we also supply steel tips for cane ends for both Summer and Winter Sticks.New goods are arriving almost daily.Those of our customers who are interested in stylish productions will enjoy seeing our selections, for there are new lines displayed in all departments.G.SEIFERT & SONS JEWELERS 16 Fabrique Street, Queheo.The @uebes Ghronisly QUEBEC, APRIL 20, 1910.THE INDIAN SCANDAL, Canada has always enjoyed the reputation of having treated her Indian population with justice.It is a matter upon which she has frequently been congratulated by the United States, and rightly so, since the latter country has been responsible for sevéral discredifable episodes in dealing with the redmen.However, the proceedings, which were connected with the surrender and sale of the Bt.Peter's reserve near Selkirk, reflect very little credit on the present administration of Indian affairs.The facts of the case, as exposed by Mr.Bradbury in the House of Commons, are these.Through the machinations of Mr.Jackson, former Liberal member for Selkirk, Mr.Frank Pedley, Deputy Minister \u2018of the Indian Department, and ocertain political sympathizers of the Government, the Indians were induced to surrender their reserve as a whole, some of it being parcelled out amongst them.In justification of giving this land to them the Minister said :\u2014 \u201cThe Indian would only sign the surrender of the reserve as a whole when he got this particular piece of ; land as his very own to do with as be | pleased, and when be got it as his very own we had no control over him ! as an Indian Department or as s Gov- : ernment.He could dispose of it as he i pleased.\u201d This means that the Government committed ths unprecedented act of | giving a large area of ground to the individual Indians and thereby remov- ! ed its protection from them.\u201cThis,\u201d ;saye Mr.Bradbury, \u201cwas practicaily | handing the land over into the bands of a few men that this whole transac- | tion was apparently arranged for.I have no hesitation in saying, with the | evidence I have before me, whether the Minister is conscious of the fact or .not, that this whole transaction was | engineered and arranged so that this | magnificent ares of lend should drop into the hands of three or four men .who have actually got these lands.To | prove the correctness of.the contention | that the Government anticipated that these lands would eventually pass into M | the bands of the whites who wers hovering around watching their opportunity, T shall quote part of a letter [rom the Deputy Superintendent General of Indian Affairs to the Hom.Frank Oliver.The letter is dated Oct.26th, 1907, a short time after the surrender was completed.He says :\u2014The placing in the market of the land to be sald, namely, 24,000 acres, will afford an opportunity long looked for of having the land available for farming and lother purposes, and the issuing of patents to inuividual Indians will ultimately, I believe, result in a consider able portion, if not all, of the land granted to them passing into the bands of the whites.\u201d After the surrender was secured many | people in Selkirk, who realized the | value of these lands, were anxious to negotiate for portions of the reserve.However, there arrived a letter.from Ottawa to warn the general public that the Indian could sell nothing until he had his patent.Everyone who approached the Indian agent was told that nothing could be done until the land was secured and the patents issued.There were, however, four men who were undeterred by thia notice.One of these was a man named Frank, a large real estate agent in Winnipeg and a supporter of the present Government.He had been to Ottawa and interviewed some one in office.\u201cT met that gentleman myself,\u201d raid Mr.Bradbury, \u201con his return to Bonusejour, fifteen miles east of Selkirk, snd we rode in the train together, He then said to me : I am going to buy these lands, I am going to take the chance, if you like to coms in with me, it is all right, it is quite safe.Ha gave me the tip; I did not take it.He said he had ta Ottawa.I asked him whom he had eeen ; he did not tell me, but the result was, aa is very evident from what has since transpired, that that man hed the tip from the proper source.He immediately started to work to negotiate SWEET More-sold than all othar brands combined } with the poor Indian to buy those lands, be ami thres others.One of these was Frod Keith, a lawyer in Sel kirk, a man who drew $1,800 in foes in connection with this very surrender.Another was George Tracy, n drayman in Selkirk, who conducted one of the most scandalous transactions sver pi petrated in the west in connection with these Indians.Another was a man named Funk, an Américan.Thess four men negotiated and deslt with these Indians and bought out of 24,- 000 acres that the Indians had, shout 18,000,\u201d These men secured the co-operation of the chief and councillors, buying their land and getting