important Matter One of the largest deputations that ever called upon a Government, was that of the Montreal Liquor and Hotel men, which met the members of the Cabinet yesterday morning.About 400 arrived by boat from Montreal yesterday, and were joined here hy several hundred others from all points of the Province.A preliminary meeting was held at the Auditorium when several resolutions were adopted.The general opinion among the delegates was against any concessions in the early closing scheme.However, they did not appear to be opposed to the reduction of licenses, provided that some compensation be made to those who would be refused licenses if a reduction took place, but such reduction should be judiciously done.Mr.Lawrence A.Wilson, of Montreal, is the President ol the Association, which is known an the Federation of Licensed Wine and Liquor Dealers of the Province of Quebec, After the meeting in the Auditorium the delegales proceeded to the Parliament buildings, where they met Premier Gouin and the members of his Cabinet.Mr.Wilson acted as spokesman and remarked that there was no need of early closing if the t license law was carried out.licensés were to be reduced, the Government should compensate those who may lose their licenses.Mr.Wilson added that the delegates were prepared to discuss the per means of reducing licenses, as t was generally admitted the latter had no intention of despoiling a licensed hotel-keeper of his property.Mr.Brassard, of St.Johns, P.Q., al- #0 spoke and remarked that a man should not lose his license if no complaint was made against him.Premier Gouin asked what they thought of a law by which Hoenses would be granted in country districts if the majority of electors favorsd it and the Council have to grant were a large number of questions on the order paper, a number being answered by members of the Government.Mr.Plante was informed that only three applicants sent in applications for the position of King\u2019s Printer, left vacant by the death of Mr.Pageau.These applicants were Messrs.L.V.Filteau, Fra.Petitclerc and L.A.Belange.Plante was also informed that the Government will have its docu- ents printed on the best possible conditions : that the Government will examine if it would bs advantageous to change the conditions under which the Journal of Agriculture and Quebec Officinl Gazette are being printed and published at present.The minutes of the House are printed daily and the calling for the printing of these min- ates this year would be useleas, As regards the printing of statutes the type used for tbe printing of the bills is kept on hand and the Government considers that it would be less expensive to have the statutes printed b those who print the bills, than call supporiing it\u2014Messrs.Gaspard LeMoine and H.M.Price\u2014were the periection of sympathy and good taste.The mecting was largely composed of our French- Canadian fellow-citizens, and by a singular coincidence, which could not happen in any other colonial city but antiquated Quebec, the mover of the resolution is the descendant of a French admiral, renowned in the history of Canada two centuries ago, and the seconder a gentleman who lives on the very spot where the late King's grandiather resided in 1780.The President of the Board, Mr.G.A.Vandry, also made a most impressive address, and all the proceedings were in keeping with the traditions of the oldest commercial guild in America\u2014\u2014 \u201cSOMETHING ROTTEN IN THE STATE\" When a faithful and heavily = sub- gidized press can original intention and it will not be departed from\u2019 \u2014which were reported in lant Friday's Star, it draws a picture of Quebecers, now taking charming and instructive walke {n the bridge to see the great convoys passing by from the west, now employing their time in gazing enviously from the Terrace at the laden stenmers going down to the ocean.| \u201cWe have the right,\u201d says Le Soleil, \u201cto protest against Mr.Hays\u2019 anser- tion that this was the original intention and it had bean conformed to.It may have been his intention from the start, but it was never the Railway Company\u2014shall stand behind it; we have required and they have readily consented that they shall be in it and ot it, and form the whole thing.