man of ours but even as a son of the histrict of Quebec, a peaman, a bavigator who has attained distino- tion, and ons whose name the great geographers of the world are pleased to quote alongeie of Franklin, Nansen, McClure, Peary, &c.The Board of Trade therefore has deemed it its duty to acknowiedge publicly the extent of vour services as was done on an important occasion by that eminent statesman, who since ten years presides over the destinies of the country, Sir Wilfrid Laurier.We even venture to hope that helura long a substantial recogmition of your invaluable services will be proffered you by entrusting to your superintendence and direction the immense territory Canada possesses in the Arctic regions and which vou so aptly numed \u201cFrauoklin,\u2019\u201d\u2019 in honor of ome of the most renowned martyrs of geo ical science.graph Presidentsa.G.A.VANDRY, i FE THEOPH.LEVASSEUR, Secretaryebeo, 22nd February 1910, reading of the dress was sup- rtod by some interesting remarks Pom Mr.J.G.Scott.Mr.J.G.Hoott said :\u2014\u201cI have been requested to say n few words in con nootion with the presentation to Uaptain Bernier aid it gives me great pieastre to do s0, and to join in this expression of sstéem to an old friend.We do not get many people in Quebes nowadays who do remarkable service for their \u201ccountry, and as Capt.Bernier is one of them, it is; in my epin- ion, very appropriate that the Board of Trade should make tirés public de monstration of appresiation of what he has done.Captain Bernier has not only done grest service to Canada in planting our flag upon the vast areas of land in the Arctic circle which rightly belong to us, and which-Aike Alaska\u2014may ve some day, to be of grester value, than we think, but it is no exaggeration to say that he practically accomplished the northwest passage, which the hardiest navigators of the world have tried in vain for centuries to do.\u201cCaptain Bernier\u2019s career as a navi gator is well known to all of us in Quebec.When Quebec wns a ship building port he was the favorite cap tain to take new ships from Quebec to England on their first voyage, so that so long ago as 1886 he had already commanded twenty-three ships.The firm of Rom & (\u2018o., our great shipowners of those days, tell me that in 1886 their ship (\u2018ambria, a splendid Quebec built vessel, under command of Captain Bernier, made the passage from Valparaiso to Portland, Oregon, The ® M CAPTAIN BERNIER Canada\u2019s Arctic Navigator Was Given Notable Testimonial Yesterday * pative parish in T'Islet'untit he caught the \u201c\u201cArctio disease,\u201d the only remedy for which was thet discovery of the North Pole.Mis efforts to squip en expedition for the discovery Pole were set forth, end finslly bis acceptance of the command of the \u2018Arotio, in the interests of the countey.which.be ook possession of country whic took po on in the name of Canada was referred to.With his bluff, sailor-like qualities; Captain Bernier spoke in his native French, but he i lish and finished his address in that language.Captain Bernier paid s high tribute to the splendid work of the English and other discoverers who had headed former expeditions into the unknown North, and said that Canadians to-day had the opportunity to benefit from.Possession d been taken of all land lying north of 90 on Dominion Day and the British flag was planted on ter- titory abounding in coal, iron, ocop- per aud other minerals, not to speak of the fishing industry.Cook and Peary, when they returned, said they bad seen land farther north than was sever known, and named the lands respectively, Bradley and Croker Islands.But they did not land, snd it was the duty of Canada to plas the flag of Britain on these ands.The present was the time for Canada to act.In concluding his remarks Captain Bernier, paid a high teibute to the men who! accompanied him on his trips to ths Arctic.They were trus to him and to their ooun- try and were worthy of recognition.If he was engaged to make another trip, he hoped to place the \u2018 little English flag on Croker\u2019s Island, the further land north so far known.Captain Bernier\u2019s interesting address was listened to throughout with the greatest interest, and at the end he was greeted with an enthusisatic outburst of applause.Mayor Bernier, of Levis, paid a high tribute to hin namesake, Capt.Bernier, and hoped that it would not be long befpre he planted the British flag upon the North Pole.Lieut.