them to give their assistance in bargaining with the other Indians for the balance of the land.They made the latter believe that they were merely advancing them a little on their land and that the rest would be paid when the patients were issued.Thus they secured land at from two to five dollars an acre, which they are selliug to-day.for forty and fifty dollars.The transaction was engineered for the - bemefit of a few political parasites.The only man who is on record, according to Mr.Oliver himself, as having requested the surrender, is Mr, Jackson, the Liberal ex- member.The $5,000 which was distributed amongst the Indiana to se cure the surrender, was sent down on the eve of the general election.The Indian agent, who not only failed to protect the Indians, but went in with the land-sharks and bought land himself, was an active organizer for the Liberals.The Deputy Superintendent.General of Indian Affairs, who negotiated the surrender, warned the general public away.When the voting on the question of the surrender took place, it was only earried by 7 votes in spite of bribery and intrigue.The surrender was illegal since only 38 per cent of the band voted for it.Clause 49 of the Indian act states : \u201cExcept as in this part otherwise provided, no release or surrender of a reserve or a portion of a reserve, held for the use of the Indians of any band, or of any individus] Indian, shall be valid or binding unless the release or surrender shall be assented to by a majority of the nrale members of the band of the full age of 21 years, at a meeting of council, thereof summoned for that purpose.\u201d :- THE SECURING OF THE SURRENDER.The voting took place on this wise Mes Jackson, the Liberal member, having failed to win over certain unwilling\" ntémbers of the band by offering to arrange that they should have more Jand, Mr.Pedley, the deputy superintendent, decided that the time bad come to take & vote.A sworn aff- davit alleges that he stood up in the middle of the room and said :\u2014\"\u201c We must take a vote.I have $5,000 here in my satchel ; if you vote for this surrender tonight I will distribute it among you.If you do not vote for it I will take my bag and go home, and you will not get a cent.\u201d \u201cThese men were desperate,\u201d is Mr.Bradbury's account of the incident.\u201cThey were bound to get that surrender, and after Mr.Pediey bad made that statement he said : Now the time has come to take a vote; this room is too small ; get outside in the field among the rest.Two-thirds of them were outside.Thess men went out and before they divided the Rev.Jom Semmons, Indian inspector, stood forward, held up his hard, and, speaking loudly in the language that the band understood, the Creq language, he said: All you that want $90 go to that side, indicating the side on which the councillors, the chief, Chief Justice Howell and Mr.Pedley wes standing, and that side was counted in favor of the surrender.Yet, in spite of these two facts, first, the statement by the De puty Superintendent General of Indian Affaire that he had 95,000 to diatri- bute amongst those people, amd the direction of Mr.Semmons thet if they wanted 890 they should go to one side, they only succeeded in securing seven of a majority.I have evidence here in my hand to show that non-tresty men who had no right to vote were counted amongst those favoring the surrender, and that minors, young men, also put in their votes.In the face of this evidence it must be clear to every man in this House that the mammer in which the surrender of St.Peters Indian reserve was vevured shows that this was one of the most scandalous transactions that has ever taken place in the country.\u201d There can be no misunderstamiing about this $5,000.In Nr.Pediey's letter to the Minister, he says : \u201cFive thousand dollars was left at the time of the surrender with the Indian Agent Lewis and Inspector Semmons to distribute to the Indians of the band.Part of this was dome on the spot at the time of surrender and the balance will he distributed (rom time to time as the parties entitled to it appear before the agent for that purpose.\u201d FIRE YESTERDAY.The explosion ol 6 lamp was the ennse of the total destruction of the car- .