\u201d TWO DIFFERENT BREADTHS OF VIEW Once upon a time the City Council of our staid old town was in danger of being turned inside out, because certain of its members thought to take their own way of adjusting a very minor business transaction.Now the essence of good citizenship in the town is to be treated with like threats of danger, if it dues not cease pressing the claims of the city upon the attention of those who can legitimately further its interests as a port and railway terminus.We have token a resolution to keep awny from the source of that kind of argument, and we intend to keep it.It would only take a word to wend the whole (ues: tion of Quebec's programme of progress into the roar and rattle of party politios in this affair, as far as it ie concerned.Its purpose is to join jasue against promises unfulfilled and further dilatoriness.And any one who says that thers is no need for over- anxiety, has only to take note of the action of the Chairman of our Harbor Commission, sailing for Liverpool at a time when his presence in the city is absolutely imperative.This, of course, will be construed into a personal attack on Mr.J.B.Laliberte, who undoubtedly has hin personal business to look after in Europe.But a personal attack on that gentleman is not in our thoughts.Our attack is on the way public business is being transacted in behalf of Quebec.Is the city to lose its chance again because there is no one to speak up for her?Are we not to ventures s word of advice to those who are to receive our distinguished visitors next week?Perhaps, if nothing be agreed upon at this juncture, the blame will be located, as a make believe, somewhere between those who have spoken out openly and above board nnd those who have been too timid to speak.The Chronicle has chosen to be blamed amongst those of the first-class, nor even now intends to remain silent until something be definitely decided upon.Nor ean the city, as a whole, be drawn aside from the main issue, namely the advancement of Quebec.If the movement be ignored na a something that will take time to consider, or as a something that cannot be taken up, now that Parliament is prorogued, or the Railway Commission is at present too busy in arranging to make Montreal a side-terminus of the Transcontinental, then Quebec may surely know what is in store for her again.If the site for the terminals in Montreal have already been located, there must he some reason for such expedition.If the sites for the terminals in Quebec have not been so far located, there must be some reason why they have not been located.Let us have the terminals therefore located at once, or let us have the reasong why they are not to be located at once.The whole logic of the situation is in a nutsheli, enormous as the consequences are.going to be if something he done, as well as if nothing be done.Something will no doubt be done.But something ought to have been done months ago.And further delays would be more dangerous to the interests of the city\u2014a thousand times more dangerous\u2014than any accusation against the Chronicle and the press generally for being too outspoken.THE TRADE OF THE GREAT LAKES It comes aa a surprise to the man from the East to be an eye-witness of the increasing commerce of the Western Lakes; and to such it in easy to divine what a future there is for the shipping that in time must find its outlet by way of the St.Lawrence, down past Quebec to the ocean.A correspondent, on his way to locate in the West, han told us that, as he passed through the canal at Sault Ste.Won't rub off on frilly things, or stain Bt.Lawrence route is by nature the outlet from the Western Lakes; and, if time be taken by the forelock by our Federal Government, in improving the route from the head of Lake Superior through the canals that obviate the recurring rapids, to the channel out into the Gulf and thence to the ocean, it is more than likely to be a successful rival to the Hudson River system.Meantime Quebec Las its own little or great problem to work out in ocon- nection with the export trade {rom the West by rail during winter, as an adjunct to the direct exportation by steamer, while navigation is open.And that little or great problem involves a rivalry of even more pretension that the competition of drifting craft or steamers laden with grain from the West.We have already spoken of the rival ports of Providence und Portland which are said to be in course of further exploitation by the Grand Trunk authorities, and this is a matter which cannot but be viewed with consternation by every Canadian ocean port, as a case of breach of promise.When the Trans continental was first projected, Canadians were given to understand that no attempt would be made to exploit any seaport in the United States at the expense of any of our Canadian seaports.Now we have it reported that the export trade from the Great Lakes is in the way of being directed towards the seaports of the Atlantic Coast that are open all the year round, to the decline of Montreal and the further decline of Quebec.Such rumours are, so far, too attennated to give us much worry about the St.Lawrenos route by steamer or railway; yet they are worth taking note of by those who are not afraid of them.THE TOPIC OF ALLOTHER TOPICS The question which is uppermost in the minds of all who are sincerely loyal to the British Empire and its consolidation ie :\u2014\u201cHow is it going to be with the new monarch?\u2019 There are other questions, such as the personal griel of the widowed and well- beloved Queen Alexandra, the
