and specifications and preliminary works.He did not know of my other company anxious to take over that road and consequently could not see any objection to the extension of time being granted.Hon.Mr.Tascherean had heard of the railway before and considered ten years too long a time for the completion of that railway and suggest ed five years instead, and if the company was serious, at the end of five years, another extension could he granted the company if necessary.Mr.D'Auteul replied that the rom- \u2018pany had to commense work within the year and would push forward the construction of the road with all possible dilent.Mr.Laverome also mupported the hill which was finally adopted as amend- od by inserting five years instead of ten vears.When the amendments made hy the Legislative Council to Mr.Letourneau\u2019s bill to incorporate the Town of Limoilou, came up for second reading, Mr.Tetourneau moved that the amendments made by the Council be struck out.Thess amendments were to the effeet that the municipality would have the vight to grant rrocers licenses to sell liouor, even if no bar licenses were granted.The member for Quebec East remarked that if no bar licenses were vranted their should he no grocery licenses for the sels of liauor.Hon.Mr.Weir supnorted the latter\u2019s motion on the promd thet the amendments made hy the couneil were anoroved of to the nrincinle contained in the License Tewdid not sell liovor hy the glass, and he considered it uninst tn nrevent them selling linnor by the hottie.The hill ax amended wan read a third time Dr.Cote\u2019s Will to amend the law resnectine phveiciane and surgeons was fnallv read à third time with certain amendments, and after ocra- nional discussions an certain clauses.NOTES.Premier Gouin has given notice that on Monday next he will move that the House sit on Saturday morning next.The Nontreal Bill was again taken up in the Private Bills Committees ves terday morning and further considera.tinh was posipened until .Tuesday NW UNE DE STEAMSHIPS May be Established Between France, Quebec and Montreal\u2014Subsi- dized by France, (Special to the Chronicle.)