-Col.W.Wood spoke on behalf of the Arctic Club of Canada and paid a high tribute to the gallant captain.He read a letter from Mr.G.8.Wilson, the Hon.Secretary of the Arctic Society, in which the latter stated that the So ciety desired to express ils congratulations upon the occasion of the testimonial to Captain Bernier.The Arctic Society of Canada was organized & short time ago with the pa triotie purpose of stimulating public interest in the valuable assets Canadians no doubt poswess in the Arctic regions,\u201d the letter said, \u201cand to see that thay are saleguarded for Canada end the Empire.So far the Society cannot boast of a motto, but I think it would be e; thus : \u201cWhat we have, we will hold\u2014and look vor for more.Col.Wood, in conclusion, said that Canada bad an east and a west, but no north and south.No better man than Captain Bernier could be found ta secure fot us a north, and with the aid of the Quebec Steamship Company, \u2018no doubt Canads would soon have a south in the Woat Indies.There were two Poles, and while Captain Bernier, in the course of his duty, was not permitted to go so far north, had he dove so he would have told us of the true Pole, while everybody who knew the Captain were willing to admit that he was magnetic.The meeting of the Board was one of the most interesting which has been held in a long time and the attendance was large, among those present being Messrs.G.A.Vandry, Wm.A.Marsh, 0.Hamel, President of the Cercle des Voyageurs de Commerce, A.Dumas, Capt.T.R.Desjardins, Mayor Bernier of Levis, C.H.Laurin, FE.Roumilhae, J.C.Auger, President of the Board of Trade of Levis, 0.Pouliot, F.Guns, J.Bouchard, W.J.Ray, C.DeGuire, in 36 days, a record passage, after having previously made the run front! .! how the Government bas been making believe to carry i out :\u2014 \u2018The absolute unanimity of the House was behind that resolution instructing the Government to act.First, there was to be spesdy assistance.Does the Government's bill propose speedy as sistance ?To my mind it proposes no assistance whatever, and certainly there is no pretence that there will be any assistance forthcoming for the next four or five years.That resolution proposed co-operation.Is there any co-operation provided by this resolution ?I fail to find it.That re ution gave ths (Government a mandate last vear to stand by the unity of the Empire.1 failed to find in the bill proposed any provision for standing behind the unity of the Fmpirefor the same end.I find nothing in this bill providing for the co-operation of these Gests towards the same end.Co-operation means operating together Co-operation mesns mutual help.The bill before the House does not miar- antee mutual help.Jtis a jug-handied policy ; we are always to receive the help of Britain, but Canada will help Britain according to her own sweet will.Co-operation means reciprocal assistance proposed or guaranteed.It means concurrent effort, and under the bill beforé the House there is no proposition for: comeurrent effort.\u201d meter gr THE GLOBE, MR.CROCKETT AND DR.PUGSLY.The Toronto Globe has been making another of ita characteristic \u2018 mistakes\u201d of which the Mail has been of late drawing up quite a large list, notably the statement that the House of Commons rose en masse and sang God Save the King after an eloquent speech from Sir Wilfrid Laurier, whereas the incident took place aftec Mr.Borden's historic utterances over the navy question.Now the Globe has been taking Dr.Pugsiqr's worl for it, that the wharf at Pink Rock ix a public wharf in the possession of Dr.Pugsley\u2019s department, and Mr.Crocket has been proving before the House of Commons that the anid wharf virtually belongs to a private company of gypsum \u201cexporters.Appropriations have been made for the said wharf by Dr.Pugaley's department to the tune of $15,500, end Me: Crocket proved conclusively from epreapondente in his hand that the Whar! legally belonged to the New, Brunswick Gypsum Company\u2014the Globe: and the Minister of Public Works to™he contrary notwithstanding.No \u2018wonder that the Globe and the Hon.Dr.Pugsley have blood in their eves.against Mr.Croeket, an they had blood in their eyes against those who uncovered the boodle-lines in the Richibucto sawdust deal and the St.Johm dredging ree hate.\u2018The Minister started out with the statement,\u201d said Mr.Crocket at | the end of the debate, on the matter, | \u201cthat he could not corroborate the statement 1 had made ; and vet before | he concluded his speech, he himself absolutely corroborated the precise state- went }-had made, namely, that the wharf in question had not passed irom the (iypsum Company to the Crown, as alleged by the Toronte Globe.\u201d When the Minister of Public Works is battling for his estimates, he may have quite a number \u2018of members questioning him on the \"true inwardues\u2019 | of some of his book-keeping.Iu this case there in a new wharf built out at the end of an old wharf, but they are both being repaired by Government appropriations, and reslly constitute but one wharf, utilised free of charge by the Gypsum Company and by nobody else worth talking about.Yet Mr.Crocket has to be disciplined all the same when the next general elec- ! tion comes round.THE SHRIEVALTY OF QUÉBEC.Quebec in the meantime has no sheriff ;
