Prisoner in His Palace .Part of Army and AI Navy Join.London, Oct 4\u2014According to the Daily Mail a revolution broke out in Lisbon yesterday.The despatch adds that King Manuel is a prisoner and that all communication with the place is cut off.; No Lisbon despatches have been received in London since yesterday afternoon, when-the Eastern Telegraph Company announced the receipt of one from its station at Ca.i- cavellos, 11 miles from Lisbon, stating that all communication with the capital was broken.The Daily Mail prints its report of the revolution without a date line, and it may be based upon a wireless despatch, said to have been received by the Paris Matin, reading : \u201cA revolution has broken out in Lisbon and worships are now bombarding the capital.The army.and navy.are supporting the revolution.None of the other London morning papers print Lishon despatches or have any mention of a revolution, A Portuguese merchant in London sdys that he received news of a plot in Lisbon on Monday.The price of Portuguese bonds dropped heavily on the stock exchange here yesterday.The Santander correspondent of the Reuter telegram confirms the report of a revolution in Portugal, and adds that the rebels have captured the place.The announcement of the death of Prof.Bombarda.the Republican deputy and anti-Clerical, who was shot by the army lieutenant Rebello at Lisbon Monday, may possibly have started a revolution.Bombarda was a distinguished educator.He recently was eleceted to the Portuguese parliament in the Republican interests.His assailant, according to some reports, Oct.4\u2014Katherine Botti, a girl of 13 years, who slew her \u2018godfather with an axe and red hot poker in avenging his theft of her honor, was cleared of criminal charges late to-day on the ground that the homicide was justifiable.Judge Swearingen, charging the jurors after two days\u2019 recital of testimony, plainly opened the way to acquittal.The girl had faced the trial with confidence that her act was warranted, and she went to her home this evening Îree, but to face motherhood soon.Pasquale Volpe, who bad boarded at her home in Wilmerding ever since the girl's infancy, and who acted as people, The long-awaited revolution in Portugal has broken out.Lisbon is in the hands of the republicans, the royal standard has been torn from the palace and the flag of the revolution ists raised in its place.Some reports say that King Manuel is a prisoner.The army and navy have added their support to transfor mthe monarchys into a republic, and the movement which began Tuesday in she capital is likely to spread quickly throughout the country.The revolutionists hegan bombarding the gates of the King's park, with small show of resistance.and soon the supports of the monarchy began to risen from 25,000 to 32,000 in ten years.But the West is developing rapidly, So also is this province, and only a fraction of it is as yet developed.What we must now do is to follow the lead of the West and provide for the establishment of industries.The importance of these industries is being recognized by Western communities and practically every town of consequence with a fairly certain future is doing all it can to attract industrial growth, Publicity depart ments set forth through the press, by printed pamphlets and direct correspondence, the advantages of thelr respective localities, and boards of trade are ready and willing to take up the subject of a factory to be established, at any time and in any reasonable way.Strong men of ideas and experience are selected as commissioners to carry on this work, and the proportion of success attained corresponds with the ability and energy of those appointed.Each tries to offer the greatest possible inducement to the manufacturer in search of a new field of activity to come to them'and supplement the wonderful agricultural development with what gives promise to become equally wonderful upbuilding along industrial lines.: CANADA WINS.The Dominion, \"a monthly compendium of progress,\u201d which has just seen the light im Winnipeg and contains some very instructive and well-written articles on almost every useful situation in our national life, considers that all the fairy tales about the disappointed, discontented American settlers in the West originated with a contest between the railroads.\u201cIt is a railroad fight, pure and simple.The American roads are striving to keep the farmers, their real traflic-makers, from migrating to Canada, and the Canadian roads are deing their best to lure them hither.