+ Th Dries dupe de ed the remen, fell a prey to .flames, Dos on house aad \"THE CONSERVATIVE CONVENTION : Awd the gles over it fl is, as it kas over bem, with the facts of the case twisted out of ebape, whenever the trampled under foot by the subsidized ones, who claim that the Conserve tives dare not hold any such à gathering at the present time for fear that the divisions in the party will be made more acute abd given still wider publicity.How this greater degree of acutentes and publicity is going to be bad, in presence of what the Liberal organs have already beem saying sbout Mr.Borden and his sub-leaders, is more than one can make out.To be lieve them, the Conservative party ia already all brokel up.It is quite disintegrated.There is no life in it, these same organs have been saying for weeks past.What worse than that do they want or can they expect ?The fact is the Conservative convention has been postponed merely because the month was not found to be a convenient month for the holding of such a convention.It is going to be the busiest month in the year for the most of our public men since two general provincial elections are expected to be on hand during the ensuing summer.That is all there is in the postponement.In the meantime plans towards re-organization sre being matured at Ottawa among the Conservative leaders, and it is expected that, whem the proper time comes round for holding the convention, these plans will help to make it ull ths more of a sucosss, illustrating the adage that truth is stronger than fiction\u2014stronger than the fiction the Libersl organs have lately been subscribing to in the most flagrant way.MUSIC AS A CIVILIZING AGENCY.There is perhaps no city of the same size on the coutineut or in the world, where there is to be met a higher ep- preciation of the classic im music than in Quebec.We have had ample instances of this mouths in the large audiences which have grested the operas and band concerts of the Auditorium.Our churches have the best of talent in their choirs and efficient directors, too, and these, with the Svmphony concerts under thé direction of Mr.Jos.Vesina and the recitals conducted by Mesers.Bishop, Reed and Perry, have proved the most effective means of elevating the standards of musical criticism on the part of the people.An excellent article on church music hes lately appeared in the University Magazine.It is from the matured pen of Mr.D.R.Jack, of St.Jom, N.B.; and ome would like to give the whols article for a perusal to our readers, ff space were at our command.So far have we developed our musical environment im Québec, that Alexander Pope's words have ben on the lips of many of our citizens lately, namely, \u2018Some to the church repair, not for the doctrine, but for the music thers\u201d ; and Mr.Jack claims that the phrase is as pertinent and true to-day as when it was written, inmsmuch as the minds of church attendants are, for the most part, as readily reached by music as by sermons.Mr.Jack's article deals with all the phrases of musical development from the invention of the pan-pipes to that of the organs of wide compass which are to be heard in our Quebec churches.\u2018\u2019Muric,\u201d says Mr.Jack, \u201cis « pure art medium, and it is both untruthful and absurd to contend that the impressions it produces are merely sensuous and evanescent.It is not alone to the cultured classes it np- peals.For the poor and sick at heart, and those upon whom the care of the world press heavily, thers is Xo more patent support than good m A t in when burdened by a bitter realise- tion of the complex struggle forever r between the spirit and the flesh, or when the cares and distresses of the world weigh most heavily upon ue, that our minds a are Lnually in ihe m receptive moods.Singers inform us that, however imcultivated an audience may he, it is never more critical or sympathetic than when composed of the poor.Music, as much as any other of the arts, appeals less to the senses than to the mind and spirit, and its gretifications are more spir- ftual than venanal.\u2019\u201d Mr.Jhok'e article fs replete with hid own experiences in the\u2019 churchen of Europe\u2014all of them ii- lustrative of his subject, and exoeed- ingly interesting.Some of our readers may still preserve their recollections of the Rev.Dr.Haweis, the poet, musi- olan and preacher.Mr.Jack, im teli- ing us what his impressions were of the man, when he visited his church in London.\u201cI can mee him now, small of figure and painfully lame,\u201d he says, \u201ctoiling along with a cane at the rear of the procession as it entgred the church.A first glance in no way ro- vealed the inward fire contained within that frail body of his, but to lear him preach, to listen to the beautifal liturgy of the Church of England an interpreted and arranged by him, to: see the exquisite glans stained windows painted by Burne-Jones, tasteful embroideries, the beautiful ca , and the other accorsories «with virich he had transformed an old- tashioned bnrn-like structure inte some senrblance of a modern church, was a revelation of the phenomenal ability of the man.\u201d The above quotation gives a taste of Nr.Jgck\u2019s general pl g in behall of the church environment that makes a suitable setting to the \u2018bot kind of choral service, and which gradually coming into fashion in all our churches, outside of creed affiliations.Mr.Jack je strongly in flavor iced choir for our Protest.The Methodist Ohurch taken the initiative in hem we get time, we may give à bis arguments tu favér of the junovation, aflaire of the Conservative | during these winter | 5 the, fo oar hia SF he soe, anche doy be ar Bek !