\u201d We agree with The Dominion that there is only one side td the question\u2014Canada wins, The rush of American immigration into the Western provinces continues, The United States is losing good blood and much money in the onrush.The Inspector of the Dominion Immigration Offices reported in Ottawa re cently that on a single train entering Canada at the North Portal the American passengers carried with them $225,000 for investment in their new homes.During the last year the number of Americans entering Canads.to take up new homes on the public lande was 86,448, and the men and families of the sturdiest and thriftiest of American stock.One can hardly blame the Western railroads in the States for putting up a stiff fight against such an exodus\u2014even to the point of circulating reports that ars absolutely without the least foundation.The rush into Canada is easy to understand.The Canadian Government is offering very liberal inducements to secure good citizens to develop the agricultural resources of the West, and capital is invited to develop and utilize all raw materials, while Canada has many safe and profitable fields for investment.On the otber hand, the Government of the United States is showing many indications of abandoning the policies of the past, which effected the rapid and wenderful development of the Western States.The remaining public lands are being tied up into perpetual reservations; the would-be settler has to fight in order to secure his homestead rights, and can rarely get his title without a conflict with the Forestry Bureau or some other governmental agency.And so the American of the type that settled the West, who has the spirit of the pioneer and wants to ss sist in the development of a new country and to profit by it, must turn to Canada, where the door of opportunity is not closed in his face as it is in the newer parts of the United States to-day.COMMERCIAL AND POLITICAL ANNEXATION.A recent article in the New York American pleading for a so-called reciprocity between the United States and Canada says that \u201cthe political annexation of the Dominion may be delayed a little, but commercial an: nexation is overdue.The appeal is the more interesting for the reason that most of the arguments advanced in favor of reciprocal exchange from the American point of view are strong arguments against any auch movement when viewed from the Canadian standpoint.Tt says that twenty years ago the Btates sent.goods to the value of thirty-eight \u2018million dollars over the frontier and received in return goods worth thirty-nine +\"; lions | Last year, however, America sept goods worth $225,52,000 to this country and imported only $95,128,310 from our side.According to statistics secured through Washington from the Canadisn Government, Ameriea supplies pearly 60 per cent of our imports, while the United Kingdom supplies only about 25 per cent.\u201cBut there is another side to the picture.\u201d says the American, \u201cAnd this latter is the side that concerns us most from the reciprocity point of view.In the matter of Canadian exports we are losing ground, as compared with Great Britain.We are pouring rivers of meney into the Canadisn tariff coffers.But Canadian cx- porters stop and stagger at our.custom houses snd prefer to trade with their British cousins across the ses.\u201cIn the year endigg last March Canada sent half of all its exports to Great Britain, while to us she \u2018Sent hardly more than a third.\u201cWe made a better comparative showing twenty years ago.We received then nearly 42 per cent of the volume of Canadian exports.\u2018 \u201cT'wo clear ideas should be gathered from these statistics: First, that the Canadian custom houses are faring much better than ours under the shadow of the existing high tariff wail.\u201cAnd, second, that the natural interchange between the two countries is immense in spits of all artificial barriers, and that it would be something prodigious\u2014like the sweep of tides\u2014if a reasonable reciprocity treaty were allowed to scale down the tariff walls and give disappointed nature half a chance.\u201cThe high tariff wall between the two countries has shed darkness and blight on both sides.It has driven into Canada industries that properly belong to the United States.And the raw materials of the great Northern\u2018 land have in turn been barred.out of their natural market\u2014to the mockery of our conservation theories and the sack of our natural resources.\u201cThe American is for Protectionthe kind that protects.\u201cThere is a genuine kind of protection, that diversifies industries, raises wages and saves freight from the other side of the world.\u201cBut the tariff that runs a Chinese wall across the American continent is not that kind.\u201cThis country has grown great through the continental sweep of an untaxed and untrammelled commerce.There is no political wisdom or business sense in truncating this all-in vigorating continental commerce at the Canadian frontier.\u201cIt is time that the discovery be made at Washington and at Ottawa that the protective principle has been
